Monitoring, Evaluation, and Learning (MEL) Assistant

 

Background

DAI is seeking a full-time MEL Assistant for the ASEAN-USAID PROSPECT program, which supports ASEAN’s goal to build a more inclusive and prosperous Southeast Asia. Through provision of technical expertise, PROSPECT provides institutional strengthening and support to increase ASEAN’s capacity to better resolve regional and global challenges and advance an effective, rules-based architecture for cooperation among governments in the region to uphold human dignity and the rule of law. A joint cooperation program of USAID, the U.S. Department of State, and ASEAN, PROSPECT is a five-year (2018 – 2023) regional program based in Jakarta, Indonesia.

 

Responsibilities

The MEL Assistant will help to ensure project adherence to the Activity Monitoring, Evaluation, and Learning (AMEL) Plan, supporting updates and revisions as appropriate. S/he will be responsible for supporting PROSPECT’s M&E systems, including collecting and processing M&E data, entering information into the project’s management and information systems, developing M&E instruments for project events, and providing inputs for reporting as needed. 

 

Objectives and Duties

  • Support the implementation of PROSPECT’s Activities, Monitoring, Evaluation and Learning (AMEL) Plan;
  • Ensure M&E protocols are adhered to for all project activities, working with the program technical team to effectively measure agreed upon outputs, outcomes, and impact;
  • Support data collection, management, analysis and reporting for inclusion in quarterly reports and other project documents;
  • Ensure information is collected and entered accurately into relevant databases, including USAID’s Teams system;
  • Collect and analyze indicator results and report progress toward achievement of the annual targets from the AMEL;
  • Update data and documents within the Technical and Administrative Management Information System (TAMIS) for project planning, reporting, and knowledge management;
  • Support ongoing staff training on M&E, data collection, survey protocol, and data quality;
  • Support the Regional Program Coordinator and Chief of Party to facilitate internal and external communications about program results against agreed upon indicators;
  • Alert the Regional Program Coordinator and Chief of Party in the case of any concerns with regards to the integrity of project data or practices; 
  • Perform other duties as assigned by the Regional Program Coordinator and/or Chief of Party

 

The MEL Assistant will be based in Jakarta, Indonesia. S/he will report to the Chief of Party.

 

Qualifications

·       University degree required.

·       Minimum of 2 years professional experience in Monitoring and Evaluation for donor-funded programs, including experience with data collection and quality control.

·       Experience working on USAID-funded projects preferred.

·       Able to work under tight deadlines.

·       Able to work in a team.

·       Written and spoken English language fluency required.

·       Excellent computer skills and familiarity with computer software programs, including MS Word and Excel.
