DESCRIPTION
JSI Research & Training Institute, Inc. (JSI) is a public health
management consulting and research organization dedicated to improving the
health of individuals and communities throughout the world over the last forty
years.
JSI is currently seeking an outstanding Health Program Specialist in Indonesia
for a portfolio of activities on the Country Health Information System and Data
Use (CHISU) global cooperative agreement funded by the United States Agency for
International Development (USAID). CHISU is a 5-year program designed to
enhance host country capacity to produce high-quality health information, to
optimally manage this information, and to institutionalize evidence-based
decision-making. The program works with USAID- supported host country health
managers, health workers, and other stakeholders to strengthen the enabling
environment of health information management and strategic planning in order
to: improve harmonization of fragmented information systems, reduce duplication
of data collection, and improve monitoring and tracking of a country’s own
health trends and priorities.
The Health Program Specialist will provide cross cutting technical support to
CHISU Indonesia in the areas of activity planning and implementation and
technical documentation for the project. The Health Program Specialist will
also guide the change management practices in activity implementation. They
will work closely with all members of the technical team to support the
successful implementation of CHISU Indonesia project activities, providing a
clinical and public health lens and perspective. Overall, the Health Program
Specialist will be responsible for ensuring that all technical aspects of
CHISU’s health information systems activities will be in line with the
priorities of health programs such as Maternal Newborn Health (MNH), Tuberculosis
(TB), COVID-19, health financing and others, as well as ensuring the activity
output and results are well framed in the context of their contribution to
improving these health outcomes. The Health Program Specialist will work under
the direct supervision of the Chief of Party (COP), working closely with the
Senior Technical Advisor and Monitoring and Evaluation Manager for CHISU
Indonesia.
This is anticipated to be a full-time position that will be based at Jakarta,
Indonesia.
RESPONSIBILITIES
- Provide overall technical support to CHISU Indonesia activity implementation, applying a health lens to all health information systems activities. Ensures that a clinical and health programmatic perspective is applied and documented for all CHISU Indonesia activities.
- Provide the clinical or health program perspective in terms of technical assistance support to project activities, assisting the Technical Specialists in development of technical materials in preparation for activities, as well as supporting technical documentation of key outputs from the activity.
- Lead the writing of CHISU Indonesia work plans, in line with health trends and CHISU Indonesia health areas of focus.
- Lead the development of routine activity reporting for review by the Senior Technical Advisor, M&E Manager, and Chief of Party, focusing on health information system and digital health impact on health outcomes in Indonesia.
- Support the M&E Manager in data collection on project indicators in line with the project’s monitoring, evaluation and learning plan and annual work plan.
- With the Regional HIS Specialists and Senior Technical Advisor, provide technical support to the change management process at the national and subnational level, supporting technical preparation for and advising on key change management activities and documentation around the same.
- Support other duties as assigned, in line with strengthening health information systems and use of data in Indonesia to achieve the project’s goals and objectives.
QUALIFICATIONS
- Minimum Bachelor’s degree in public health or clinical studies, international development, public policy or other relevant academic fields. Medical Doctor or Master’s degree is preferable.
- At least eight years’ professional experience with a local or international non-governmental organization supporting health service delivery programs such as MNH, TB, COVID-19, HIV, Disease Surveillance, and/or Health Financing. Experience with health information systems, digital health or technical assistance programs is a plus.
- Native/Fluent Indonesian and advanced knowledge of English required.
Required Skills/Experience:
- Strong understanding of health service delivery programs and policies for the Ministry of Health and/or sub-national level health offices.
- Familiarity with health systems strengthening and health information system foundations such as regulation, medical standard and health program indicators.
- Strong written and verbal communication skills with ability to write reports in Indonesian and English.
Preferred Skills/Experience:
- Proficient in packages such as Microsoft Office, Google Workspace, content management systems, Slack, and social media platforms.
- Change management understanding is an advantage.
