USAID Tuberculosis Private Sector (TBPS) Final Performance Evaluation

 

Background

Panagora Group is a woman-owned small business providing novel and integrated solutions in global health and international development, implementing the Monitoring, Evaluation, and Learning Platform (MEL-P) Activity funded by the United States Agency for International Development (USAID) Mission in Indonesia since August 18, 2020.

 

MEL-P’s purpose is to support the implementation of the USAID/Indonesia Country Development Cooperation Strategy (CDCS) for Fiscal Years 2021-2025 by providing technical, consulting, and advisory services related to monitoring, evaluation, and learning and other relevant short-, medium-, and long-term technical expertise. MEL-P supports USAID initiatives, such as the Indo-Pacific Strategy and the Foundations for Evidence-Based Policy Making Act. These combined efforts will facilitate and inform program management decisions within the Mission, shape, and democracy, the long-term strategic direction of programs, and enable USAID/Indonesia to comply with Agency policy and guidance, including USAID Automated Directives System (ADS) Chapter 201.

 

Under MEL-P, Panagora has been assigned to conduct USAID Tuberculosis Private Sector (TBPS) final performance evaluation. The USAID TBPS is a five-year project (2019-2024) led by FHI360 and designed to support Indonesian National TB Program to eliminate TB in Indonesia by 2030. The project provides technical and strategic support to private health sector to increase TB case detection and reporting, enhance access to diagnostics and medicines, and promote public-sector stewardship of private sector for sustained response and commitment to a TB-free Indonesia.

 

The purposes of this evaluation is to conduct an independent final performance evaluation of TPBS. The evaluation results will inform USAID/Indonesia Health Office decisions for future activity designs.

 

Position Summary

 

USAID/MEL-P seeks a Team Leader as a short-term technical assistance (STTA) expert or consultant for an anticipated evaluation of a tuberculosis project. This STTA position is contingent upon the client’s evaluation activation and/or approval. While dates are yet to be determined, we anticipate this evaluation to run from April or May 2023 to October or November 2023, including travel to selected provinces for data collection.

 

The Team Leader for the USAID TBPS final performance evaluation will be responsible for the oversight of all aspects of evaluation design, data collection, analysis, and report writing. Thus, she/he will manage and supervise the evaluation team member.

 

Principle Duties and Responsibilities

The Team Leader shall be responsible for the following:

·       Effectively manage and supervise the evaluation team at all stages of the evaluation process and in addressing technical concerns of the evaluation. These include:

o   Produce a rigorous evaluation methodology and work plan report (inception report)

o   Design of evaluation tools e.g., focus group discussions (FGDs), key informant interviews (KIIs), surveys

o   Pilot-testing of the evaluation tools, selection of respondents to KIIs, FGDs, and surveys; and enhancement of the tools based on the feedback during pilot testing

o   Provide feedback on the evaluation’s progress

o   Data collection at the national and district level implements data quality protocols

o   Data analysis of the performance and outcome of the project, ensuring the accuracy, consistency, and completeness of received and generated information and data

o   Developing preliminary findings, conclusions, and recommendation

o   Collaboration in the draft and final evaluation report writing process

·       Ensure all deliverables are submitted on schedule and in accordance with USAID and Panagora quality standards. This includes responsibility for developing:

o   The work plan and evaluation design or inception report

o   All required presentations, and

o   The draft and final evaluation report.

·       Plan and manage coordination with MEL-P and USAID during the evaluation, including team planning, design and methodology discussions, and periodic progress review.

·       Lead the preparation and presentation of the evaluation design, preliminary findings, conclusions, and recommendations, and final presentation to USAID, the implementing partner, GOI, and other relevant stakeholders as required.

·       Apply the general and technical guidelines for evaluation team leader developed by MEL-P.

·       Protect sensitive documents and information derived from the evaluation from unauthorized use or disclosure for any purpose other than for which it was furnished.

·       Provide support to the MEL-P CLA team in designing the agenda and facilitating the Pause & Reflect event.

 

Additionally, throughout pertinent stages of the evaluation, the Team Leader shall:

·       Develop professional, respectful, and collegial relationships with MEL-P, USAID, IPs, and other pertinent stakeholders.

·       Provide leadership and demonstrated excellence in evaluation, data collection methods; analysis/interpretation and visualization, utilization principles (e.g., participatory design and the development of “actionable recommendations”); collaboration- and learning-centric models; dissemination practices; and project management.

·       Effectively manage and supervise the works of the evaluation team members at all stages of the evaluation and address any technical concerns.

·       Collect inputs from the evaluation team members and MEL-P to finalize the inception or design report, methodology, instruments, required presentations, evaluation report, and any required briefings.

·       Ensure all deliverables are submitted on schedule and per USAID, Panagora, and MEL-P quality standards.

 

Qualification

·       Minimum 10 years of experience as a team leader in evaluation or development research and practice.

·       Must have prior experience leading evaluation or research related to TB and the private sector in Indonesia.

·       At least a Master’s degree or higher in a relevant discipline is required.

·       Prior USAID experience is strongly preferred.

·       Expert knowledge in quantitative and qualitative evaluation methodology.

·       Demonstrated leadership experience in managing technical teams.

·       Excellent analytical and interpersonal communication skills.

·       Excellent report writing and oral presentation skills.

·       Fluency in English is required, both written and oral.

·       Familiarity with USAID’s Evaluation Policy.

·       Open only to Indonesia citizens.

 

 

Reporting

The Team Leader will report to the Senior Evaluation Advisor of MEL-P, with the guidance of the Chief of Party (COP).

 

Period of Performance

The estimated level of effort for the STTA for Team Leader will be approximately 60 days (to be determined). The duration of the assignment would intermittently cover the period May to October 2023.
