GIZ Indonesia for the ASEAN-German Climate Action Programme (CAP) Project: Climate Change Diplomacy Advisor

 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German implementing organization which provides services worldwide in the field of international cooperation for sustainable development. GIZ has a record of more than 50 years of cooperation with the Association of the Southeast Asia Nations (ASEAN). GIZ in cooperation with the ASEAN Secretariat is currently preparing the implementation of the project “ASEAN-German Climate Action Programme” (CAP). The objective of this project is to improve cooperation within ASEAN for implementing ambitious climate policies. Three interacting outputs have been defined for achieving the module objective: The aim of Output 1 is to strengthen the institutional and individual capacity of the ASEAN bodies relevant to climate policy. In Output 2, the project will assist ASEAN to enhance its visibility in the international dialogue on climate policy. The activities in Output 3 support ASEAN and its member states to better to align their respective climate policies with one another. 
 
GIZ seeks a qualified Indonesian candidate for one (1) position of:

Climate Change Diplomacy Advisor
(Job Title in SAP: Climate Change Advisor)

 A.   Responsibilities

  • Providing professional advice to partners in cooperating with relevant stakeholders in international climate policy and diplomacy,
  • Maintaining and expanding the network of relevant stakeholders in international climate policy arena,
  • Developing strategies and implementing activities pertinent to the international climate policy and diplomacy in close cooperation with partners,
  • Ensuring regional commonalities in Southeast Asia to be well-represented in international climate fora,
  • Support in developing and reviewing knowledge and communication products,
  • Support in project management and implementation.

 

B.   Tasks

 1.   Professional advisory services
  • Provide technical inputs and policy recommendations, develop strategic approaches, and identify opportunities for ASEAN in the field of climate policy, climate risk (loss and damage0 and climate finance,
  • Keep abreast of prior and ongoing developments in the field of climate policy and finance i.e., the UNFCCC climate negotiations and other relevant international fora, particularly in ASEAN context
  • Assist in analysis and assessment of recent development in climate policies, financing opportunities, strategies, and initiatives,
  • Support with the design, preparation and implementation of workshops, seminars, trainings, and other events on issues related to project’s scope,
  • Formulate job descriptions and terms of reference, select, and supervise third parties in the course of carrying out project activities, including their performance evaluation,
  • Support in aligning the services provided by the project with the ongoing momentum as well as partner's needs. 

2.   Networking and collaboration

  • Support cooperation, regular contacts and dialogue with partners in ASEAN and its Member States, implementation partners and other important stakeholders of the project,
  • Liaise with stakeholders to enhance visibility of ASEAN engagement in climate policy and finance arenas to support project activities and output,
  • Collaborate with relevant international development agencies, policy think tanks, research institutions, non-governmental organizations and individuals in enhancing visibility of ASEAN in international climate fora. 

3.   Knowledge management

  • Draw up reports and presentation documents,
  • Together with other technical advisors develop and facilitate in conducting a series of training and knowledge exchange plans where it supports the ASEAN Member States to enhance ASEAN capacity in international climate negotiation fora,
  • Develop and review knowledge and communication products pertinent to the international climate policy agenda and development,
  • Promote the attainment of project’s output through different knowledge sharing avenues,
  • Make relevant information/knowledge available to project stakeholders in appropriate formats,
  • Assist in research activities and studies on diplomacy and political issues. 

4.   Coordination tasks

  • Organize preparation of joint knowledge event(s) with ASEAN Member States and other development partners on relevant climate topics,
  • Contribute to project planning, develops project strategies and activities in close cooperation with the counterparts and further partners,
  • Coordinate relevant project activities in cooperation with the partners,
  • Assist in monitoring of the project progress, document on the progress,
  • Organize quality assurance measures and suggests necessary changes, improvements, and initiatives. 

5.   Other duties / additional tasks

  • Subject to discussions with the Principal Advisor/Team lead for the project, the Advisor may be allocated additional tasks and other duties for shorter periods,
  • The Advisor shall be prepared to travel to different ASEAN Member States to support coordination and project implementation,
  • The Advisor shall stand ready to cater cross-topic collaborations within GIZ and beyond in relation to climate policy and finance.

 C.  Required qualifications, competences and experience

Professional Experience and Knowledge
  • Advanced university degree (Master or equivalent) in a relevant discipline, ideally political science, international relations, social sciences, public policy or related areas,
  • At least 10 years of experience in developing climate policy and/or supporting the implementation of certain international climate policy initiative,
  • Proven exposure to the international climate policy agenda,
  • Proven knowledge and experiences about national climate policies in the region of Southeast Asia,
  • Proven knowledge on and experiences with UNFCCC system/framework and negotiation processes,
  • Proven experience with communicating complex topics in a targeted way to a broad range of stakeholders, including policymakers,
  • Proven experience in climate diplomacy and climate negotiations,
  • Familiarity in working in/for a multilateral setting, policy context or initiative is preferred,
  • Regional Southeast Asia working experience or prior work in a global organization is preferred.

Further skills

  • Excellent command on both spoken and written English,
  • Good knowledge of an ASEAN Member States language and/or German skills is of advantage,
  • Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of an international team,
  • Aware of social and intercultural sensitivities, flexible and possess a sense of diplomacy,
  • Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products,
  • Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management,
  • Availability to travel within Southeast Asia region for short-term coordination needs and project implementation on short notice.
