Individual Consultant to Conduct Country context Analysis for GAIN Indonesia

 

I.     BACKGROUND

I.1.     About the Global Alliance for Improved Nutrition (GAIN)

Driven by a vision of a world without malnutrition, the Global Alliance for Improved Nutrition (GAIN) was created under the support of major donors at the UN Children’s Summit in 2002. GAIN, with its headquarters in Geneva, Switzerland, mobilises public-private partnerships and provides financial and technical support to deliver nutritious foods to those people most at risk of malnutrition. Working with partners, we aim to support and advise governments, businesses, and development partners as they build and mobilise food and nutrition plans to advance nutrition outcomes. Our programs enable better diets via large-scale food fortification, multi-nutrient supplements, nutritious foods for mothers and children, and enhancement of the nutritional content of agriculture products. GAIN is delivering improved nutrition to an estimated 800 million people in more than 40 countries. Looking ahead, GAIN aims to improve the consumption of safe and nutritious foods for - at a minimum – 1.5 billion people and healthy diets of 25 million people by 2027 and target major improvements to food systems, resulting in more diverse and healthier diets for vulnerable people in countries where we work.

I.2.     Background on the GAIN Indonesia Business Plan 2023

GAIN recently has launched its new 5-year strategy, building upon its success and challenges and positioning GAIN on the path to achieving its objective of improving the consumption of safe and nutritious food from sustainable food systems, for everyone, especially the most vulnerable, which will guide its strategic direction from 2023 to 2027. With the recent development in the health and nutrition space in the light of the COVID-19 Pandemic, the United Nations Food Systems Summit, Nutrition for Growth Summit, climate change and environmental sustainability, etc., it has become important to align GAIN programming with these developments given the central role we play in the journey towards food systems transformation globally.

The Indonesia country office aims to develop its Business Plan that align with the new 5-year Global strategy- and based on insights from a country level perspective and consideration on the GAIN Indonesia programming and operational context in the light of issues identified below:

  • Mainstreaming food safety within our programming.
  • Environmental sustainability and climate change.
  • Gender inclusion in food systems and a country strategy for driving this.
  • Accountability and measuring impact in program implementation while communicating our outcomes and successes clearly to our stakeholders.
  • Increased Public-Private Engagement.
  • Increased support for policy formulation.
  • Opportunity to increase investment/funding allocation from donor.

 

Consequently, we are seeking a credible consultant to undertake a contextual analysis of the GAIN Indonesia operating environment with particular attention to its impact on our programming and how to best position the country programme to deliver on our strategic objectives with a view to maximizing effectiveness and minimizing risks.

II.    OBJECTIVES OF THE CONSULTANCY

GAIN are seeking to engage a consultant to support the development of the Country Context Analysis and the contextual analysis of the GAIN Indonesia operating environment with particular attention to its impact and on our programming and how to best position the country programme to deliver on our strategic objectives with a view to maximizing effectiveness, minimizing risk and to raise fund.

 

1.    Scope of Work

The consultant will be supervised by and work closely with the GAIN Indonesia Country Director and the Head of Programme and engage with external key actors (relevant government institutions, Development Parnters, Public Sector) and internal key actors (GIAN Indonesia team).

Specific Tasks

To support the delivery of the objective of this consultancy work, the consultant will:

  • Undertake a contextual analysis of Indonesia with the aim of providing insight to provide general information about this growing country, the opportunities and threats include an analysis of the social, political, economic, technical and demographic trends.
  • Undertake a contextual analysis of the GAIN Indonesia operating environment with the aim of providing insight into our strengths and weaknesses and the opportunities and threats posed by our operating environment.
  • An assessment of national policy objectives related to food and nutrition and the sustainable development goals, especially from a food systems lens.
  • An analysis of the international development sector in Indonesia to provide insight into work being undertaken by other partners and implications for areas of interest to GAIN as outlined in 2 above. 
  • Based on the analysis of the findings, draw conclusions and make recommendations for GAIN Indonesia’s contributions to the Global GAIN strategy 2023-2027 as well as considerations that should inform GAIN Indonesia office business plan.

 

2.    Estimated Duration of Contract

The consultancy assignment will be conducted over a 3 weeks period between April  – May 2023

3.    Key Deliverables

As outlined in the table below, the consultant is expected to complete and submit the following deliverables against the indicative time schedule. A detailed time and payment schedule will be agreed upon with the consultant prior to signing the contract and grant agreement.

4.    Key Roles and Responsibilities

4.1.      GAIN Responsibilities

§  Provide background information and contact details of internal and external key stakeholders.

§  Provide information on Food System Summit and its related activities.

§  Provide detailed feedback on all the deliverables sent by the consultant.

§  Transfer payments as per the agreed contract and based on approval of deliverables. 

4.2.      Consultant Responsibilities

The consultant will conduct the assignment by fulfilling the contractual arrangements in line with the ToR

 

5.    Required Qualifications

The consultant will be selected based on the following set of skills and competencies:

Skills Profile

·       Significant professional experience of  conducting context analysis, including  an analysis of the social, political, economic, technical and demographic trends

·       Key understanding of food systems transformation approaches

·       Excellent written and oral presentation skills.

 

Desirable

  • Has knowledge on environmental sustainability and climate change.
  • Understanding on Gender inclusion in food systems
  • Experience in Public-Private Engagement.
  • Good understanding on policy/political situation.

·       Familiarity with some of GAIN’s works/programme.

7.    Confidentiality

All information provided as part of the proposal evaluation process is considered confidential. In the event that any information is inappropriately released, GAIN will seek appropriate remedies as allowed. Proposals, discussions, and all information received in response to this TOR will be held as strictly confidential.
