VACANCY USAID/IUWASH PLUS: Individual Consultant for Developing Manual on Community Participatory Monitoring and Evaluation in Jakarta

The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight months initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

 

1.         An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and

2.           An increase of 500,000 people in urban areas with access to safely managed sanitation.

 

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

 

To achieve these outcomes IUWASH-PLUS need high caliber candidates to fill the position of

 

Individual Consultant for Developing Manual on Community Participatory Monitoring and Evaluation in Jakarta (JOB CODE: STTA/CPME_JKT)

 

Objective

The objective of the consultant assignment is to develop manuals on community participatory monitoring and evaluation. One of the critical steps in implementation of Urban STBM that has been implemented in all focus locations of community intervention (hot spots) and showed several good results and key learnings. However, although critically useful the process and key learnings have not been documented.

 

Responsibilities:

The consultant will develop a new document or revised/restructured the existing available technical documents with activities as follows:

            1.     Preparatory process

a.      Collect and review all existing available materials

b.     Discuss with the supervisors on the structure and outline of the manual

c.      When necessary, review other relevant other materials/documents to enrich the content

d.     Conduct discussion with IUWASH PLUS technical team at national and regional level  to collect and transform unwritten knowledge and key learnings into the manual.


2.     Developing the manual


a.      Review the existing outline and map out what documents are available and what have to be collected from informants in the fields. Some of the technical information are not in written format, therefore the consultant has to collect and put it together

b.     Conduct discussion with IUWASH PLUS technical team to understand the principles, processes/steps, and key required elements for implementation on the ground to translate it into working manual/technical documents

c.      Based on material collected develop and write the manual with regular discussion with supervisors and technical team

d.     When required, communicate with relevant GOI ministries for getting feedback and accommodating it in the manual

e.     Communicate with communication team for lay outing and finalization of technical documents

 

Minimum Qualifications:

·       Minimum a bachelor degree in a relevant field from technical department, such as environmental engineering or civil engineering, master’s degree will be an advantage

·       At least eight (5) years of experience in working in WASH sector, having an understanding of the associated topics will be an advantage;

·       Has experience working on developing manual, guideline or other relevant documents that are used as references by relevant actors in implementing the subject on WASH will be an advantage;

·       Possesses basic communication and facilitation skills, including moderating discussion, and meeting;

·       Possesses good verbal and written communications skills in Bahasa Indonesia and English;

·       Has experience in working and managing implementing partners from relevant institutions including Government, WASH operators, donors and other relevant partners;

·       Flexibility to work on evenings and weekends on occasion, and to travel within project locations in Indonesia when required.
