Senior Project Officer for Respectful Workplace Program
Fixed Term Contract: 01 October 2021 – 30 June 2022 (9 months) – Fulltime based Jakarta

ABOUT BETTERWORK INDONESIA
The Better Work Indonesia Program aims to improve the social compliances of factories in garment sectors in Indonesia, by implementing the three core service elements; assessment, advisory and training services. The core services working together to support factories achieve sustainable improvement. A report from the National Statistical Bureau (2012) showed that Indonesia’s textile and clothing industry absorbed some 1.1 million jobs in 2012, making it one of the most important elements of the country’s manufacturing sector and viewed as a massive workers driven industry in the country with more than 80% are women workers.

With predominantly women workers, the garment industry is often faced with one of the most prevalent workplace issue which is sexual harassment at the workplace. Although women represent around 80% of the workforce in the garment sector in Indonesia, they are concentrated in young women, the lowest-pay and lowest-skilled occupations with high levels of production pressure/high target. Gender-based discrimination during recruitment processes and sexual harassment in the workplace remain an issue of concern.
In 2018, BWI initiated the Respectful Workplace Program, a Training of Trainers on Sexual harassment prevention program which trained a team of factory representatives on the issue and support the team for post-training follow up activities to promote sexual harassment prevention campaign and education at the factory level.
The Respectful Workplace programme (RWP) was put on hold in 2020 as Better Work Indonesia considers with the COVID10 pandemic, it is difficult to conduct onsite/ in person activities.
This year, BWI has received additional funding support from DFAT which will be used to finance part of the promotion of gender equality at the workplace, including increasing BWI´s capacity to implement the Respectful Workplaces programme targeting 50 factories in Indonesia. For this purpose, BWI plans to recruit one Senior Project Officer to assist in implementing RWP and other gender-related activities under the DFAT project.

POSITION DESCRIPTION
Working under the overall supervision of the Inclusion focal point (Steering Committee) and Training Team Leader, the selected candidate will be responsible to provide support towards the effective and efficient implementation of the Promotion of Gender Equality at Workplace under DFAT project to BWI targeted factory partners from October 2021 to 30 June 2022. The recruit would be hired as a full time staff for the duration of the project period to help the team deliver the ToT, coordinate and implement the day-to-day project activities.

SPECIFIC DUTIES AND RESPONSIBILITIES:
This position will lead the implementation process with support from DFAT funding. This will include:
3.1 Delivery of Respectful Workplace Program
3.1.1 Planning including Administrative and Logistic
  • Support the Steering Committee in review and finalize the Respectful Workplace Training of Trainer module.
  • Support planning and organizing events and relevant preparation activities, including meeting preparation and briefing.
  • Administrative support, include managing invitation, registration, and other relevant activities. Provide BWI with actual participant list and post-training evaluation maximum 5 working days after each batch is completed.
  • Coordinate logistics preparation for the activities (venue/accommodation, training equipment, handouts, etc) in accordance with BWI standards in administering training courses, with the support of training administrator.
  • Coordinate financial advance and settlement for all activities maximum 10 working days after the completion of each training batch, with the support of training administrator.
3.1.2 Implementation
  • Lead in implementing the Respectful Workplace Program, especially facilitating and delivering the RWP for target factories.
  • Lead and organize in a virtual consultancy forum for the participant based on request.
3.1.3 Monitoring and Evaluation
  • Coordinate training data collection and database management to BWI database system, with the support of training administrator
  • Organize and facilitate Virtual Learning Workshop together with Steering Committee for the training participants. The workshop aim is to monitor action plans, best practice sharing and challenges.
  • Provide documentation such as photo/video and knowledge products (best practices stories, example Most Significant Change stories).
3.1.4 Reporting
  • Provide bimonthly high quality activity reports in English. Draft report should be submitted to Better Work Indonesia for feedback.
3.2 Actively involved and support the deliverables of project activities under DFAT funding
3.3 Provide inputs for the gender awareness and gender equality campaign by BWI

Requirement Qualifications:
  • Minimum Bachelor Degree, at least 5 years’ experience in gender.
  • Proven technical competencies and experience in working in the area of gender issue. Strong understanding of gender equality and women's empowerment, especially preventing sexual harassment in the workplace;
  • Experience in facilitating training of trainer and expert in adult facilitation method;
  • Experience building strong partnerships with individual and factories;
  • Experience working in gender projects, including for example on project management, coordination, capacity building, administration and logistic, etc.
  • Experience in monitoring and evaluating gender programmes. Understanding of ethics/methods related to data management, monitoring and evaluation.
  • Familiarity with best practice approaches in programme monitoring/evaluation and organizing lesson learn workshops.
  • Ability to draft clear and concise technical documents and report including the development of quality knowledge products;
  • Ability to coach factories on gender issues especially in sexual harassment prevention program. Comprehensive understanding of the intersection between addressing all forms of harmful practice against women and key policy pillars of addressing sexual harrasment and gender discrimination in the workplace
EMPLOYMENT TERMS AND CONDITION
a. Full time fixed term contract (PKWT – Perjanjian Kerja Waktu Tertentu) for 9 months
b. Work modality will be combination of Work From Home with onsite training as scheduled
c. Compensation according to Wage Structure of Kemitraan Kerja.
d. Medical Allowance, DPLK Pension and Communication Alowance
