CRS Indonesia is seeking a Senior Project Officer (Job Code: SPO-KUAT) for Policy and Planning for the Urban Communities for Resilient Action (Komunitas Perkotaan Untuk Aksi Tangguh - KUAT) funded by USAID/Bureau for Humanitarian Assistance (BHA) and implemented by a consortium comprising Miyamoto International, Inc, CRS Indonesia and Wahana Visi Indonesia. The project seeks to reduce the lives lost, people injured, property damaged, and overall social and economic disruption from natural disasters in Greater Jakarta, by increasing the DRR and resilience awareness and preparedness of households and communities in high-risk urban and peri-urban villages, while boosting the capacity and coordinated engagement of public and private sector actors as key partners in DRR and resilience in Indonesia.

 

Job Summary:

As a Senior Project Officer for Policy and Planning for USAID/BHA funded Urban Communities for Resilient Action (Komunitas Perkotaan Untuk Aksi Tangguh - KUAT) based in Jakarta, you will facilitate the achievement of project policy and planning objectives, coordinating and providing technical guidance and advice to staff and implementing partner(s) advancing CRS’ work serving the poor and vulnerable. You will lead the development of a policy and planning strategy for KUAT, developing capacities and understanding of local government leadership and supporting them in effective planning and preparation of policy documents to achieve Minimum Service Standards relating to disaster management. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.

 

Roles and Key Responsibilities:

·       Organize and lead the implementation of all relevant policy and planning project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

·       Coordinate and oversee working relationships with all local project stakeholders, especially local government agencies with a role in Minimum Service Standards and disaster management, and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.

·       Participate in critical stakeholder consultations to encourage integrated and coordinated focus on Minimum Service Standard policy and implementation.

·       Carry out review, analysis and stakeholder dialogues to identify policy and planning issues, including service gaps and government policy priorities to inform strategic decisions

·       Deliver technical guidance, inputs and written policy recommendations for local government leadership to prepare policies and plans relating to implementation and mainstreaming of disaster management Minimum Service Standards

·       Provide technical and management support in implementing meetings, workshops, seminars, conferences, trainings with local government officials and other stakeholders serving as a principal resource person and factor where necessary.   

·       Support and coordinate capacity building and technical support activities for partners and local government leadership to ensure assigned project activities are implemented per project guidelines and standards.

·       Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.

·       Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.

·       Coordinate and integrate activities with project staff, implementing partners, consortium members and national consultants/expertise, providing necessary technical inputs, guidance, logistical and administrative support.

·       Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices

 

 

Basic Qualifications

·       Bachelor's Degree in International Relations, Governance, Disaster Management or other relevant field. Additional experience may substitute for some education.

·       Minimum of 4 years of work experience in project support, ideally in the field of Disaster Management governance and for an NGO.

·       Technical expertise in disaster management and risk reduction, with demonstrated knowledge and understanding of Minimum Services Standards and policies relating to disaster management at subnational levels.

·       Strong project management skills (project design, planning, workplan, budgetary management, and control).

·       Excellent verbal and written communications skills.

 

Required Languages – Proficiency in Bahasa Indonesia; Basic written and oral English is a plus.

 

Travel – Must be willing and able to travel up to 30% of the time in Greater Jakarta.

 

Duty Station - This position will be based in Jakarta. However, in the event of a disaster where CRS launches an emergency response, all CRS staff will be required to support the response and may be deployed to the response areas as necessary.

Preferred Qualifications

·       Experience working with partners and local government through participatory action planning and engagement.

·       Experience in reviewing government policies and plans and working with local government leaders to develop or improve existing policies and plans

·       Experience monitoring projects and collecting relevant data.

·       Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Supervisory Responsibilities:  None

 

Key Working Relationships:

Internal: Program Manager, KUAT Senior Program Officers, KUAT MEAL Officer, KUAT DRR Officer, MEAL Senior Project Officer, Country Manager, Subregional Head of Programs, and regional technical advisors.

External: KUAT Consortium staff, Local implementing partners, peer agencies, and local government authorities.
