II. Organizational Context
The coastline area northern of Central Java (Pantura) is severely affected by climate change. An area covering of 3 Regencies comprising of Pekalongan, Batang, Demak and 2 municipalities of Pekalongan City and Semarang City are the areas where the impact of climate change in the form of sea level rise are visible.
The coastal sub-districts of the municipality of Pekalongan are one of the most affected by climate change impact, which destroy not only the livelihood source of the affected community but also the social-cultural aspects of the city. Tidal flood and permanently deepening inundation of the coastal settlement areas of Pekalongan City makes it difficult for the coastal community there to organi ze or generate alternative livelihood, such as fish ponds. Lost of livelihood source force the men to seek for other income alternative, while women are burdened both with domestic activities and income generating activity to support the households. This thus increases women vulnerability caused by the double responsibility they have to carry over their shoulders.
At community level in the affected Kelurahan, concerns about health issues arise caused by inundation that also affects houses, leading to destruction of the individual sanitation system. Wat er born disease has been identified infecting the population in the affected areas. Since the occurrence of frequent tidal flooding and inundation covers a vast areas of coastal settlement, individual support to improve sanitation condition of the community is almost impossible. Urgent collective solution is one option to rapidly overcome the issue.
In partnership with the municipality of Pekalongan, KEMITRAAN has developed a project to increase the resilience and improve the adaptation capacity of Pekalongan City’s community towards climate change impact. This project is funded by the Adaptation Fund (AF) under the oversight of its Designated Authority, i.e. the Ministry of Environment and Forestry (KLHK) . The activities under this 3-year-project range from strengthening coastal protection, improvement of community’s sanitation, promotion of alternative livelihood and improvement of the city’s climate change adaptation policy implementation.
To support the activities on-site in Pekalongan City, KEMITRAAN, therefore, is seeking a potential Monitoring and Evaluation Officer to be based in Pekalongan that is responsible to assist monitoring to assist monitoring, evaluation and reporting of the project’s progress achievements which also include monitoring risks.
Under the supervision of Project Team Leader and guidance of PME (Planning Monitoring & Evaluation) Unit, Monitoring & Evaluation Officer ensures effective implementation of project monitoring activities. The Monitoring and Evaluation Officer will work closely with all the personnel within the AF Project team as well as with other unit within the organization.
III. Functions / Key Results Expected
Summary of Key Functions:
- Development of M&E Plan (including risks monitoring)
- Effective implementation of project M&E (including risks monitoring)
- Preparation of monitoring reports
IV. Impact of Results
The key results have an impact on the quality assurance and timely delivery of project results and availability of lessons learnt and best practices for future reference. Project implementation in line with the objectives of the project and in compliance with the Organization’s procedures is critical to ensure the achievements of the project outcomes. Project’s knowledge and lessons learnt
throughout the implementation are comprehensively documented and shared with stakeholders.

VI. Recruitment Qualifications
Education and Skill: Bachelors Degree (S1) (environment,
social science, or development study), preferably Master Degree in a
relevant subject; having good knowledge on governance reform programs,
understanding on current socio-political conditions; clear commitment to
governance reform; humble in character and patient in listening to
stakeholders is a must; willing to develop a good teamwork with
KEMITRAAN staff; having a good skill in report writing, and good skill
on the use of ICT.
Experience: Min. 5 years of relevant experience in program planning, implementation
and
monitoring and reporting; experience and skills in dealing with multi-
Stakeholders forum such as key government agencies, civil society
organizations, social-political figures, private companies and
grassroots communities, etc.; Experience in monitoring and evaluation of
coastal construction related project is an advantage.Some knowledge
on monitoring environmental and social risks are preferable.
