Trainer for Capacity Building Training of Key Stakeholders in Advocating Religious Freedom and Tolerance
Search
for Common Ground – Indonesia invites applications from individual
consultants/ teams/ organizations experienced in dealing with contexts
of freedom of religion and belief (FORB), tolerance, human rights, and
protection of minorities to render a consultancy service as lead trainer
and to work with co-facilitators from our program partners during the
training activities. The assignments include refining the existing
module and lesson plan that will suit best to segmentation of audiences,
and the local context of target areas.
The
existing module refers to the module of Non-Adversarial and Human
Rights-based Approach to Advocate Religious Freedom, Promotion of
Tolerance, and Protection of Minorities produced by Search (written in
Bahasa Indonesia) under the PROTECT Program.
PROTECT:
Promoting Collective Efforts Towards Resilience and Tolerance in
Indonesia is a collaborative program by Search, Yayasan Satu Keadilan
(YSK), Jaringan Kerjasama Antar Umat Beragama (JAKATARUB), and Yayasan
Kepedulian untuk Anak Surakarta (KAKAK), supported by the United States
Department of State Bureau of Democracy, Human Rights, and Labor (DRL).
ABOUT SEARCH FOR COMMON GROUND
Search
for Common Ground is a locally rooted, globally peacebuilding
organization, working in 33 countries. Search mission is to find local
solutions to today’s toughest conflicts –and save millions of lives in
the process. Search does this through a type of peacebuilding called
conflict transformation. Meaning that Search looks to change the
everyday
interactions between groups of
people in conflict, so they can work together to build up their
community, choosing joint problem-solving over violence.

Since
2002, Search has been working in Indonesia through a number of
collaborative development projects, leadership training, and tech-based
programs to promote tolerance, understanding, and peace. Search
collaborates with civil society, national executive and legislative
bodies, and law enforcement officers to build a peaceful and plural
Indonesia
without violent conflict.
ABOUT PROTECT PROGRAM
PROTECT:
Promoting Collective Efforts Towards Resilience and Tolerance in
Indonesia is a program launched in mid-2021 by Search for Common Ground
in collaboration with Yayasan Satu Keadilan (YSK), Jaringan Kerjasama
Antar Umat Beragama (JAKATARUB), and Yayasan Kepedulian untuk Anak
Surakarta (KAKAK). The program seeks to empower minority groups and
allies to address barriers to the rights and freedoms of minority groups
in Indonesia while broadening ‘whole of community’ collaboration and
raising awareness at the public and government levels around the
importance of protecting the rights of minorities.
The
program focuses on capacity building and empowerment in the local civil
society organizations, media actors, and religious leaders. This
program also seeks to strengthen the engagement of the minorities and
hard-to-reach communities in constructive dialogues and collaboration.
These
objectives will be pursued through several components: situation
analysis study, capacity-building training, online campaign, advocacy
and policy engagement, quality assurance and coordination.
In
order to push for changes on the grounds, any programs intended to
promote tolerance and protection of minorities need to also promote the
use of non-adversarial approaches to ensure how to embrace
collaboration, audacity, tenacity, empathy, and results. The
non-adversarial approaches aim to promote more tolerant communities
without intending to sideline any other groups. The approach can be done
through enabling every religious group to address their religious
concerns with an understanding of differences and act on commonalities
they may have with others. The non-adversarial approaches also aim to
enable the minorities to access any platforms to share their views, to
voice their grievances and interests, and to take part in inter-faith interaction and collaborative activities.
To
implement these non-adversarial approaches into the promotion of
tolerance, peace, and protection of minorities, intermediary roles of
civil society organizations (CSOs) working to promote tolerance, peace
and protection of minorities are essential. To optimize their roles,
CSOs need to build their own capacity to understand concepts of
tolerance and freedom of religions
and beliefs, as well as protection of minorities according to the
national and international standards, non-adversarial approaches, and
techniques to perform outreach and engagement activities with ‘hard to
reach’ groups as well as with online and offline media. The
non-adversarial approaches will include concepts and techniques on conflict transformation and alternative dispute resolution.
The
engagement skills will also include processes to building trust with
communities, hard-to-reach communities, and religious actors, as well as
conflict-sensitivity and psychosocial assistance; aside from enabling
the minority groups to organize among themselves, to collaboratively
advocate for their rights, influence government policy-making, and to maximize
the use of online media to instill powerful messages of peaceful
coexistence and collaboration based on commonalities or shared
interests.
In
accordance with the above, Search and its local implementing partners
will carry out Capacity Building Training for local CSOs, Media Actors,
and Religious Leaders to empower them to work on the advocacy of
religious freedom, promotion of tolerance, and protection of minorities. The capacity-building training series will be held six times, comprising twice per particular segmentation of audiences, in each of three target areas surrounding Depok & Bogor Raya, Bandung Raya, and Solo Raya.
TARGET AUDIENCE
The training series is intended for the following target audiences:
- Local CSOs, including local communities/ organizations who work in human rights advocacy, peacebuilding, religiosity, as well as disability and sexual minority advocacy.
- Journalists and Content Creators/ Influencers, which will be selected from both open and close recruitment; and include a variety of media houses and or topics of expertise.
- Religious Leaders, including representatives of religious organization/ institution networks of Search and the local implementing partners.
- Interfaith Harmony Forum (Forum Kerukunan Umat Beragama/FKUB) members.
TARGET LOCATIONS
The
training series will be implemented in three target locations,
surrounding the Depok & Bogor Raya, Bandung Raya, and Solo Raya.
SCOPE OF WORK
The scope of work of the trainer will include the followings:
- Undertake document reviews, including module, lessons plan, rundown, meeting notes, and or other relevant documents to update and refine the training curricula as needed, based on consideration of training objectives, segmentation of audiences, and situational contexts in target locations.
- Act as a lead trainer in at least one 2-3 days training activities* in those three targeted locations, thus, ensuring that the training objectives are achieved, and ensuring that the whole agenda of the training is conducted effectively and timely in favor of achieving maximum results.
- Work with Search’s implementing partners who will act as activity organizers and co-facilitators. This includes being responsible for providing inputs in the division of tasks; and educating the co-facilitators as well as other members of Search local partners --as envisioned to be the lead trainer in the follow-up training activities.
*The information of assigned activities (which training activity to be rendered) will be informed later.
DELIVERABLES
Within
the consultancy—activity implementation period, the trainer is expected
to complete the above-mentioned scope of work and submit the activity
report.
The activity report should be submitted at least two weeks after each training activity.
The report structure consists of:
- Information on training activity the trainer served as a trainer, including duration, schedule, location, topics/sessions that are included in the training activity
- Key observations on quick results generated from the training activity
- Recommendations for the next training activities
- Recommendations for the module improvement
The
deliverable shall be approved by Search – PROTECT Program team for
administrative validation and substance/ quality verification – meaning
that the consultant is responsible for revisions as necessary to meet
Search standard for the report.
TIMELINE
- The period of consultancy will be from 23 June to 30 September 2022.
- Activity Timeline Deadline of call for applications 17 June 2022
- The signing of the contract agreement on 23 June 2022
- Training for Local CSOs (3x) (TBD) 27 June – 29 July 2022
- Training for Journalist (3x) (TBD) 18 July – 12 August 2022
- Training for Religious Leaders (3x) (TBD) 1 August – 30 September 2022
- Training for FKUB (3x) (TBD) 1 August – 30 September 2022
- Submission of activity report Within 2 weeks after each activity completed
REMUNERATION AND LOGISTICAL SUPPORTS
Successful
candidates will be granted basic remuneration per agreed settlement on a
person-day basis, after each completed training activity as proven by
the approved activity report.
Search will also cover the costs pertaining to travel, accommodation, and lodging during the training activity.
QUALIFICATIONS
- Strong expertise in human rights-based approaches, especially in the areas of religious freedom, tolerance, and protection of minorities
- Experience in training and module/guideline development
- Proven track record of writing a high quality fully edited report in English and Bahasa Indonesia
- A strong understanding of violent extremism, conflict, and social analysis in the context of Indonesia is highly desirable
- Work experience in Indonesia
- Fluent in English and Bahasa Indonesia
In addition, the consultant is required to respect the following Ethical Principles:
- Competence: Consultants should possess the abilities and skills and experience appropriate to undertake the tasks proposed and should practice within the limits of his or her professional training and competence.
- Honesty and integrity: The consultant should be transparent with the contractor/constituent about any conflict of interest, any change made in the negotiated project plan and the reasons why those changes were made, and any risk that certain procedures or activities produce misleading review information.
- Respect for people: Consultants respect the security, dignity, and self-worth of activity participants. The consultant has the responsibility to be sensitive to and respect differences amongst participants in culture, religion, gender, disability, age, and ethnicity.
