Background

The Asia Foundation is awarded a contract by USAID to implement ERAT (Tata Kelola PemERintahan yang Efektif, Efisien, dan KuAT or Effective, Efficient and Strong Government) in January 2022. The program supports the Government of Indonesia, coordinated by the Center of Cooperation Facilitation of the Ministry of Home Affairs.  It is implemented in the following four years in six provinces in Indonesia: North Sumatra, Banten, East Java, West Kalimantan, South Sulawesi, and East Nusa Tenggara, covering five districts in each province. The goal of ERAT is for the citizens of Indonesia to benefit from effective local government by increasing the quality of policy implementation and service delivery at the subnational level. The goal will be achieved through three interrelated intermediate results (IRs): (1) coherence between national and subnational policies strengthened; (2) performance of local service delivery enhanced; and (3) local budget allocation and execution improved.  

USAID ERAT supports the Government of Indonesia to improve monitoring and evaluation (M&E) systems at the national and provincial levels to improve performance-based (non-fiscal and fiscal) incentive systems. Improved M&E system will also allow improvement of analysis of data and information to formulate better policies and programs to support subnational governments to provide public service delivery. The program promotes peer learning among subnational governments to improve the quality of governance and public service delivery. ERAT emphasizes collaborative governance in improving public service delivery – among different levels of government, among various sectors, and among various stakeholders, including the private sector and civil society organizations (CSOs). To allow broader participation of the communities, CSOs, and the private sector, ERAT supports improvement of access to information and various channels of public participation, including complaint handling mechanisms. Private sector engagement in public service provision that is based on mutual benefits is emphasized in the program. ERAT supports improvement of subnational budget allocation and execution to improve the quality of spending to improve access to and quality of public service delivery. The program promotes gender equality and social inclusion mainstreaming in local policies, programs, and budgets, as well as in the program implementation.

Roles and Responsibilities

The Program Data Analyst will support ERAT program team in overall quantitative data collection, processing, analysis, and presentation, as well as in managing databases and systems. The data under his/her responsibility includes but may not be limited to social-economy, sectoral, and public finance data produced and provided by various central government agencies (including BPS and various line ministries), subnational governments, independent research institutions, or media. It is anticipated that the data analyst will also provide data related TA/CD supports to government and non-government partners as needed.

Detailed tasks:

  • Managing overall quantitative data collection including data mining, generation, and/or extraction from variety of data sources and formats
  • Developing and maintaining databases and systems, including organizing collected data into ready-to-use dataset, performing data reliability check and cleaning, maintaining regular data updating, organizing shared data store or warehouse, and developing guideline for users’ access and utilization
  • Supporting the program and AMEL team upon the development of research and program reports, which includes supporting the team in data processing and analysis and formulating data presentation through tables/graphs.
  • Collaborating with the program team in providing TA/CD supports to program counterparts/client related to data analysis, and/or database management
  • Work with ERAT MEL Officer to upload data into USAID Development Data Library (DDL) as may be necessary
  • Perform other data analysis duties as required to maximize the outcome of ERAT activities.

Reporting

The Program Data Analyst will report to the Sr. Technical Team Leader (STCL) based in Jakarta and work directly under the supervision of Activity Director (AD) and STCL. The incumbent will work collaboratively with ERAT technical specialists/provincial program offices in providing the services.   


Qualifications
  • Bachelor’s degree in social science, data/statistical science, or related fields. Master’s degree is preferable.     
  • A minimum of 8 years of experiences on data related works and/or social/economic quantitative research.
  • Demonstrated ability in operating Stata for complex data processing and analysis; excel spreadsheet, pivotable, and graphs; and mastering basic statistics for data evaluation.
  • Demonstrated ability in processing multidimensional dataset including but not limited to SUSENAS, SAKERNAS, PODES, administrative and survey-based data from various line ministries, and regional financial data.
  • Demonstrated ability in data extraction/scrapping from PDF/web-based reports/publications and organizing them into structured dataset.
  • Demonstrated extensive knowledge on various national and subnational socio-economic and sectoral development indicators and subnational finance
  • Experience in data dashboard development, Tableu, and/or Power-BI is an advantage.
  • Fluent in English and Bahasa Indonesia; excellent written & oral communications skills.
