Capacity Strengthening Advisor

We are currently seeking qualified candidates for the position of: Capacity Strengthening Advisor for the anticipated five-year USAID Health Technical Assistance (BANTU II). The purpose of BANTU II is to identify, recruit, hire, administer and support qualified individuals or organizations to provide short or long-term technical assistance as needed and requested by USAID Indonesia’s Office of Health and other offices, in particular, to support USAID, USAID-funded programs, the GOI (e.g., the Ministry of Health (MOH), National AIDS Commission, Indonesian Commission for Hospital Accreditation, etc.) parastatal organizations (e.g., Eijkman Institute), sub-national government (e.g., district health office), non-government organizations (NGOs), civil society organizations (CSOs), academic institutions, and other research institutes as required. Additionally, BANTU II will support USAID to strengthen the capacity and sustainability of its local partners so that these organizations will be better able to fulfill their mandates.

 

*Availability of position is contingent upon funding and approval of key personnel.

 

Position Description:

The Capacity Strengthening Advisor will support the design and implementation of capacity development initiatives for BANTU II stakeholders.  He/she will be responsible for leading, developing, managing and documenting all capacity building strategies/approaches; and for strengthening capacity of partner NGOs, relevant government units and other stakeholders in a structured, systematic and effective manner for BANTU II.

Key Responsibilities:

·       Provide leadership to all local organization capacity building activities covering technical aspects, operational planning and implementation of the project; ensuring clarity over plans and priorities, and encouraging effective team-work;

·       Support the design and implementation of capacity needs assessments for the BANTU II and stakeholders of the Project as well as build/strengthen their organizational capacity;

·       Develop an overall capacity-building strategy that will sustainably enhance the capacity of and strengthen local institutions, partners and stakeholders;

·       Coordinate the design and implementation of curricula, interactive training interventions, and individualized technical assistance for local institutions, partners and stakeholders;

·       Coordinate the delivery of individualized technical assistance to local institutions, partners and stakeholders in the areas of technical expertise and skills required, as well as organizational management, policy development, and other areas as required;

·       Review existing and if needed develop, materials and design capacity building/strengthening interventions at the community and national levels;

·       Provide technical support to staff and local partners in ensuring capacity building activities are promoting best practices as appropriate to the needs of the stakeholders and organizations.

·       Throughout the project’s life, monitor and report on the organizations’ progress on achieving capacity development benchmarks, identify potential weaknesses and make necessary adjustments to close gaps;

·       Perform other duties as assigned.

 

Minimum Requirements:

·       At least a Master’s degree or its international equivalent or higher in public health, international development, business administration or a related area;

·       At least 10-15 years of professional experience in public health or development programming, providing capacity-building supporting Indonesia or the region;

·       At least 7 years of professional experience in project management and leadership, including experience in managing USAID projects and staff;

·       Proven experience working with key Indonesian stakeholders such as the GoI, namely the Ministry of Health, parastatal organizations, NGOs, CSOs to support localization strategy development, implementation plans and decision making is highly desirable;

·       Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects;

·       Excellent oral and written communication skills in English; fluency in Bahasa required.
