It’s important to note here that every village receives funds directly from the central government for village development. The head of village can use these fund to develop and strengthen the monitoring mechanisms for iodine content in edible salt. At village level NI is revitalizing the ‘village level GAKI team’ that consists of 5 persons i.e. head of the village, three health cadres (PKK members) and one village police which at times monitors the iodization of salt but not regularly. Therefore, efforts could to be made to engage village level GAKI team to carry out the monitoring activities i.e. collecting and analyzing salt samples from village kiosks and retailers by using mini laboratories and report to the enforcement authorities in case salt samples are found to be substandard. Considering that women are an integral part of village health cadres (PKK) most of the GAKI team members are women who work under the overall supervision and coordination of the village head. They primarily work as volunteers and are also part of POSYANDU (village level health centers/services), it would be relatively easy to engage and train them on how to monitor adequately iodized salt at village level.
With this objective in mind, NI would like to work in 100 villages to strengthen the local community led monitoring by engaging the ‘Village level GAKI team’ to regularly monitor quality of iodized salt being distributed and sold at village level. Strengthening the local community led monitoring mechanisms, would require (i) capacity building of the GAKI team and (ii) mobilize active participation of local government at grass-roots level such as sub-district, village officials, and village level GAKI team. This activity will be carried out in 100 target villages in Central Java. Therefore, NI is interested to hire services of a local agency to undertake activities listed under point III(Scope of Work).
