RISK COMMUNICATION AND COMMUNITY ENGAGEMENT (RCCE) STRATEGY DEVELOPMENT SHORT TERM CONSULTANT (STC)

A.                    Overview

Together with the Church Agencies Network Disaster Operations (CAN DO) consortium including ADRA Indonesia, Catholic Relief Services (CRS) and Maha Bhoga Marga (MBM), CWS is currently implementing the AHP CAN DO Indonesia COVID-19 Surge Response: Pulih Bersama Project.

 

B.                    Background of the Project and Intervention

The Australian Humanitarian Partnership (AHP) CAN DO Indonesia COVID-19 Surge Response: Pulih Bersama (“Pulih Bersama Project”) is a 15-month project supported by the Australian Government and implemented by the CAN DO consortium. The Pulih Bersama’s overarching goal is to mitigate the impacts of the COVID-19 pandemic by supporting subnational authorities in vaccination efforts, providing psychosocial support in targeted priority communities, and improving families’ ability to absorb the shock to their livelihoods. It operates in nine provinces of Aceh, West Java, Central Java, East Java, Bali, South Sulawesi, East Nusa Tenggara (NTT), West Papua, and Papua to ensure maximum coverage and avoid duplication of services.

 

Intervention Background

Pulih Bersama Project requires the engagement of a short-term individual communication consultant/consulting firm/researchers and health research centers in the university to help develop the initial Risk Communication and Community Engagement (RCCE) response strategy which will assist the Project to start off its interventions, focused on public awareness and community engagement and aligned with national RCCE frameworks. RCCE has been identified as one of the critical pillars of the COVID-19 response globally. RCCE is an essential component of the emergency preparedness and response plan against COVID-19, to help slow the transmission of the virus in communities. This includes communicating effectively with the public, in particular engaging with vulnerable groups including women, children, the elderly, individuals with comorbidities, people with disabilities (PWDs), other marginalized groups such as LGBTQIA and street children, as well as youth, adults, leaders, communities, local partners and other stakeholders to help prepare and protect individuals, families and the public's health during COVID-19 response, as well as understanding information needs, and managing rumors and misinformation.

For these reasons, CWS Indonesia is seeking a qualified Consultant focusing on RCCE Strategy development (short-term consultancy) to support the implementation of Pulih Bersama Project in Indonesia.

 

C.                    Deliverables / Outputs

Deliverables should be in both English and Bahasa Indonesia (with the exception of the inception, preliminary/draft reports). Expected deliverables for the assignment are as follows:

·     Deliverable 1: Inception report: outlining details activity with proposed methodology and timeline, including the agreed outline of RCCE strategy to CWS within three working days of signing the agreement of this assignment

·     Deliverable 2: Finalized RCCE strategic response plan (hard and soft copies) *

·     Deliverable 4: Finalized RCCE Supportive Supervision tools (checklists) (hard and soft copies) *

·     Deliverable 5: Fortnightly sitreps

·     Deliverable 6: Progress interim reports

·     Deliverable 7: Submission of a mission report at the end of the consultancy*

 

D.                   Competence of Consultancy

The required qualifications and experience are as follows:

·     Legally able to work in Indonesia. This project is also open to researchers and health research centers in university.

·     University degree or equivalent experience in risk communication, social and behavioural science, sociology, public health, anthropology, psychology, communication, journalism, public relations, political science, International Relations or another relevant technical field.

·     More than 4 years of experience of drafting/assessing/reviewing complex public Health Promotion and interventions, Behavioural Change Communication (BCC) campaigns, RCCE strategies, and/or guidelines in one or more of the following areas: strategic and risk communication, community engagement and health advocacy, social development program planning, communication for development, emergency response including experience of emergency communications, public advocacy or another related area.

·     In-depth knowledge and understanding of the latest research and evidence-based on issues of RCCE in particular sectors and the integration process to the development planning and relevant policies.

·     Experience in public health communication and/or in outbreak or emergency response, political and health advocacy. Direct hands-on experience working and networking with government counterparts and stakeholders, WHO, UN agency, health cluster partners, recognized humanitarian organizations or with an international non-governmental organisation with expertise in disaster and health emergencies response is considered as an asset.

·     Strong analytical skills and knowledge in research method and analysis (e.g., quantitative, qualitative, participatory methodologies, etc.), reporting, communication/ presentation, facilitation method and report drafting skills.

·     Having ability to analyse and interpret data and information, and the ability to manage a potentially large-scale and complex review and research process, including remote data collection.

·     Strong expertise in communication, risk communication and community engagement, including social/digital media listening and analysis.

·     Experience in managing data and information systems capable of handling large datasets for monitoring and evaluation purposes.

·     Excellent interpersonal and organizational skills, with ability to work effectively in multicultural environments.

·     Excellent report writing skills and the ability to work efficiently and deliver at pace across a range of short-term key deliverables and longer term strategic outputs within agreed timelines and deadlines.

·     Able to develop all deliverable within 28 days.

E.                     Procedure for Expression of Interest

Qualified and interested firms/individuals with expertise should submit an Expression of Interest to CWS Indonesia to: operation@cwsindonesia.or.id no later than 29 April 2022 before 11.00 am Jakarta time, by enclosing the following required documents:

1.       Organizational Profile (for institutional applications) or a CV (for individual consultant)

2.       The application proposal should not exceed 10 pages, containing two parts:

·        Technical Proposal comprising brief description of why the individual considers him/herself as the most suitable for the assignment. This shall include the description of proposed activities; methodology on how they will approach and complete the assignment (e.g., data collection technique); detailed work plan which includes study schedule, team composition (for organisation), timeline for data analysis. The technical proposal should demonstrate understanding of study ethic, qualification of study team members and their CVs demonstrating the relevant technical skills, with references, as well as their roles in the study. The consultant should also describe her/his experience in conducting a similar assignment process, and financial and technical capacity.

·        Financial Proposal outlining details of the budget plan such as consultant and team’s fees, transportation, stationeries, and other survey/reporting necessities with payment linked to the main deliverables outlined above. Please note that the financial proposal is all-inclusive and shall consider various expenses incurred by the consultant/contractor during the contract period (e.g., daily fee, health insurance, tax, and any other relevant expenses related to the performance of services). All envisaged costs (except of the unforeseen travel costs for missions, if any) must be included in the financial proposal. Unforeseen travel costs for missions, if any, will be paid separately according to CWS rules and regulations. All envisaged travel costs must be included in the financial proposal.

4.       Writing Sample: Provide one sample of a recent strategy development (or related work) completed for another client where you are the lead author and principal researcher.
