GIZ Indonesia for the Innovative Climate Risk Financing for the Agricultural Sector in ASEAN Project: Advisor Access to Finance in Agriculture

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. 

The ASEAN-German cooperation project on “Innovative Climate Risk Financing for the Agricultural Sector in ASEAN” (2022 – 2025) is an individual measure of the German Climate and Technology Initiative (DKTI). The project objective is to improve farmers' access to resilience-enhancing, gender-responsive climate risk finance. Beyond activities at ASEAN level, the project is implemented in Indonesia, Thailand and Vietnam. 

In Indonesia the project is focusing on the cocoa supply chain in Central Sulawesi. Cocoa is a major contributor to export earnings and a main source of livelihoods for smallholder farmers, responsible for around 90% of Indonesia’s cocoa output. In the past decade, there has been a steady decrease in production, despite increasing demand from the downstream industry. Smallholder farmers are facing multiple challenges in the production and marketing of cocoa, often leaving them with low yields and incomes from cocoa production. Changing climates and increasing frequency of extreme weather events as a result of climate change, pose an additional burden. 

To strengthen the climate resilience in the cocoa supply chain, availability of appropriate financial instruments is one of the foremost requirements. As improvement in production and processes require inputs and investment, financial products and services for actors in the cocoa supply chain, especially smallholders, becomes critical to enable them to invest in productivity and rehabilitation of their farms, improve post-harvest practices and quality, enable access to markets and smoothen household cash flow. 

Financial instruments are also required to invest in measure to cover the risks, including risks related to climate change, for example investing in more climate resilient agricultural practices or insurance products. In Indonesia, there are number of financial institutions offering a range of products and services to serve the agriculture value chains; however, farmers often face challenges in accessing formal financial products. 

To address these challenges the project works on increasing the competences of financial institutions for the development and marketing of profitable climate risk financial products for cocoa farmers in Indonesia. Furthermore, smallholder cocoa farmers are supported in making informed decisions regarding their financial security through capacity building measures. 

GIZ is recruiting an Advisor to coordinate the implementation of the project is Indonesia.

 

We seek a qualified Indonesian candidate for:

 

Advisor Access to Finance in Agriculture

 

A.   Responsibilities

·         Coordinate project activities in Indonesia and with ASEAN

·         Contribute to strategic and annual planning of the project

·         Develop and implement concepts to increase access to climate risk finance

·         Advise project partners on effective instruments for climate risk finance in agriculture  

B. Tasks

  1. Knowledge and advisory services
·         Observe relevant developments and initiatives on access to finance and climate risk finance in agriculture in Indonesia and beyond
·         Provide technical and institutional knowledge to support strategic planning of the project
·         Identify the needs for capacity development in partner institutions and the target group
·         Advise partners from public and private sector on access to finance and climate risk finance in agriculture
·         Support the development and implementation of innovative partnership models along the cocoa supply chain to address climate risk and improve access to finance
·         Contribute to the development of specific guidelines and policy recommendations related to innovative climate risk financing on the national and ASEAN level
·         Provide technical guidance for the contracting of experts, studies, service providers or grant recipients
·         Provide professional inputs to trainings, workshops, seminars, and other events implemented by the project or partners in West Kalimantan
·         Lead to the development of materials for capacity development - including guidelines, partnership agreements, training manuals, and procedures

 
  1. Partnership management and engagement
·         Represent the project to partners from the private sector, civil society, research institutes and development agencies active on the field of access to finance and climate risk finance in agriculture as well as in the cocoa sector
·         Coordinate project activities with the partners on the national level from government and private sector
·         Engage partners in project planning and implementation as appropriate
·         Support the project and partners in the design and implementation of concepts for access to finance and climate risk finance in agriculture
·         Participate in and contribute to relevant processes, fora, events, and meetings on the ASEAN, national and provincial level
·         Support the planning and implementation of study tours, visiting delegations, missions from GIZ and German government institutions

 
  1. Project management and coordination
·         Lead the operational and financial planning of project activities in coordination with the Principal Advisor and GIZ teams in Thailand and Vietnam
·         Coordinate activities on the ASEAN level with GIZ teams in Thailand and Vietnam
·         Commission and supervise the work of service providers at the local level in line with GIZ rules and regulations
·         Monitor the implementation of activities in accordance with the operational and budget plans and report to management
·         Coordinate the implementation of a result-based monitoring system to measure indicators of success
·         Provide information on project progress and conditions internal and external communication
·         Other tasks as required for successful project implementation

 
  1. Required qualifications, competences and experience
·         At least a bachelor’s degree in agricultural economics, finance, business administration or a related field
·         A minimum of 10 years of professional experience, related to access to finance or the development of financial products, preferably related to financing agriculture
·         At least 7 years of experience in project management related to access to finance in agriculture and or sustainable supply chains
·         Extended knowledge on financial products for agriculture, climate risk finance and financial literacy
·         Proven experience working in close cooperation, with government agencies in Indonesia, experience in ASEAN is considered an advantage
·         Work experience with Information and Communication Technology (ICT) for management of financial data and technology approaches to improve access to finance and climate risk management
·         Work experience for, or in cooperation with, the private sector in agricultural supply chains preferred; work experience in, or in cooperation with, an international organization is considered an advantage
 

          Other knowledge, additional competences

·         Track record in successful project management
·         Experience in project monitoring and reporting
·         Strong network with the financial sector, fintech and organizations working on access to finance in agriculture
·         Experience in coordinating small teams and external consultants
·         Pro-active attitude, flexibility, and hands-on approach to problem-solving
·         Knowledge of GIZ instruments, procedures, and rules is considered an advantage
·         Fluency in written and spoken English
