Purpose of the evaluation

The main purpose of the evaluation is to assess the longterm impact and sustainability of the Community Mobilization Pre-Project (CMPP) / Community Participatory Action for Transformation (COMPACT) project. In general, this will provide knowledge for NLM and our strategic partners in Indonesia that will be useful in the planning and performance of future and current projects both in Indonesia and elsewhere. It will give an idea of whether the methods used and the thematic focuses have proved to be successful and discover whether there have been unforeseen consequences, both positive and negative.

 

Questions to be answered

Sustainability

  • Have the project activities been carried on by the local actors and beneficiaries? What remain of the project activities in 2022?
  • What are the results of the project after phase-out?
  • Determine sustainable effects and impact (in relation to project objectives); to which extent has the project outputs/results continued to be applied and used effectively, and can they be expected to make a continued contribution to the increase of income in the villages, and improvement of non-formal education and maternal and child health in the communities?
  • Assess the most significant change in the communities as a result of the project.
  • Was it realistic to expect project outputs to continue to be used once the project was completed and for adequate resources to be dedicated for meaningful continuation and follow up?
  • Assess the degree of local ownership to the project.
  • Evaluate the phase–out plan and process.
  • Consider factors that may have reduced the sustainability of the projects’ goals and objectives 
  • Are there any indications of that the pre-project was significant for the sustainability of the COMPACT project?

 

Recommendations and learning

  • Are there any unforeseen results or consequences that have taken place as a result of the project after phase-out?
  • What lessons can be learned for NLM/YNLM and the strategic partners’ future work? Any best practices?

Empowerment

  • How has the project empowered the community/beneficiaries? Make sure to differentiate between men and women.
  • To what degree is the change in empowerment (at output, outcome, or impact level)?
  • At what levels are the empowerment taking place (individual, community or society)?
  • Are there differences in empowerment with regard to economy, education, and health in the project?

 

.   Methods

Both qualitative and quantitative methods will be needed. The methodology will mainly be of a participatory character involving the main stakeholders in the projects like former project staff, local stakeholders and project beneficiaries.

 

The evaluation may include the following methods:

  • Review of existing information and secondary data
  • Semi-structured  interviews
  • Key informant interviews
  • Focus groups discussions
  • Most Significant Change stories technique
  • Spider web tool
  • Evaluation workshop
  • Informal meeting with residents and local institutional representatives.

 

The methods will be selected by the evaluator(s).
