GGGI Indonesia: Program Assistant East Kalimantan

To support program delivery in Indonesia, particularly in East Kalimantan, GGGI seeks to hire a Program Assistant to support and implement comprehensive administrative tasks for the East Kalimantan operation, office management, and support program delivery, primarily for the NASCLIM project. The position will support numerous administrative activities under a variety of outputs working both to provincial government and other related stakeholders in provincial and district of East Kalimantan. The position is part of GGGI-GoI Green Growth Program Phase III – NASCLIM Project. The Position will report to the East Kalimantan Provincial Representative of GGGI.



PURPOSE
The Program Assistant will play a central role within GGGI Indonesia Team by carrying out a range of office management and administrative from GGGI’s Indonesia office in Samarinda, hosted by the Regional Development Planning Agency (Bappeda), primarily focused on NASCLIM. S/He will ensure a prompt, responsive, accountable, and high-quality program delivery. S/he will report directly to GGGI’s East Kalimantan Representative and ensure effective operations of all activities within the East Kalimantan Green Growth Program at both the provincial and district levels but primarily focused on NASCLIM.

ENGAGEMENT

  • Support the GGGI East Kalimantan Provincial Representative to maintain day to day relationships with all key stakeholders in the province, including government counterparts, civil society and private sector representatives, with special emphasis on NASCLIM.
  • Work closely with provincial stakeholders to  promptly share information, conclusions or messages in the relevant area of work such as mainstreaming green growth into development planning and jurisdiction emission reduction program, climate smart livelihood in mangrove landscape, urban planning and renewable energy.
  • Coordination with GGGI colleagues globally and in Jakarta on project related matters, policies and tools, to be able to deliver high quality products.
 
DELIVERY
  • Gather information from relevant provincial and district government counterparts related primarily to NASCLIM but also other GGGI’s activities,
  • Administer a periodically-updated stakeholder database for East Kalimantan, which will include contact details, minutes of meetings, summaries of organizations’ activities in East Kalimantan and opportunities for further engagement.
  • Coordinate and organize capacity building workshops and focus group discussions (FGDs) with relevant government counterparts, including preparation of budgets, terms of reference (ToR), invitations and agendas.
  • Support senior team members at provincial and national level to develop reports on administrative key East Kalimantan policies, plans and projects that are relevant to GGGI’s activities as needed as well as official letters in Indonesian and English.
  • Carry out a variety of financial, procurement, and administrative tasks for smooth implementation of GGGI’s activities at provincial level.
  • Support the Provincial Representative to develop regular provincial update related GGGI activities in the province for both internal and external communication.
  • Deliverables that are at all times consistent and of high quality, despite changing and complex environments and circumstances.
  • Understand the implications of GGGI’s Phase 3 and relationship to Phase 2, including the Country Program Framework (CPF), GGGI planning time horizons as well as distinctions between Nature-based solution for climate smart livelihood in mangrove landscape (Nasclim) and other programs in the province such as renewable energy, green cities, etc.
  • Travel to district(s) and support engagement with the district government, when necessary.
  • Provide support for the implementation of the NASCLIM Project’s M&E plan at the provincial level, including regular data collection, verification, and compilation from all project staff, in close coordination with the provincial representative and MERI specialist.
  • Assist in tracking the project's output on a periodic basis in close coordination with the provincial representative and MERI specialist.
  • Contribute to developing and managing knowledge products of the project at the provincial level.

REQUIREMENTS
QUALIFICATIONS
  • Undergraduate degree in a green growth related field, e.g. economics, environmental policy, natural resource management, forestry, public management, or any discipline related to the assignment.
  • Preferred 3 years of relevant experience working and be responsible on relevant areas to the post.
  • Experience of working directly with the East Kalimantan government and a strong network in the province is desirable
  • A good understanding and keen interest on issues relevant to green growth
  • Good verbal and written communications skills in both English and Indonesian
  • Experience of arranging events.
  • Experience in supporting multiple cultural team, work well under pressure and have a flexible approach
  • Experience working with GGGI system will be advantage.

The Government and GGGI have agreed on a Country Planning Framework (CPF) for 2016-2020 to direct support where it is most needed. The CPF is aligned with Indonesia’s strategic action plans for climate change and the Green Planning and Budgeting Strategy for Indonesia’s Sustainable Development and is designed to provide strategic support to the GoI in achieving its green growth ambitions. The CPF will guide GGGI’s activities in Indonesia, to maximize the value and impact to the core economic objectives of the country. Through the Program, GGGI collaborates with the Ministry of National Development Planning (BAPPENAS), the Coordinating Ministry of Economic Affairs, the Ministry of Finance, the of Energy and Mineral Resources, the Ministry of Environment and Forestry and Sub National Government of East Kalimantan, North Kalimantan, Central Kalimantan, South Kalimantan, Papua and West Papua. With focus is to mainstream green growth into development and economic planning and to help design, finance, and demonstrate bankable green growth projects.

In East Kalimantan, the main focus will be nature-based solutions for climate-smart livelihood in mangrove landscapes (NASCLIM) that will commence on April 03, 2023.  GGGI will also implement various activities on Sustainable Landscapes, Renewable Energy, Green Cities, etc, as well as related Resource Mobilization. These tasks require the assistance of administrative personnel in accordance with the organization's rules and policies.
