Procurement Officers (
REQUEST FOR EXPRESSIONS OF INTEREST
The
Government of the Republic of Indonesia has received loan from the
World Bank toward the cost of Program to Accelerate Agrarian Reform (One
Map Project), and intends to apply part of the proceeds for individual
consultant service as Procurement Officer.
The
Procurement Officer under supervision and coordination of the
Procurement Specialist will be responsible, but are not limited to: 1)
Support the Procurement Team in preparing of project procurement plan,
including collecting regulations, guidelines and other data as needed as
basis for selection of schemes and methods of procurement services to
be used, including procurement systems in accordance with World Bank
rules; 2) Support the Procurement Team in assisting of collecting and
administrating the procurement documents i.e.: Term of Reference (TOR),
REOI, RFB, RFP and others; 3) Support the Procurement Team in
facilitating the procurement process for Pokja ULP including review of
the qualifications of consultants and/or suppliers, identifying
consultants and potential market; 4)Support the Procurement Team in
assisting of the preparation and process of procurement activities such
as explanation of documents, evaluation meetings, negotiations, etc; 5)
Support the Procurement Team to prepare the periodically update the
procurement plans and schedules; 6) Support the Procurement Team in
assisting of preparation the Monthly Procurement Progress Report; 7)
Support the Procurement Team in compilating, collecting, and archiving
the procurement documents in a proper system; 8) Managing procurement
business process and in put data and documents into Systematic Tracking
of Exchanges in Procurement (STEP). The assignment will be engaged up to
December 2022 with 3 months’ probation, and extendable based on
performance review. The assignment is expected to start as soon as
possible.
The Consultant shall have the following minimum qualifications and experience:
a. Minimum Bachelor Degree in Economics, Management, Socials, Engineering or other similar fields;
b. Minimum 2 (Two) years working experience handling the procurement services;
c. Experience in working in international environment considered as an advantage;
d. Experience in working with procurement at the Government of Indonesia (GoI) and World Bank considered as advantage;
e. Excellent knowledge of spoken and written in English, with advanced computer skills in MS office programs.

eligible consultants to indicate their interest in providing the
services. Interested consultants must provide information indicating
that they are qualified to perform the services (CV, References, Salary
History, etc.)
The
consultant team will be selected in accordance with the procedures set
out in the World Bank’s Guidelines: World Bank’s Procurement Framework
in accordance with the Procurement Regulations for IPF Borrowers dated
July 2016 revised and November 2017. Interested consultants may obtain
