CALL FOR PRINTING OF THE

ASEAN-WIDE SELF CERTIFICATION GUIDEBOOK 

Terms of Reference

 

A)        Background: 

1.      The ASEAN Policy Implementation (API) Project is a four-year program which aims to provide technical assistance at the national level of ASEAN Member States (AMS) to accelerate the implementation of key ASEAN initiatives that support the US Government’s (USG) and ASEAN’s goals. The project is being implemented by IBI Worldwide, Inc. 

2.      The ASEAN-wide Self-Certification (AWSC) has been implemented since 20 September 2020. It is ASEAN’s latest trade facilitation initiative that allows exporters who have demonstrated their competence to comply with rules of origin requirements of the ASEAN Trade in Goods Agreement (ATIGA) to self-certify the origin status for their goods to be eligible for the ATIGA tariff preferences. With the implementation of the AWSC, the Certified Exporters are now able to make out the Origin Declaration to all ASEAN Member States. 

3.      To promote this new scheme, the ASEAN Secretariat, has published and distributed AWSC Guidebook, AWSC brochure and infographics to each AMS and Joint Business Councils (JBCs). The AWSC promotion video has been uploaded on the AWSC – Certify a product’s origin yourself anytime (asean.org) public website. The translation of the AWSC into local languages of AMS is being done.

 

B)             Objectives: 

4.      The objective of this TOR is to identify a contractor i.e., a printing firm in Indonesia that can provide the services of layout and printing of the ASEAN-wide Self Certification Guidebook in Burmese, Khmer, Indonesian, Lao, Malay, Thai and Vietnamese. The responsibilities of the contracted printing firm are as follows:

Note: We consider that the quotation proposed by Vendor covers the cost of the guidebook within the range of 70-80 pages.

Note that each country has different language, hence the design layout will be as per country language, so there will be a total of 7 versions of layout design.

6.      Conditions:

a)     If awarded the project, one copy of final PDF for each translation should be submitted upon completion of printing delivery to USAID ASEAN Policy Implementation (API) and/or the ASEAN Secretariat, Jakarta:

                             i.         High resolution PDF

                           ii.         Standard PDF (<5 MB )

 

b)     Terms of payment will be in two stages: first payment is 30% of the total contract upon submission of the first dummy and the final payment is 70% of the total contract after delivery and acceptance of publication. 

 

D)        Duration of the Task: 

7.    The layout and printing of the ASEAN-wide Self Certification Guidebook will be completed within 35 business days from the signing of the contract. Projected signing date: September 10, 2021. Final deliverable date: October 18, 2021. 

 

E)         Deliverables: 

8.      Copies of printed publications in the following languages are as follows:

·       200 copies in Khmer

·       100 copies in Lao

·       200 copies in Indonesia

·       350 copies in Malay

·       200 copes in Burmese

·       500 copies in Thai

·       200 copies in Vietnamese

 9.      Completed printed books must be wrapped in plastics and put in cartons per recipient country. For the Malay copies, 200 will be for Malaysia while 150 will be for Brunei Darussalam. 

10.  Each carton is labelled with the name of the recipient country. 

11.  The printed book was sent to The ASEAN Secretariat office at Jalan Sisingamangaraja No.70A, RT.2/RW.1, Selong, Kecamatan Kebayoran Baru, Kota Jakarta Selatan, Daerah Khusus Ibukota Jakarta 12110. Contact Person: Mr. Idden Valiant, Trade Facilitation Division. 

 

F)         Qualifications required:

12.  This assignment requires the contractor, a local firm that has over five (5) years’ experiences in designing and printing of information, education, and communication materials for different stakeholders/audiences at national and international levels. Interested firms should have demonstrated capacity and skills in drafting, editing, production and illustration. 

13.  The contractor must have design experience in the above languages: Burmese, Khmer, Indonesian, Lao, Malay, Thai and Vietnamese. 

14.  The contractor must be able to guarantee timely delivery of layout proposals. 

15.  Ensure that designed and printed content of the materials are not detracted from the original official nature of the document. 

16.  The applicant must present to IBI c/o API project at least two samples of previous designed and printed materials of similar work.
