Background

Panagora Group is a woman-owned small business providing novel and integrated solutions in global health and international development, implementing the Monitoring, Evaluation, and Learning Platform (MEL-P) Activity funded by the United States Agency for International Development (USAID) Mission in Indonesia since August 18, 2020.

 

MEL-P’s purpose is to support the implementation of the USAID/Indonesia Country Development Cooperation Strategy (CDCS) for Fiscal Years 2021-2025 by providing technical, consulting, and advisory services related to monitoring, evaluation, and learning and other relevant short-, medium-, and long-term technical expertise. MEL-P supports USAID initiatives, such as the Indo-Pacific Strategy and the Foundations for Evidence-Based Policy Making Act. These combined efforts will facilitate and inform program management decisions within the Mission, shape, and democracy, the long-term strategic direction of programs, and enable USAID/Indonesia to comply with Agency policy and guidance, including USAID Automated Directives System (ADS) Chapter 201.

 

Panagora, under MEL-P, has been assigned to conduct USAID Harmoni Activity final performance evaluation. The USAID Harmoni – Towards Inclusions and Resilience Activity is a five-year program (2018-2023) funded by USAID/Indonesia and implemented by Management Systems International (MSI). The project objective is to increase the resilience of Indonesian society to intolerance and violent extremism (VE) by supporting communities, migrants, and key institutions to increase their awareness of related risks and develop effective tools and processes to bolster tolerance and counter the appeal of VE organizations (VEOs), reintegrate former VEO members and supporters, and support migrants.

 

This evaluation aims to conduct an independent final performance evaluation of USAID Harmoni. The evaluation results will inform USAID/Indonesia Democratic, Rights, and Governance Office decisions for future activity designs.

 

Position Summary

The Gender and Inclusion Expert for the USAID Harmoni final performance evaluation will be responsible for providing technical support and insights at all stages of the evaluation process.

 

Principle Duties and Responsibilities

The Gender and Inclusion Expert shall be responsible for the following:

·       Conduct desk review and activity background reviews.

·       Provide technical insight related to health financing mechanisms and service delivery practices in all stages of the evaluation process, including:

o   Contribute to developing a rigorous evaluation methodology and work plan, including data collection instruments and data analysis

o   Support qualitative data collection at the national and district level, which may include desk reviews, key informant interviews, focus group discussions, and conducting surveys

o   Systematically collecting and categorizing evaluation data

o   Analyze qualitative data to provide evidence-based answers to the evaluation questions

o   Contribute to developing preliminary findings, conclusions, and recommendations

o   Participate and support the Team Leader in briefings and presentations for USAID, implementing partners, and the GOI.

o   Contribute and collaborate in the writing of the evaluation draft and final report

·       Protect sensitive documents and information derived from the evaluation from unauthorized use or disclosure for any purpose other than for which it was furnished.

·       Support the Team Leader in conducting thorough research as needed.

 

Additionally, throughout pertinent stages of the evaluation, the Gender and Inclusion Expert shall:

·       Develop professional, respectful, and collegial relationships with the evaluation team members, MEL-P, USAID, implementing partners, and other pertinent stakeholders.

·       Demonstrated excellence in evaluation, data collection methods, data analysis and interpretation, visualization, utilization principles (e.g., participatory design and developing “actionable recommendations”), collaboration- and learning-centric models, and dissemination practices.

·       Effectively support and actively participate in all pertinent evaluation stages and support the Team Leader in addressing any technical concerns.

·       Ensure all deliverables are submitted on schedule and per USAID, Panagora, and MEL-P quality standards.

 

Qualifications:

·       Master’s degree or higher in a relevant discipline is required

·       Minimum 10 years of working experience in gender, equality, and social inclusion (GESI) in Indonesia

·       Experience and demonstrable understanding of the GESI in the Indonesian context. Particularly gender experience related to intolerant, terrorism, and VE is preferred.

·       Prior performance evaluation experience is preferred, including conducting key informant interviews and organizing and analyzing data.

·       Experience evaluating USAID projects is preferred.

·       Excellent writing and interpersonal communication skills.

·       Fluency in English is required, both written and oral.

·       Open only to Indonesian citizens.

 

Reporting

The Gender and Inclusion Expert will report to the Team Leader with the guidance of the Senior Evaluation Advisor of MEL-P.

 

Period of Performance

The estimated level of effort for the STTA for Gender and Inclusion Expert will be approximately 50 to 60 days (to be determined). The duration of the assignment would intermittently cover the period May to October 2023.
