SUMMARY OF JOB RESPONSIBILITIES
The Data Collection Officer for Environmental Governance unit will provide direct data collection from some programs within the unit. S/he is responsible for the day-by-day data management of partners programs in close cooperation with the other Program Officers within the unit and with the Director and Deputy Director of Environmental Governance. S/he will receive monitoring and evaluation technical guidance from the Deputy Director. Locating this function within the technical program will help to facilitate a culture of: (a) integrating MEL into the core of the program rather than having it as a function that is done elsewhere; and (b) teamwork between SPOs, POs, and PAs staff to ensure data is relevant, timely, and used to improve the program and report on performance.
The focus of this function is short-range in nature and is concerned with effectiveness and the provision of a variety of information that can be used by program staff and partners to reflect on and improve the program, and to account to the governing and funding bodies.
RELATIONSHIPS
Internal Relation
Regular contact with other program staff within the Foundation’s offices, especially with Environmental Governance Unit program staffs, Program Director and Deputy Program Director.
External Relation
§ Assist Deputy Program Director and the Environmental Governance team to ensure data is relevant, timely, and used to improve the program and report on performance.
§ Attend conferences, events and donor coordination meetings on behalf of the Foundation as assigned by supervisor.
JOB FUNCTIONS
Authority:
- In collaboration with the Deputy Program Director and Environmental Governance staff, identify the performance management needs of the program and its partners (both quantitative and qualitative);
- Design and implement the Environmental Governance Unit Program Data Management, including, but not limited to:
- Designing the required database;
- Preparing necessary monitoring forms and processes to capture data and information from the partners;
- Entering quantitative and qualitative data supplied by program staff and partners;
- Compile and analyse reports, as required by the MEL plan;
- Ensuring program staff and partners supply the required data in a timely way, and addressing any issues of non-compliance or lateness;
- Reviewing and updating guidelines for data collection and reporting;
- Provide technical support to Environmental Governance staffs and partners to strengthen their capacity in capturing, analysing, and reporting quantitative data;
- With the Deputy Program Director, identify program performance related risks within the technical program work unit and partners, monitor these regularly, and assist the Deputy Program Director to address them;
- Undertake periodic quality assurance checks of the accuracy and reliability of data gathered;
- In collaboration with the Deputy Program Director, periodically review the relevance and appropriateness of the Environmental Governance Database;
- In collaboration with Deputy Program Director, facilitate periodic sessions with Environmental Governance staff to reflect on various data for purposes of improving the program; and
- Collaborate with all Environmental Governance staffs and consultants to ensure accurate and timely information is shared with partners and stakeholders in formats suitable for various audiences.

Areas for Key Performance Indicators (KPIs) include:
- Accuracy, usefulness, and timeliness of program data;
- Ease of use of the Database;
- Quality and accuracy of data analysis;
- Management of risk;
- Changes in skills, knowledge, and application of quantitative data and analysis (program staff, EOs, and CSOs); and
- Quality and usefulness of information used in knowledge products.
REQUIREMENTS
§ Minimum of bachelor’s degree in any field, preferably from a major with strong statistical ability.
§ Minimum of two years progressively responsible experience in an international development environment.
§ Knowledge and familiarity of tools for data collection, statistic and analysis
§ Experience working with Indonesian NGOs at national/province/district level;
§ Excellent program management and organizational skills.
§ Ability to juggle a range of projects simultaneously with little supervision.
§ Demonstrate sound judgment in decision making;
§ Prior experience on an international donor-funded program highly desirable.
§ Written and verbal fluency in English, knowledge of Bahasa Indonesia an asset
§ Strong inter-personal and communication skills preferred.
§ Ability to work independently.
§ Attention to detail, the ability to multitask, and organized work practices an asset.
§ Team building and networking skills an asset.
