Background
The Asia Foundation (TAF) is awarded Task Order 1 of an Indefinite Delivery Indefinite Quantity (IDIQ) contract by USAID to establish ERAT management and implement the “Refine” Component of the Activity starting on January 19, 2021. The goal of ERAT is for the citizens of Indonesia to benefit from effective local government by increasing the quality of policy implementation and service delivery at the subnational level. The goal will be achieved through three interrelated intermediate results (IRs):
(1) Coherence between national and subnational policies strengthened;
(2) Performance of local service delivery enhanced; and
(3) Local budget allocation and execution improved.
Overall expected outcomes by the end of the performance of ERAT Task Orders include:
- Institutionalized mechanisms for policy communication, coordination, and collaboration between and among various levels of government.
- Stronger policy clarity and implementation towards strengthening local governance and improving service delivery.
- More reliable and effective use of government data in planning, budgeting, and evaluating services and performance.
- Improved use of citizen input in planning, providing and evaluating service delivery.
- Deeper responsiveness to gender equality and social inclusion in policymaking, service provision, and resource decisions.
- Wider dissemination, adoption, and institutionalization of effective innovation, best practices, and replicable models for strengthening local governance and improving service delivery.
- Greater quality and transparency of spending at the subnational level.
ERAT’s geographic scope are the provinces of: North Sumatra, Banten, East Java, West Kalimantan, South Sulawesi, and East Nusa Tenggara. In 2021, ERAT main activities are (1) conducting political economy analyses (PEAs) on inter-governmental coordination, local governance, and public service delivery at the national and in the six provinces: and (2) co-designing the theory of change and implementation plan of ERAT together with government and other stakeholders at the national and provincial levels.
Under Task Order (TO) 1, Refine and Component, there are Task 1 – Implement Component 1- Refine, which focuses on building the relationship and trust with stakeholders, including building their commitment and capacity to participate in and benefit from co-design. Under Task Set 1, one of the tasks is to facilitate the Government of Indonesia (GoI) and other stakeholders to design the Activity Interventions to appropriately reflect the diversity of local contexts and be tailored accordingly. The Co-Design will be implemented at the national and provincial levels.
ERAT’s co-design processes build on the following approaches:
- Promoting ownership and mutually valued outcomes, to ensure the program stakeholders, particularly the government to have strong ownership of ERAT.
- Promoting brainstorming and problem solving
- Facilitating networking, expertise sharing and partnering
- Ensuring equitable participation of women and promoting inclusive participation
- Allowing Collaboration, Learning, and Adapting (CLA) during implementation
Based on these approaches, the different interests and needs among stakeholders must be managed to create effective and fruitful co-design processes that will result in ERAT Theory of Change (ToC) both at the national and subnational level, clearly defined problem statements and solutions as the basis for ERAT program intervention.
ERAT’s key stakeholders are the Ministry of Home Affairs (MOHA) as its Executing Agency (EA), Implementing Agencies (IA) within MOHA and outside of MOHA, provincial governments and non-state organizations. The co-design process will take several steps starting from presenting the draft national TOCs of ERAT to EA and the IAs within MOHA to get their concurrence. This will be followed by a presentation to GOI IAs and representatives of Provincial Governments which will be held as one meeting. Following government presentations will be presentations of TOC to non-GOI stakeholders including CSOs, private sector, academics, researchers, and subnational government associations. Once these steps are completed, the National ERAT TOC will be socialized to reach an agreement on each provincial TOC. The culmination will be the presentation of the final TOC of ERAT and life-of-activity implementation plan to the ERAT Technical Committee.
To conduct the co-design workshops based on the steps described above, ERAT intends to hire a professional facilitator as Short-Term Consultant to facilitate the co-design workshops which will be held either online or face-to-face
The objectives of the Co-design Workshop Facilitator are as follows:
- To enable discussions, brainstorming, collaboration, and problem-solving processes among ERAT stakeholders to obtain supports from them.
- To facilitate the process of arriving at a consensus on national and provincial level ToCs, problem statements and solutions or recommendations to address the national and provincial problems that were identified in the PEAs
Detailed Tasks and Responsibilities:
The facilitator/consultant will be responsible for facilitating the USAID ERAT multi-stakeholder co-design workshops. More specifically the tasks include the following:
1. Brainstorm and coordinate with the USAID ERAT team to develop the design of multi-stakeholder workshops
2. Prepare a step-by-step plan of action for implementing an online and offline Co-Design workshops. This will include:
- Arrangement and logistics needed for the workshops
- Prepare the tools and materials needed for the co-design workshops
- Facilitate the whole co-design workshops
3. Document the ToC developed during the co-design process
4. Produce consolidation reports of all co-design processes
Results of the co-design should include and show the strategic interventions to the following end-of-program results:
v Stronger policy clarity and implementation towards strengthening local governance and improving service delivery.
v More reliable and effective use of government data in planning, budgeting, and evaluating services and performance.
v Greater quality and transparency of spending and resource allocation at the subnational level.

the selected facilitator will be responsible to conduct the whole
co-design process from September to December 2021.

Criteria of Selection:
The selected facilitator is expected to:
- Have extensive experience in facilitating high-level government officials and non-government stakeholders;
- Have good knowledge about decentralization, local governance, and public service delivery issues;
- Have experience in facilitating co-creation/co-design/design thinking methodology;
- Have proven experience in facilitating high-level ToC formulation;
- Have proven experience in conducting effective online and offline meetings/ workshops/ FGDs
- Be sensitive with the confidentiality and dissemination of the information, data and produced reports and recommendations.
