Finance Officer (AIHSP)

Program Background

The Australia Indonesia Health Security Partnership (AIHSP) is a 5-year program supported by the Australian Government and implemented by Cardno. AIHSP’s overarching goal is to increase national health security in Indonesia so that women, men and communities are less at risk of emerging infectious diseases (EIDs), thereby contributing to Australian, regional and global health security as well as supporting sustainable economic development and food security in Indonesia. To support the achievement of this goal, AIHSP will work in partnership with Indonesia’s Ministries of Health, Agriculture and other relevant agencies and Government of Australia to achieve the following ‘End-of- Program Outcomes’ (EOPOs):

  1. Stronger GoI systems to prevent, detect and respond to public health and animal health emergencies from EIDs; and
  2. Stronger national coordination of responses to national, regional and global health threats.

 

Purpose of the Position

Under the supervision of the Finance Manager, the Finance Officer will be responsible to ensure effective financial management processes, these include but are not limited to accounting of all AIHSP expenditures, managing the AIHSP bank accounts, coordinating with the Cardno Indonesia office and the AIHSP team in relation to financial reporting requirements, preparing and submitting monthly program financial reports, and providing support on administration, data compilation and taxation requirements.  In addition, the Finance Officer will occasionally be required to provide administrative and logistical support for the AIHSP team. 

 

Objectives

The Finance Officer under the direction of the Finance Manager will be responsible for the day-to day AIHSP financial management activities.  The position will provide effective and efficient finance support to the AIHSP team through the management of an integrated financial function.

 

Key Activities

(1) Financial Management

  • Ensure financial systems and procedures are implemented in accordance with the Cardno and AIHSP financial systems, manuals, and policies. 
  • Prepare and ensure AIHSP monthly fund requests to Cardno Indonesia are timely and accurate.
  • Manage banking and cash-related activity for the office in line with project cash-flow.
  • Reconcile monthly bank statements and verify all deposits and withdrawals
  • Prepare, review, process and ensure that AIHSP transactions follow the relevant procedures and quality assurance processes. This includes but is not limited to salary payments, procurement of goods and services, honorarium of STAs, resource persons, and subcontractors.
  • Conduct accounting of AIHSP related activities, including but not limited to journal entries, expense monitoring, payroll, tax compliance, accounts payable, accounts receivable, cash management, reconciliations, and close-out reports.
  • Enter transactions and carry out a validation process of the information to ensure that it meets the AIHSP requirements.
  • Preparation and submission of journals to the accounting systems, ensuring that all entries are accurate and in a timely manner.
  • Prepare the monthly financial reports based on the MYOB/ABSS accounting platform, with all necessary justifying documentation.
  • Prepare a variety of financial records and reports including those related to the general ledger, accounts payable, accounts receivable, advances and balance sheet reconciliation.
  • Ensure that all documents and processes for Account Receivables/Payables and Advance are fulfilled and accurately recorded based on set schedules, this includes invoicing, journals, reconciliations, reports, etc.
  • Carry out the calculation of the payroll through SUNFISH system.
  • Prepare cheques for authorized transactions.
  • Maintain the petty cash box, with all due accounting and security precautions.
  • Review travel advances and the accuracy of travel expense reports for program staff.
  • Organize and maintain comprehensive program financial files and ensure all recording is compliant with legal and donor agency requirements.

 

(2) Administration

  • Back up the AIHSP Administrator in providing administrative and logistical support to the Program, including the preparation of travel arrangements, events management, maintenance of office supplies, and ensuring filing and program records remain up to date.
  • Additional duties as required by the Finance Manager and/or Operations Manager

 

Selection criteria

Essential

  • Bachelor’s degree or its equivalent in Accounting, Finance, business management, public administration or other related fields.
  • Minimum 4 years experiences in managing finances, audit, and accounting, preferably in the international development sector
  • Knowledge of Indonesian Accounting Standards, Indonesia financial regulation such as tax, social security (BPJS), and familiarity with accounting software.
  • Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure. Self-motivated and able to follow through to end of assignments while meeting goals and deadlines.
  • Proven ability to effectively use Microsoft Office.
  • Fluency in Bahasa Indonesia and English, written and oral.
  • Accuracy, attention to detail.
  • Excellent critical thinking skills and judgment.

Desirable

  • Experience working in DFAT-funded programs would be desirable
  • High proficiency in MS Excel and MYOB/ABSS would be desirable.
  • High proficiency in SUNFISH system would be an advantage
