Project Overview

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year, global project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID), with a period of performance from April 15, 2019 to April 14, 2024.  EpiC is dedicated to achieving and maintaining HIV epidemic control and is led by FHI 360 with core partners Population Services International, Palladium, Right to Care, and Gobee Group. Pact is one of FHI360’s sub partners implementing the project in Indonesia. 
Implementation of activities under EpiC in FY23 will both coincide and be consistent with implementation of activities under the USAID Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV—or “LINKAGES” mechanism.  EpiC will provide tailored CD support to the unique needs of different partner 
profiles including community-based partners, key-population led health services clinic and networks. This robust CD services for local partners will strengthen their organizational, financial, and technical capacities. By using multiple modalities such as peer mentoring, distance learning, workshop, and training aimed to accelerate local partners transition as USAID direct prime and diversification of funding resources efforts. EpiC will also responsible to initiate and accelerate learning and co-creation of financial sustainability and business models to the Key Population-led Health Services clinic.

Position Overview

Reporting to the Regional CD Manager, CD Officer will be responsible for leading the roll out of capacity development activities across Jakarta and Greater Jakarta. A successful applicant will work with the EPIC Indonesia team to implement capacity development strategies and approaches across the Continuum of Prevention and Care (CoPC) to the community-based organizations, clinic, and forums/networks. This position purpose is aimed to accelerate EpiC objective 4 “Support the transition of prime funding and implementation to capable local partners to meet the PEPFAR goal of 70% of funding to local partners” which should be translated into operational day-to-day capacity development activities.  Continuing the on-going process of initiative to access local government fund, lead the proposal development and submission to the local government, tapping into corporate social responsibilities, social contracting, and business plan development as well as other available in-country resources. The expected result of this position is to effectively work with local partners to achieve their organizational mission using best fit practices including diversification of funding base towards sustainability. The applicant must have a strong leadership, facilitation and open communication skills to achieve the objective.


Key Responsibilities

  • Deliver customized capacity development-related activities in diverse areas of organizational development with local partners.
  • Ensure integration of organizational and technical capacity development across technical activities
  • Develop and track Capacity Action Plans with partners
  • Develop training materials such as job aids, standard operating procedures, financial management, human resource management, communications, strategic planning, community outreach, peer education, etc.
  • Track and report on capacity development activities such as achievement of results against plans, and changes in assessment scores including Capacity Solutions Platform management
  • Coordinate with government, public and private clinics, CSOs, and EPIC staff. 
  • Contribute to the development of annual work plans, CSO performance monitoring systems and tools, and writing of activity reports.
  • Facilitate identification of KPLHA clinic business plan models that fit with EpiC clinic sub-awardee needs
  • Perform other duties as assigned.

Basic Requirements

  •  Undergraduate degree in Economy, Public Health, Community Development, or another relevant field.
  •  Have sufficient knowledge and experience of business development models
  • Demonstrated experience in implementing organizational development programs, including facilitating workshops, developing reports and presentations, preparing training materials and institutional design.
  • Minimum of 5 years of experience in successful assisting civil society organization in fundraising/self-funding strategy.
  • Experienced in conducting capacity development assessments, focus group discussions, and project monitoring using qualitative and quantitative tools.
  • Fluency in Bahasa Indonesia and English Language

Preferred Qualifications

  • Experience working with small NGO in developing business plan
  • Experience working in small social enterprise
  • Experience working with mobile platforms for data collection and analysis.
  • Demonstrated skills in working with multinational groups and fostering collaborative relationships across multiple organizations.
  • Experience in using e-learning platforms such as webinars, e-mentoring, and video course development.
