Vacancy Announcement "Community Development Senior Officer"

The Wildlife Conservation Society-Indonesia Program (WCS-IP) has grown significantly over the last few decades and has contributed to supporting the Indonesian Government, particularly the Ministry of Environment and Forestry (KLHK) in conserving Indonesia's biodiversity. WCS-IP currently has a program that focuses on landscape/seascape conservation, species conservation actions, and local community engagement.

In North Sulawesi, WCS-IP is currently working with conservation authorities, the North Sulawesi Natural Resources Conservation Agency (BKSDA), and local government to enhance conservation initiatives, encourage local communities to practice sustainable natural resources, and increase their knowledge of conservation areas and increase conservation incentives for local communities. We also support the local government to increase the effectiveness of conservation area management, ecology, natural resource utilization, and economic-social surveys as a basis for conservation actions, with certain key species.

To achieve our overall goal of saving wildlife and wild places, WCS-IP is currently seeking qualified candidates for the position of Community Development Senior Officer. This position will be responsible to ensure VAP (include livelihood) are implemented, Planning, budgeting, implementation, include work closely with Senior Coordinator, PCU, Livelihood, Safeguard. to facilitate partnership development with community and related stakeholders to support management effectiveness, and to seek opportunity of sustainable financing mechanism development to support effective management of MPA/PA.

POSITION OBJECTIVES

The Community Development Senior Officer will directly report to the North Sulawesi Senior Program Coordinator and coordinate closely and significantly with MPA/PA Senior Officer, Marine Resources Use Senior Officer, Conservation Coordinator, Administration and Finance Team and various Coordinator and Specialist of the WCS Indonesia Marine team.

The Community Development Senior Officer is responsible to ensure VAP (include livelihood) are implemented, and provide input for Planning, budgeting, implementation, include work closely with Senior Coordinator, PCU, Livelihood, Safeguard. She/he will liaise closely with local partners (government and community) and staff in Manado. The role will develop relationships and integrate the Community support within the provincial MPAs in North Minahasa, Sitaro, Sangihe, South Bolaang Mangondow and other targeted site. This position will also assist respective staff on development of sustainable livelihood in targeted villages in relation to MPA and fisheries area. The role will require relatively long stay with village communities and/or regular trips to the field to build communication and provide strategic and direct technical advice and liaison with local communities/partners.

GENERAL ROLES

  • Responsible to facilitate implementation of sustainable livelihoods development, strengthening capacity of community and community group to increase community support for management Marine Protected Area and sustainable fisheries.
  • Ensure good communication with the community and local government related to the planning and implementation of sustainable livelihood development activities in target areas.
  • Ensure good implementation related to the information gathering, assessment, capacity building and project implementation in relation to the development of sustainable livelihood within the MPAs and fisheries areas for the community, and to the partnership with relevant stakeholders

RESPONSIBILITIES

  • Ensure the development and planning process for community livelihoods in the target villages in North Sulawesi that aims to increase community support for the MPA management and sustainable fisheries in North Sulawesi.
  • Responsible for coordinating activities with internal teams and WCS partners related to information collection, assessment, communication and synchronization of activities related to sustainable livelihood development in MPA and community fisheries areas
  • Responsible for involving local communities in planning processes and implementation of sustainable livelihood development and ensuring community commitment to support to practice coastal and marine sustainable resource use in target villages in North Sulawesi.
  • Responsible in facilitating capacity building activities and strengthening community institutions or community groups (Pokdarwis, cooperatives, bumdes, etc.) in developing sustainable livelihoods.
  • Provide support and input in the preparation and improvement of communication materials including capacity building materials and required reporting to donors and key partners, especially related to sustainable livelihood development in targeted villages
  • Responsible for ensuring the grievance mechanism is implemented and well documented as well as provides support for the implementation of the project safeguard mechanism in activities in the targeted villages.
  • Provide technical, administrative, and reporting (in Bahasa and/or English) assistance as well as provide supervision to consultants, facilitators or partners as needed for the implementation of activities related to sustainable livelihood development in the target villages.
  • Ensure the quality of outputs (eg., documents, reports, databases) by community officers meet standards expected by WCS.
  • Liaise and establish good working relationships with key stakeholders including marine and fisheries institutions, local communities, NGOs and the private sector, to ensure successful coordination and implementation of project activities.
  • Supervise staff, internship or volunteers and develop capacity of related staffs in the implementation of activities related to livelihood development and capacity building of communities.

REPORTS AND OUTPUTS

PERIODIC PROGRESS REPORT

The Community Development Senior Officer submits periodic progress reports (activity and technical report) on activities carried out under his responsibility every month and three months to the supervisor or other related staff.

DATA AND INFORMATION

Help collect data and information (if needed) related to planning and activity implementation of sustainable livelihood to support Marine Protected Area and fisheries management.

GENERAL TASKS

  • Apply and promote WCS’s values on respect, transparency and accountability, innovation, inclusion and diversity, collaboration, and integrity in daily work
  • Act as an exemplary model to other staff in the application of organizational values and compliance.
  • Participate wholeheartedly in the general activities of WCS-IP particularly events and activities that require the full support and participation of all staff members, whether or not the focus of any particular event or activity has any bearing on the job description and assigned project objectives and activities
  • Undertake any other duties as assigned by supervisor and line management coordination if required

POSITION REQUIREMENTS

  • The Community Development Senior Officer will be based in Manado with regular travel to the project sites.
  • At Least Bachelor degree (preferably masters) in the field of marine science/ coastal and science management/ biodiversity conservation or other related subjects with more than 3 years of experience working in community assistance, alternative livelihoods, marine conservations, (Master degree will be an advantage)
  • Good understanding of the principal of , alternative livelihoods, marine protected area management and conservation;
  • Good interpersonal skills to deal with a diverse group of contacts (including local communities)
  • Able to work individually and in teams
  • Able to communicate with broad range of people and finding solutions of problems.
  • Excellent written and verbal communication skills in both Indonesian and English are essential.
  • Able to operate computers and software (MS Outlook, MS Word, MS Excel and MS Power Point).
  • Ability to work under pressure, and ensure the high quality of the project deliverables according to the planned timeline, with minimal supervision.
  • Have a vision in supporting the conservation of biological resources and sustainable management of natural resources in Indonesia
  • Have experiences working in eastern Indonesia, especially North Sulawesi will be an advantage
