Operations Manager


Background

The Australia Indonesia Health Security Partnership (AIHSP) is a 5-year program supported by the Australian Government and implemented by Cardno. AIHSP’s overarching goal is to increase national health security in Indonesia so that women, men and communities are less at risk of emerging infectious diseases (EIDs), thereby contributing to Australian, regional and global health security as well as supporting sustainable economic development and food security in Indonesia. To support the achievement of this goal, AIHSP will work in partnership with the Indonesian Ministry of Health (MoH), Ministry of Agriculture (MoA) and other relevant agencies and Government of Australia to achieve the following ‘End-of-Program Outcomes’ (EOPOs):
  1. Stronger GoI systems to prevent, detect and respond to public health and animal health emergencies from EIDs; and
  2. Stronger national coordination of responses to national, regional and global health threats.
In addition to these longer-term objectives, over the next two years, AIHSP also supports the Indonesian government in responding to COVID-19 pandemic, particularly around strengthening the ‘Track and Trace’ system and supporting the rollout-out of COVID-19 vaccines to the worst affected provinces, including Central Java, Yogyakarta, Bali and South Sulawesi (priority provinces under AIHSP with high COVID-19 burden). These will be conducted through strengthening public communications and surveillance and health information systems at the community level.

Purpose of the Position

Working with the Team Leader and Deputy Team Leader, the Operations Manager will provide leadership for the day-to-day operations team (finance, grants and contracts, and office operation) of AIHSP including contracting and monitoring activity compliance, office operations, financial management and procurement processes.

Objectives

Provide oversight to the finance and administration team activities and tasks, to ensure that the day-to-day implementation of activities runs smoothly and in accordance with program policies and practices.

Provide effective and efficient operational support through the management of integrated financial, procurement, administrative and logistical support and human resource management.
Key Activities
  • Oversee the preparation of accurate financial records of expenditure and commitments, outstanding acquittals and ensure audits are conducted as and when required by DFAT.
  • Ensure the procurement system is clearly documented and consistent with Australia’s Commonwealth Procurement Rules and conducive to a flexible implementation approach.
  • Develop and regularly update the operations manual and other associated manuals, including training staff in their day-to-day application.
  • Ensure risks are appropriately managed, the risk management plan is regularly reviewed and updated, and ensure all staff comply with fraud control and anti-corruption guidelines.
  • Oversee mobilisation and logistics for all staff and technical advisers.
  • Contribute to the preparation of the annual plans, budgets and progress reports.
  • Manage the procurement of goods and services, and recruitment of short- and long-term personnel, including tendering, sub-contracting, and contracting locally engaged personnel in compliance with local labour requirements.
  • Ongoing contract management of all subcontractors, grantees, staff and advisers’ contracts, including tracking of contract milestones/expiry dates and organising timely approvals of contract amendments, as required.
  • Oversee and manage finance and administrative staff, including performance management and provision of on-going mentoring and support.
  • As a senior management team member, contribute to developing harmonious working relationships with DFAT and key stakeholders and contribute to building the profile of AIHSP.
  • Contribute to planning processes, ensuring continuous learning and evolution of AIHSP operations and programming.
  • Provide technical inputs into the costing of activities and evaluation of value for money approaches.
  • Other duties as deemed necessary by the Deputy Team Leader.

Key Deliverables:

  • Contribute to the preparation and updating of the Operation Manual, Annual Plans, budgets and progress reports.

Selection criteria

Essential
  1. Relevant degree in business administration or development.
  2. At least 5 years’ operational experience in financial management and procurement for donor contracts (preferably DFAT).
  3. High-level office and team management experience, including coordinating finance, administrative, logistical, human resource management and office establishment.
  4. Ability to integrate principles of gender equality and disability inclusion, ethical behaviour, transparency and participatory processes.
  5. Experience in preparing standard operating procedures and reports using a consultative and analytical approach.
  6. Able to work autonomously and effectively as a team member who approaches their work with a constructive attitude and demonstrates integrity.
  7. Strong interpersonal skills to allow for harmonious working relationships with managers, co-workers, clients and suppliers.
  8. High degree of personal initiative, lateral thinking and ability to work under pressure to meet deadlines.
  9. Advanced proficiency in English and Bahasa Indonesia.

Desirable

10.    Experience working directly and indirectly with Indonesian government officials and other development partners/stakeholders at various levels.

Position details
Reports to: Deputy Team Leader
Assignment: Fixed-term national employment agreement
Duration: 12 months, with the possibility of a contract extension
Commencement: October 2021
Location:   Jakarta, Indonesia.
Remuneration:   Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
