ResultsinHealth is currently looking for a part-time independent Senior
Procurement and Supply Management (PSM) Expert who is experienced in
assessing grants and systems to procure and manage health commodities in
multiple countries, based in South-East Asia.
ResultsinHealth has major responsibilities for PSM oversight activities in
over 50 countries, through a collaborative agreement with
PricewaterhouseCoopers and the Global Fund to Fight AIDS, Tuberculosis and
Malaria for LFA services. Products procured under Global Fund grants
include pharmaceuticals, diagnostics, lab materials, medical equipment,
PPE, and preventive materials such as long-lasting insecticide treated nets
and condoms. Our mission is to ensure their rational forecast, purchase,
distribution and use throughout the health system by assisting implementing
partners, governments and donors with reviews and recommendations.
Responsibilities
Assessments relate to the full cycle of product selection, quantification
of needs, procurement, quality assurance, storage, distribution, inventory
management, and their appropriate use. Experts will assess and monitor PSM
and LMIS systems, with the aim of ensuring best practices and risk
minimization for the Global Fund grants. Activities may involve onsite
assessment visits, as well as desk reviews of PSM related planning and
monitoring documentation.
The Senior PSM Expert will be asked to collaborate and provide
quality-assurance review for Jr PSM Experts working locally in some
portfolios.
The profile
Successful candidates have a university degree in pharmacy, in health, or
in a related area, and several years of experience in international
procurement and supply chain management of health products, including
extensive knowledge of public sector operations. Training in health product
procurement, international tendering, supply chain management are
desirable, as is experience in the management and implementation of
HIV/AIDS, Tuberculosis, Malaria and COVID-19 control programmes in
developing countries in South-East Asia.
Prior experience working with the Global Fund, UN agencies or other
international development partners is desired. Though please note the LFA
apply a strict 3-year Conflict of Interest policy that forbids
consideration of experts having recently worked on GF grants or related
activities.
Excellent English proficiency is a key requirement. Estimated annual LOE is
70-150 days.
