REQUEST FOR EXPRESSIONS OF INTEREST

 

The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project) and intends to apply part of the proceeds for individual consultant service as Public Awareness Specialist.

Provide support in terms of advice to the Project Implementation Unit (PIU) in Provincial and District ATR/BPN offices and Project Management Unit (PMU) in Jakarta and provide input into implementation of the activities of capacity development and project outreach. And contribute in assessing, addressing and monitoring social vulnerabilities and monitoring project impact to vulnerabilities.

The Public Awareness Specialist is under supervision of Pejabat Pembuat Komitmen (PPK) and Kepala Bidang Survey & Pemetaan (SP) in Provincial ATR/BPN Office (Kanwil), and close coordination with Safeguard Coordinator and Communication Specialist on programming aspects. The assignment will be full-time work and the selected individuals will be contracted for West Java, Central Java and East Java Provinces with a period of 3 (three) months (the initiate term), with possibility of further extension upon satisfactory performance. The assignment is expected to start in November 2021.

The Consultant shall have the following minimum qualifications and experience:

a.        Minimum S1 or bachelors degree in any disciplines, with knowledge in GIS would be an advantage

b.       Minimum 5-year works of relevant equivalent in program/project development, closely working with government, or related field, experiences on projects related to World Bank preferred;

c.        Ability to think strategically, lead coordination and dialogues with stakeholders across key sectors;

d.       Demonstrate capacity to undertake operational and analytical tasks, work in teams, coach ATR/BPN staff at Provincial and District offices and share knowledge;

e.        Track record in effective engagement with local stakeholder both internally and externally;

f.        Demonstrate ability to work independently with limited supervision and obtain results in accordance with the agreed objectives and schedule;

g.       Extensive experience in dissemination of information, education and communication (IEC) materials on a wide variety of topics for local and national audiences;

h.       Ability to work independently and as a team member;

i.         Bahasa Indonesia communication skills, both in writing and verbally; mastery in English is preferred

j.         Familiarity including having network in land administration and/or public policy sector would be an advantage, specifically in the respected areas.

 

PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible individuals to indicate their interest in providing the services. Interested individuals must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Individuals may associate to enhance their qualifications.

The individuals will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulation for IPF Borrowers July 2016 Revised November 2017 and August 2018.  Interested individuals may obtain further information at the address below during office hours 09.00 to 15.00 WIB (Jakarta time; GMT+7).
