POSITION:       Technical Specialist - Interoperability

PROJECT OVERVIEW  

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years.

 

JSI is currently seeking an outstanding Technical Specialist in Interoperability in Indonesia for a portfolio of activities on the Country Health Information System and Data Use (CHISU) global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The program works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country’s own health trends and priorities.

 

The Technical Specialist must demonstrate depth and breadth of technical expertise in the areas of health information systems (HIS) and data use as well as possess interpersonal skills and be able to leverage professional relationships towards the success of CHISU’s activities. As technical advisor on Interoperability for CHISU in Indonesia the candidate will be responsible for supporting the finalization and implementation of the national enterprise architecture for health, introduction of the FHIR standard to HIS stakeholders, as well as guiding efforts to exchange data between current and planned systems in order to improve health outcomes.    

 

This is anticipated to be a full-time position based in Jakarta, Indonesia.

 

OVERALL RESPONSIBILITIES

The Technical Specialist will assist the Chief of Party to achieve the following:

 

       Increased availability and interoperability of quality health data and information systems

 

Specific responsibilities will include, but are not limited to the following:

       Assist in developing, documenting, and refining operational processes, user manuals, system documentation and training materials for related information systems deployed by Pusadatin and/or DTO.

       Advise and support technology events hosted by Pusdatin and DTO such as HL7/FHIR workshops and IHE Connectathon/ Hackathons.

       Assist the DTO to develop the FHIR profile in Indonesia.

       Guide implementation of interoperability requirements from the user perspective.

       Develop FHIR standards that support interoperability.

       Use case development for TB, MCH and Health Financing

       Create an interoperability implementation guide that describes the selected FHIR standard/profile, data content used, as well as other local specific requirements.

       Socialize and train the users to recognize benefits and impact of interoperability.

       Conduct tests by preparing cases and environment tests for users.

       Promote sustainable standards-based implementation, and provide feedback on standards and organizational profiles.

       Collaboration with DTO and their tribes (Primary Health Care, Secondary Healthcare, Health Financing), as well as Pusdatin.

       Promote gender equity in program implementation.

 

QUALIFICATIONS

Bachelor’s degree or higher in one of the following disciplines: computer science, health informatics, software engineering, or a related technical discipline or the equivalent combination of education, technical training, and/or work experience is required.

3 years of EHR / HIE technology & implementation experience, with working knowledge of Health IT standards such as HL7 v2/v3, FHIR, or CDA is required.

Experience with cross-community IHE profiles is required.

3 years of relevant experience with interoperability is required.

Working knowledge and experience with agile software development is required.

Project management experience preferably in health IT is highly desirable.

Excellent interpersonal skills, including the ability to work closely and in an integrated manner with a multidisciplinary team is required;

Ability to take initiative to produce expected results is required;

Ability to work autonomously and with limited direct supervision in the management of day-to-day activities is required;

Native/Fluent Bahasa and practical knowledge of English required.
