Vacancy at NLR Indonesia : Technical Advisor for Leprosy Control Program

 

NLR, is a professional organization working in the field of leprosy and disability in 16 leprosy endemic countries. Each year, around 219.000 people globally are diagnosed with leprosy. Indonesia ranks number 3, with relatively high disability rates. NLR, with its International Office in Amsterdam, has been supporting projects in Indonesia since 1967. The main partner of NLR is the Ministry of Health (MoH) and activities are aligned to MoH policies and priorities. At provincial level, the Leprosy Control Program Technical Advisors (LCTAs) are strengthening the capacity of the provincial and districs government’s health staff to improve the quality of leprosy services. Next to supporting leprosy control, NLR’s Inclusion and Disability program aims to support and advance holistic, community-based rehabilitation and sustainable inclusive development for persons with disabilities, including children with disabilities and people affected by leprosy.

 

Currently NLR is looking for position:

 

Technical Advisor for Leprosy Control Program

 

The Technical Advisor’s (TA’s) responsibility is to provide technical advice to the provincial and district leprosy team in specific provinces (as appointed) and ensure that they have the capacity needed to smooth implementation of the program. In the aspect of management of the program, TA will strengthen and enhance the province and district leprosy team capacity in the followings:

-            Producing good reporting and recording of data on the program;

-            Timely production of provincial Annual Plans and reports

-            Advocacy, technical skills and knowledge on leprosy control and innovation project

-            Ability to conduct on-the-job training at districts and health centres

-            Logistic (leprosy drug) management

 

Duties and Responsibilities

  1. Participate in technical as well as organisational meetings which are of relevance to the leprosy program in the provinces.
  2. Where it seems needed, to provide technical guidance to provincial and district leprosy team members.
  3. To engage and involve actively in the development of leprosy training aimed at district and health centre staff.
  4. To regularly discuss the progress of the program and any emerging needs with the province leprosy team and Head of the Provincial Health Office and specifically review and support in the analysis of any relevant and detailed findings from the field.
  5. The TA will spend at least 40% of the time on these in-field activities (including district level meetings) whereas the remaining time will be used for enhancing capacity of the provincial staff and to be involved in other program-related activities.
  6. To participate in technical/co-ordination meetings that will be organised by the NLR Indonesia and the government partners.
  7. To report on the relevant findings of the field visits or of the specific development in the provinces to the NLR Indonesia office, the government partners and the NLR’s Program Manager. In these reports the TA is expected to provide a summary of the findings, the recommendations for improvement and the plans agreed upon. In the case that the report is made from a field visit, the report should be sent within 2 weeks after any visit.
  8. To report on a monthly basis on the monthly plan and expenses to the NLR Indonesia.
  9. The TA will engage actively in the designing and implementation of all innovative activities relevant to the assigned provinces. To execute this task the TA should work closely with other team members involved in the innovative project including and not limited only to NLR Indonesia.
  10. To support the NLR Operational Director in developing and implementing a strategy for obtaining additional funding support for the Leprosy Control Program.
  11. To accomplish additional tasks requested by the government partners and NLR’s Operational Director.

 

Key Requirements

  • Medical doctor with passion in working for people affected by leprosy or other NTDs
  • Medical doctor with a Master on Public Health or Epidemiology (or health-related subjects) is preferred.
  • Experiences in health-related research is preferred
  • Demonstrable experiences in health program/project management (include the result-based planning, budgeting, monitoring, evaluation and reporting)
  • Working experience in government health system is preferred
  • Have experience/involved in leprosy program with a good/positive record/impression
  • Preferred age between 30-45 years old
  • Proven experience in operational research
  • Ability to analyze and interpret data
  • Demostrable experience in coordination with different stakeholders
  • Good facilitator, motivator, and problem solver
  • Sensitivity in intercultural differences
  • Ability to balance macro and micro management
  • Ability to work in a dynamic environment where a flexible management style is needed, dealing with setbacks and unexpected events while continuing to make progress and respecting deadlines
  • Good communication skills
  • Good coaching skills
  • Willingness for frequent travels
  • Proficiency in written and spoken English is essential
  • Computer skills (MS Word, Excel, Power Point, internet, Epi-info); SPSS is prefered.
