GIZ Indonesia for GIZ Office Indonesia: Human Resources Manager

The GIZ Office Indonesia is seeking one qualified Indonesian candidate for the following position:

•       efficiently dealing with queries about HR and Compliance issues;
•       independently managing of HR section and all HR related processes;
•       performing the position as Compliance Officer;
•       performing all tasks in compliance with GIZ`s Processes and Regulations (P+R)
•       correctly providing services within the team in accordance with Indonesian Law and GIZ's requirements;

1.      Dialogue with Management
The Manager
•       Advises his/her superior and Management (Country Director, Head of Finance and Administration) on all questions relating to Human Resources (HR) and on issues that are relevant to different groups of employees;

2.      Management Responsibility
The Manager
•       Is responsible for the HR area of GIZ Indonesia and ASEAN, orders and measures assigned within HR and for managing all staff who report to him/her
•       Manages HR-team in accordance with management principles and guidelines to promote a sense of corporate identity, enable employees to carry out tasks independently and create scope of creativity and innovation
•       Is responsible for recruiting, selecting, grading, planning the assignment of and professional development of staff members who report to him/her;
•       is also responsible for monitoring, managing staff and ensuring that they provide cost-effective services
•       carries out the annual staff assessment and development talk for staff members who report to him/her

3.      Content related tasks
a.      Human Resources
•       Develops and/or reviews GIZ`s Policy for NMA/employees (e.g. Employment Handbook) to comply with Indonesian labor law (manpower regulation etc.) and GIZ´s requirements;
•       Designs team and working procedures and policies as well as Standard Operation Procedures in all HR related areas (e.g. recruitment and onboarding, career-planning and job-rotation, compensation and benefits, medical insurance) in line with objectives, requirements and GIZ`s needs;
•       monitors the implementation in HR-team and projects;
•       further develops themes and instruments in HR area and incorporate these into the overall context:
•       makes available expertise in the context of knowledge management;
•       networks with other units and takes into account management goals and requirements in providing services
•       formulates solutions for complex issues and fundamental issues relating to HR
•       liaises with external parties (Labor office and Labor consultant, personnel related hearings and investigations etc.) whenever needed;

b.      Compliance Management
•       is point of contact for any compliance issues
•       conducts analysis (check of P+R, discuss with relevant colleagues, do investigations if necessary
•       maintains documentation of compliance activities (e.g. complaints received or investigation outcomes)
•       works together with Compliance Committee (advicing confidentially on issues/incidents relating to compliance and integrity) 
•       reports regularly to the management team on compliance issues,
•       develops preventive measures, issues guidelines, initiates trainings   

4.      Other duties/additional tasks
The Manager
•       Performs other duties and tasks at the request of management;

Formal Education
•       At least a MSc/MBA/master’s degree in law, economics, administration or similar area;

Professional Experience
•       At least 7 years’ professional experience in a comparable position with management experience and in an international environment

Other Qualifications
•       finely tuned organisational, analytical and managerial skills and ability to work independently and on one’s own initiative at the conceptional level
•       strategic thinking: implement strategies to further advance and improve the services offered.
•       highly service-oriented character with strong communication and negotiation skills and a solution- oriented mindset
•       very good working knowledge of all MS-Office applications, internet
•       very good knowledge of English (speaking and writing), good knowledge of German would be an advantage
