PROJECT DESCRIPTION:
Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by PEPFAR and USAID, is dedicated to achieving and maintaining HIV epidemic control. The EpiC project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, care and treatment programming, and viral load suppression. EpiC is led by FHI 360 with core partners Right to Care, Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide TA, as well as global resource partners who bring unique capacities.
The EpiC team’s approach to TA is guided by four mutually reinforcing principles: (1) a focus on speed, scale, standards, and sustainability; (2) customization according to local priorities, financing, epidemiology, and the differentiated needs of target populations; (3) adaptive management based on results; and (4) transition of TA and DSD to local and regional partners to enable them to receive direct awards. In addition, EpiC applies human-centered design thinking to resolve persistent challenges along the HIV service cascade.
EpIC is currently being used as a funding mechanism by which to direct financial, programmatic, and technical resources to assist Indonesia’s health supply chain response. EpiC’s Health Supply Chain program portfolio will consist of (a) Logistic HIV coordination meeting; (b) Stock opname analysis at pharmacy warehouse facilities; (c) HIV sites monitoring, mentoring and analysis; (d) Order processing, replenishment, receiving and distribution of HIV commodities; (e) Viral load laboratory network optimization monitoring; and (f) HIV commodities forecasting and supply planning.
JOB SUMMARY:
The EpiC M&E/SI Health Supply Chain (HSC) Officer provides technical assistance to EpiC Indonesia’ strategic partners (MOH, PHO, DHO and other stakeholders) in all aspects of strategic information, including monitoring and evaluation (M&E), information systems development and maintenance, and data analysis and use of HIV supply chain.
DUTIES AND KEY RESPONSIBILITIES:
· Support in development of M&E design for HIV health supply chain such as M&E work plan , selection and measurement of appropriate indicators related to stocks for HIV commodity; development of appropriate M&E recording and reporting forms and mechanisms for ARV and non-ARV logistics.
· Provide technical assistance to national partners in M&E health supply chain system, surveillance, data analysis and data use of HIV Health Supply Chain operation such as HIV logistics data, planning, forecasting, and quantifying HIV drugs to National HIV/AIDS and TB Program partners, including the Ministry of Health (MoH), provincial health office (PHO), district and health facility levels, and others as determined by the EpiC program.
· Provide strategic information including data analysis dan visualization related to the current condition of HIV health supply chain indicators (understock or overstock), also present key findings and recommendations effectively and regularly (monthly, quarterly) at each level (province, district, and health facility).
· Ensure the implementation of field activities adheres to health supply chain monitoring and evaluation work plan.
· Report to and work closely with HSC program manager as well as national and provincial HSC TA Team to ensure achievements of project indicators and monitoring systems.
· Assist HSC program manager, HSC M&E/SI in developing quarterly, semi-annual, and annual reports.
· Work collaboratively with other EpiC team for strengthening integration and cross-learning in program.
· Represent EpiC at relevant consultations and meetings.
· Stay current and up to date on HIV guidelines, strategies, and protocols, including Government of Indonesia and relevant international (i.e., WHO) guidance.
· Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
· Minimum of three years professional experience in M&E positions with responsibility for developing and implementing M&E activities of development projects (health or and community projects), has experience on health supply chain is preferred.
· Bachelor’s or Master’s degree in public health, statistics, economics, pharmaceutical industrial engineering, or related field.
· Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
· Experience in providing technical assistance to the PHO/MoH in monitoring database systems (SIHA).
· Experience working with donors who support on health supply chain or public health
· Advance skill in Microsoft Excel and database management.
· Experience in developing and refining data collection tools, data quality assessments and oversight and managing and providing ongoing training to M&E field officers.
· Must be proficient in both written and spoken English language and fluent in Bahasa Indonesia.
· Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable.
· Previous experience in Indonesia is required.
