Background:

Catholic Relief Services (CRS) presents its proposed project for UNCHR funding to leverage ongoing refugee interventions to continue the support for the Talent Beyond Boundaries (TBB) pilot. The goal of TBB is to help people forcibly displaced use their skills and talents to secure better futures by opening labor mobility pathways for refugees and other displaced people. This initiative aligns with CRS’ ongoing collaboration with UNHCR through the ESEA project which aims to strengthen the resilience of refugee communities through comprehensive solutions, which include promoting livelihood and self-reliance opportunities.

CRS/Indonesia is currently hiring for Talent Beyond Boundaries (TBB) Field Officer – Job Code: TBB to be based in Jakarta. This position will report to Program Manager.

 

Job Summary:

CRS has worked with TBB and UNHCR in conducting an initial pilot in September-December 2021. TBB applies a pioneering a labor mobility model that matches refugees directly with potential employers around the world in a wide variety of sectors to create solutions that enable more people to transcend displacement.  Together with TBB, the governments of Australia, Canada and the UK have put in place special visa program that enables businesses to employ and sponsor displaced people on skilled visas and bring them to countries where they can work, resume their careers, and rebuild their lives with dignity. CRS’ role in TBB has been to conduct outreach to refugees and other displaced people in Indonesia and encourage them to participate in the initiative. Activities conducted by CRS to support TBB also included meetings with PoC communities, conducting an online webinar on TBB, regular coordination with TBB, disseminating information on TBB through e-flyers, conducting in-take interviews with potential candidates, and establishing a dedicated helpline channel for TBB to respond to queries. To date, some 500 candidate refugees living in Indonesia have registered to the TBB Talent Catalog, a comprehensive database on the professional background of refugees where people are able to upload and maintain their professional profiles.

Roles and Key Responsibilities: 

  • Report directly to Socio-economic Project Officer and Program Manager
  • Manages preparation activities, which include meetings with UNHCR and TBB to refine project details and activities and hiring of a dedicated project staff to support TBB
  • Conduct outreach to refugees and other displaced people in Indonesia in order to encourage them to sign up to the Talent Catalog
  • Conduct webinars and other events (virtual or in-person as appropriate) to publicize the opportunity and respond to questions and concerns
  • Using the TBB database, identify and shortlist candidates in Indonesia for roles in Australia and other destinations
  • Conduct intakes with shortlisted candidates to determine their suitability for specific roles
  • Help shortlisted candidates develop and refine their CVs
  • Support candidates through the interview process, facilitating mock interviews with volunteers, connecting candidates with English language resources, and providing logistical support to interviews as appropriate
  • In coordination with the Socio-economic Project Officer and Program Manager, presents the findings and recommendations from the Interview to TBB team for further discussion and final decision.
  • Support the contract negotiation and informed consent processes with candidates who have received a job offer
  • Liaise with TBB, UNHCR, IOM, and other key stakeholders in Indonesia to facilitate exit for candidates who receive a visa to Australia or other destinations
  • Liaise with TBB on all key issues related to the recruitment process for candidates in Greater Jakarta

·       Coordinates communication and facilitate information sharing among the project team, implementing partners, operating partners and project beneficiaries to strengthen the community interest, involvement and support networks

·       Compiles data as per project requirements and contributes to the preparation of reports

·       Attends meetings on behalf of the project to coordinate implementation with UNHCR, government and non-government agencies and working groups as relevant

·       Builds relationships and collaboration with relevant operating partners, government agencies and NGOs working on related policies and programs

 

Basic Qualifications 

·       At least Bachelor’s degree in Social Science or related fields

·       4 years of work or volunteer experience in community development and mobilization; experience working with refugees is preferable.

·       Computer skills required.

 

Required/Desired Foreign Language: Proficiency in English, both oral and writing. (mandatory)

 

Required Travel:

The ESEA project is implemented in Jakarta Greater areas but CRS Indonesia is also working in several other provinces and districts in Indonesia to implement Home and Communities, disaster risk reduction, and climate change adaptation/livelihood projects. All CRS Indonesia staff may be requested to support CRS projects activities outside of their work base if necessary and/or deployed to other parts of the country or out of the country in case of emergency operation.
