Yayasan Plan International Indonesia Job Vacancy: Project Manager Wired for Work 2.0

 

Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. The organisation’s purpose is to “strive for a just world that advances children’s rights and equality for girls”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.  Yayasan Plan International Indonesia invites highly competent, experienced and committed professionals to fill the following position :

Project Manager Wired for Work 2.0          
BACKGROUND

Around the world with COVID-19 pandemic, education and employment have shifted to online mode. Although this has been a revolutionary and helpful tool it has also exacerbated the already existing inequal access to technology and internet connectivity. Also, as opportunities for youth employment shrink, youth entrepreneurship (in Green sector) is emerging as a critical lever for economic recovery, resilience and growth. Now, more than ever, Plan needs to continue to serve the people most in need to tackle and cope with the ongoing challenges posed by COVID-19, by enhancing their digital tools and solutions, enhancing curricula to include green skilling and knowledge of green / sustainable business creation. Building on existing Accenture, Google and other partner-supported successful youth skilling programs and platforms, Plan conduct a strategic one-year project that will allow Plan to continue advancing existing program priorities in Indonesia and the Philippines, whilst adjusting to emerging new needs that reflect environmental, green and more socially aware livelihood opportunities in Colombia, creating a blueprint that if successful, will be replicated.

For Indonesia, the proposed extension has specific goal as below: 

Economic empowerment of young people, particularly young women (Indonesia and Philippines) by

    • Enhance and expand the YES! Digital Ecosystem tools and local partnerships, building on the learnings of Wired for Work.
    • Strengthening Plan digital approach on green entrepreneurship for youth entrepreneurs

This program is aligned with Plan’s strategy to have a profound impact on youth economic empowerment of youth - especially girls – around the world, and with Accenture’s evolving Skills to Succeed strategy, where technology is harnessed to scale employment and enterprise outcomes and address inequality. The proposed extension builds on the successful Wired4Work project in Indonesia and Philippines, ensuring the sustainability of the existing support and learning assets, including the YES!Digital Ecosystem and YES!Academy, by adapting content and distribution to youth’s changed needs due to the pandemic.


ROLE PURPOSE
The W4W 2.0 Indonesia Project Manager oversees the overall implementation of the Wired for Work 2.0 Project in Indonesia which is implemented through collaborative partnership across Indonesia. She/he responsible to achieve project goals effectively This Project  March 2022 - June 2022 With possibilities to manage up-coming project .

DIMENSIONS OF THE ROLE
The W4W 2.0 Indonesia Project Manager oversees the overall implementation of the Wired for Work 2.0 Project in Indonesia which is implemented through collaborative partnership across Indonesia, particularly on:

  • Ensuring effective and efficient management of the overall programme, which includes maintaining constructive relationships with key stakeholders and the donor in country
  • Driving strategic conversations around advocacy and impact, thereby contributing to sustainable programme outcomes
  • Ensuring effective project management by maintaining the delivery of appropriate technical, operational and financial outputs, while tracking the project progress through monitoring, evaluation and reporting;
  • Maintaining effective working relationships with project partners and YES!Digital Team and Related National Office, through effective communication, consultation and reporting;
  • Aligning the projects implementation with Plan International principles of safeguarding of children and young people and gender transformative approach.

ACCOUNTABILITIES
Effective and Efficient Management of Overall W4W 2.0 Project

  • Develops and update Detailed Implementation Plan (DIP) of the project and monitor its implementation, ensuring timely implementation of the project;
  • Be responsible for managing partners and consultants to ensure delivery of quality outputs based as required and planned in the project;
  • Leads the financial management (budget planning and expenditure) of the project achieving accuracy and reliability of financial reports, in accordance with YPII and donors’ standards and compliance;
  • Oversees the mobilization of goods and services to support project activities, including drafting TORs and works/product requirements and specifications;
  • Identifies project risks and mitigation strategy, submits information on the new risks and possible mitigating measures to the Program Manager for consideration and updating the status of these risks by maintaining a Project Risk Registry;
  • Ensures adherence to the existing financial, procurement and administrative processes in line with prevailing YPII rules and regulations;
  • Development of market-driven curriculum, online learning lesson plan and training modules
  • In charge of the use of internal LMS platform and if necessary collate information on external LMS or other related TVET digital platform to ensure the relevance of delivery method in COVID 19 context
  • Coordinates the maintenance of project financial tracking in SAP in accordance with YPII procedures;
  • Prepares for project closing, audit and transfer of project asset. 
Effective Working Relationship with Partners, YES!Digital Team and National Office
  • Establishes good practice of partnership management aligning with Plan International Guidelines for Building Better Partnership, from partner assessment process to monitoring the partnership agreement promoting mutual accountability and compliance;
  • Facilitates regular coordination and quality assurance with YPII YEE Program Manager;
  • Adheres to RACI (Responsibility, Accountability, Consult and Inform) in decision making and communication in the implementation of projects;
  • Supports YEE Program Manager and Program Advisor in ensuring coordination with government and private sector stakeholders;
  • Be the focal person for the contact with the W4W team in the Philippines, YES!Team and Netherland National Office; this entails attending regular update calls, responding to email requests, attending global calls and exchange learning and ideas with other coordinators around the world.
Strong Positioning of W4W 2.0 Project as well as the Digital Products in Youth Employment and Entrepreneurship Stakeholders
  • Ensuring high quality youth skilling digital system and products is being delivered and can be implemented across partners to achieve the project goals and objectives
  • Leading partnership establishment, focusing on strategic partnership to ensure achievement of project objectives as well as its sustainability
  • Identifies opportunities for deepening the cooperation and collaboration with Private Sectors, Government, NGOs, International Organizations (such as UN Agencies), TVET Institutions, and other relevant partners on the issue of YEE
  • Conducting advocacy processes in coordination with YEE Programme Manager and Advisor ensured approval from organization Directors
  • Identify opportunity for leverage funding and working together with Program Advisor, Business Development and Fundraising Department to develop strong concept note and high quality proposal which leverage the achievement of project milestone
Monitoring, Evaluation, Research and Knowledge Management (MERKM)
  • Works and coordinates with YPII MERKM to manage and monitor the implementation of the project by using agreed monitoring tools and M&E Framework;
  • Coordinates the data collection and write the report for periodic reporting to Netherlands National Office, Donor and YPII Quarterly and Annual Reporting mechanism in timely manner in coordination with Grant Acquisition Manager and with supervision from Program Manager;
  • Leads and supervises the development of knowledge products from the project, including fact sheets/project brief, policy briefs, modules, research and publications, in quality and timely manner;
  • Maintains quality standards of document keeping, retrieval and sharing mechanism. 
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;
  • Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;
  • Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;
  • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

KEY RELATIONSHIPS

Internal relationship

  • Project Specialist and Officer: provide guidance on the strategic direction of the project in relation to the achievement of the project milestone and outcome
  • MER Specialist : Coordination of project MER framework and implementation objectives to be consistent with Country, Global and Advocacy priority
  • YEE Program Manager: Management guidance for project implementation
  • Program Advisors: Inform and consult to solicit technical support for cross-cutting issue to ensure it is mainstreamed in project activities
  • Relevant Project Managers: Coordinate and collaborate on cross-project issue, as well as aligning strategy and partnership to avoid overlap
  • Finance Team: Collating periodical financial reports and ensuring spending allocation

External relationship

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

 

Essential

  1. Undergraduate degree in education, social fields or other related field in the promotion of youth economic empowerment and gender equality
  2. Minimum of 5 years of experience in project management, including budget management, monitoring and evaluation and quality project reporting
  3. Minimum of 3 years experienced working in coordination with Government agencies/offices, Private Sectors, TVET institutions and other YEE Stakeholder  
  4. Affinity to work with and for young people on economic empowerment
  5. Understanding of Indonesia Government policies, laws, and institutions in relation to youth economic empowerment and, gender in the economy
  6. Relevant network with YEE stakeholder is needed
  7. Good oral and written communication skills in English and Bahasa Indonesia
  8. Ability to provide technical guidance and support staff
  9. Ability to function efficiently and effectively with little day-to-day supervision
  10. Demonstrated skills problem solving and people’s management.

Desirable

  1. Master’s Degree in Related Field
  2. Have existing networks with Private Sectors in relation with youth training and placement
  3. Have knowledge on the development of digital system in relation with Youth employment and training
  4. Demonstrated experience in working with children and youth
  5. Experience in managing programmes in child protection
  6. Experience in working in a multi-cultural organisation
  7. Demonstrated knowledge in international development tools: program logic, Monitoring, and community empowerment
  8. Demonstrated knowledge of gender transformative approach, gender-based violence, child rights, and inclusion

 
PHYSICAL ENVIRONMENT

  • Typical office environment in Jakarta, with travel if necessary to project partners location as allowed by COVID 19 regulation with strict health protocols.
