Background & Project Overview
Konservasi Indonesia (KI) is one of the convening agents for an innovative
program to support coral-positive businesses and change the paradigm of
conservation financing to support coral-positive business ventures. Konservasi Indonesia
is the main partner of Conservation International (CI) that will implement the
“Terumbu Karang Sehat Indonesia” project in Indonesia, funded by the Global
Fund for Coral Reefs (GFCR).
In West Papua’s Bomberai region, which consists of both Kaimana and Fakfak Regencies, KI has been working with local government and communities to establish and strengthen six marine protected areas (MPAs) covering a total area of approximately 850,000 hectares. This network of MPAs is managed by the Bomberai BLUD UPTD (under the provincial Dinas Kelautan dan Perikanan) who work with local community members to monitor and enforce the MPA regulations that ensure sustainable use of the MPAs.
The BLUD status which has been granted to the Bomberai UPTD enables the UPTD to seek funding from external sources as well as from government. Their budget is used to support the patrol teams that routinely surveil the MPAs, addressing violations which generally include fishing in the no take zone or without the proper permission, destructive uses of the marine area (including fishing, sand or coral mining or infringements related to tourism). To cover the necessary budget to support and finance the patrols, KI is working with the Bomberai UPTD team to identify and pursue external sources of revenue that both supports the sustainable use of the MPAs, generates revenue for the UPTD and ensures the reefs and marine life dependent on them thrive.
KI seeks a consultant (or team) to explore locally appropriate revenue streams that the Bomberai UPTD could tap into that ensures the long-term sustainability of the marine natural resources in Kaimana and Fakfak. Potential revenue sources could include the tourism sector, fisheries or local commodities as well as financial mechanisms such as blue/green bonds or payment for ecosystem services. The consultant will then work with the Bomberai UPTD to develop a business plan and support the first few steps of implementation.
2. Project Overview
This consultancy has the following objectives:
· Explore potential revenue sources that are culturally appropriate for Bomberai and promote coral and marine health.
· For the top 3-5 potential sources of revenue, clarify exactly what these sources could provide and what would be needed to develop this revenue stream.
· Produce a business plan complete with financial modeling (with significant input from the Bomberai UPTD and KI team) and any relevant SOPs complete with projections for revenue generation and management systems.

The work will be carried out over a period of 8 months, approximately November 2022 – June 2023.

Location of Task/Applicable Trips
Preference for Jakarta or Bali, Indonesia-based consultants, with travel to Bomberai (Kaimana and Fakfak regencies) in West Papua Province. Applicants based in other locations are invited to apply.

4. Submission Details
a. Deadline. Application must be received no later than 2 November 2022 at 17:00 WIB. Late submissions will not be accepted. See more details on submission requirements on point no. 6. Late submissions will not be accepted.
b. Amendments. At any time prior to the deadline for submission of applications, KI may, for any reason, modify the RFP documents by amendment which will be posted at the same platform and/or communicated via email.
5. Minimum Requirements
· Experience with conservation or sustainability and solid understanding of principals of conservation
· Proven experience developing culturally appropriate business plan
· Experience building capacity for partners in business plan development and execution
· Proven experience in sustainable financing mechanisms and financial modelling as needed for business plan development
· Proficient in spoken Bahasa Indonesia and English a plus. Written documents and reports noted in deliverable table should be submitted in Bahasa Indonesia and the business plan should be submitted in both Bahasa Indonesia and English. Translations will be the responsibility of the consultant.

9. Resulting Award CI anticipates entering into an agreement with the selected bidder by 20 November 2022. Any resulting agreement will be subject to the terms and conditions of CI’s Services Agreement. A model form of agreement can be provided upon request.
This RFP does not obligate CI to execute a contract, nor does it commit CI to pay any costs incurred in the preparation or submission of the proposals. Furthermore, CI reserves the right to reject any and all offers, if such action is considered to be in the best interest of CI. CI will, in its sole discretion, select the winning proposal and is not obligated to share individual evaluation results.
10. Confidentiality All proprietary information provided by the bidder shall be treated as confidential and will not be shared with potential or actual applicants during the solicitation process. This includes but is not limited to price quotations, cost proposals and technical proposals. KI may, but is not obliged to, post procurement awards on its public website after the solicitation process has concluded, and the contract has been awarded. KI’s evaluation results are confidential and applicant scoring will not be shared among bidders.
