COOKING CLASS

April 2023 to May 2023

 

 

A.      Background

Since 2008, CWS Indonesia has consistently been implementing programs that protect and empower refugees in Indonesia (specifically Jakarta and the surrounding area). CWS partners with UNHCR Indonesia to protect and support refugees and asylum-seeking women and unaccompanied and separated children (UASC). Through the PURE+ program with the support of donors from the Bureau of Population, Refugee, and Migration (BPRM) of the State Department of the USA, CWS provides shelter and other forms of assistance, such as subsistence allowances, psychosocial supports, assistance in accessing health care and education, as well as trainings and recreational activities. Currently, CWS supports 13 UASC residing in one Group Home in Jakarta. Education is the Rights of every child and every human being. Education is a fundamental asset for people in order to have a decent quality of life. With education, people can work and live independently. However, not every person, children, youth have the opportunity to get education access. Refugee children and youth are the vulnerable group who are struggling to survive, many of them do not have access to education. CWS team are helping them to get education access and hoping that with education, they can have better life condition. However, with all limitation of Indonesian education system, we have to find other alternatives for their education. in CWS Group Homes, there are many teenagers without formal education who do not have skills to support their lives. At 18 years old they have to leave group homes and live in the refugee community as adults. They need skills in order to survive to afford their lives. Refugees cannot work formally in Indonesia, but with the skills, they can do some informal work for survival. Because of that reason, CWS has plans to hold a vocational training for 16-17 years old students who live in group home 4. The aim of this training is to prepare them to survive living outside Group Home (in the community). With the skill they get from the vocational training, we expect them to be survived, more independent and have better quality of life. Bureau of population, Refugees and Migration (BPRM) support us by providing Vocational training for 16-17 years old UASC Refugee. This training focuses on that age range because they are soon will be aged out and should move from CWS group homes to community. By providing skill-based training, we prepare them to live independently in the community.

 

B.       Objective and Outputs

This activity aims to achieve Objective 1: Provide quality protective care in a safe and secure environment with access to various services for UASC; Indicator 8: Number of UASC aged 16-17 years old enrolled in Education/Vocational Classes & Indicator 9: Number of UASC pass by attending minimum two Vocational classes; in order to prepare the UASC to live independent when they are aged out from group homes by gaining skill.

 

Expected Outputs:

·                8 UASC join training and gain cooking/baking and entrepreneurship skill.

·                8 UASC finish the training and gain certificate.

·                8 UASC implements vocational training skill and knowledge in social activities.

 

C.         Ethical and Child Protection Consideration

The vendor must follow Ethical Principles for involving human subjects in research and obtain written/ verbal consent from the human subjects. Permission from elders must be sought if the children under 18-years are involved as subjects. Signed informed consent of each child and his/ her parents need to take after explaining purpose of the study and its usage. In addition, CWS has a Child Safeguarding and Child Protection Policy, Code of Conduct, and Anti Human Trafficking Policy to minimize the risk of harm to children who encounter those employed by, or who are associated with, CWS. Therefore, the appointed consultant to this assignment must comply with these policies.

 

D.       Vendor Criteria

·   The ‘Training Fee’ price included in the ToR should cover everything (venue, equipment and tools, certificate, extra fees, taxes, etc)

Health protocol

Have good health protocol such as:

·   Amount of maximum person during class

·   Mask Mandatory Regulation

·   Have hygiene & sanitation facility (sink and washing hand facility)

3.

Equipment & ingredients

The equipment usage and all ingredients ‘should be included in the training fee

4.

Certificate

Vendor should issue certificate for participants who satisfied the attendance of the Training

5.

Location

The location should be in Jakarta (because it is easier to reach and supervise), preferably close to Group Home 4 location

 

E.         Budget Plan

A lumpsum budget will be managed by the consultant, which will include all costs, e.g.:  professional fee, training materials, transportation cost, etc. (include tax)

 

F.         Suggested time frame

The timeframe for this activity will be approximately 2 Weeks until training report and certificate.

 

G.     Procedure for Expression of Interest

First Phase: Expression of Interest should be submitted to:

on 20th April 2023 by 15:00 WIB at the latest and enclose the following required documents:

1.                      Company/organization (profile, legal document e.g. deed of incorporation by notary and ministry of law and human rights RI, KTP of person in charge, NIB/SIUP, NPWP, bank account information, letter of statement, curriculum vitae of team member, etc) or

2.                      Individual (application letter, curriculum vitae, legal document e.g.: KTP, NPWP, bank account information, etc)

3.                      Sample of reports

4.                      A proposal containing 2 parts:

·       Technical Proposal comprising the description of proposed activities, methodology and implementation plan which includes schedule of each activities/step, and team members (if any) and their role in the consultancy work (Please attach individual resume of stated team members).

The technical proposal should demonstrate an understanding of consultant ethics and experience in conducting similar programs, including financial and technical capacity.

·       Budget Proposal comprising details of budget plan such as fee, venue, equipment and tools transportation, stationery, certificate, taxes, etc.

Second Phase: CWS will shortlist candidates and invite them to present the proposal between 24 to 25 April 2023. CWS will afterwards proceed with selection and appointing a consultant.  A contract shall be produced for the selected consultant.
