Programme Coordinator – Energy Efficiency Project in the Building Sector


Position reports to : Programme Manager

Location : Jakarta

Overview

IREEM (Institute for Natural Resources, Energy and Environmental Management) seeks a programme coordinator to support the implementation of a UK-PACT (Partnering for Accelerated Climate Transitions) project called “the Integrated Energy Efficiency Programme for the Decarbonization of Indonesia’s Building Sector (INTENS)”. The project is part of Energy Efficiency component of the MENTARI UK-Indonesia Low Carbon Energy Partnership, with the aim of supporting Indonesia’s ambitions to accelerate their low carbon energy transition. The MENTARI Energy Efficiency aims to support Government of Indonesia to reduce GHG emission by scaling up energy efficiency projects in the building sectors.

The project consists of three workstreams as follows:

  1. Strengthening energy efficiency expertise in Indonesia through the training and certification of energy efficiency professionals such as energy managers and auditors;
  • Training and certification for energy managers, energy auditors, and/or assessors
  • Complementary training module on Climate Change for EM and EA
  • Guidebook on the detailed energy audit and IGA training for 40 professional
  • Training module development and training for energy-saving verifier
  • Energy-saving superintendents
  1. Developing, replicating and expanding energy efficiency pilot projects, with a focus on provincial government; and
  • Guidebook on energy management implementation for public building 
  • Training for provincial government
  • Technical assistance for public buildings
  • Strengthening data management and data reporting system (SINERGI and POME)
  • Financial business model study 
  1. Policy development, communications, and collaboration between policy makers and other stakeholders for long-term improvement of energy efficiency policy in Indonesia. 
    • Development of 2 academic papers of anticipated derivative regulations of the revision of PP70/2009

Responsibilities

Under the direct supervision of the programme Manager (PM), the incumbent will support the implementation  of the project activities especially in workstream 2 and 3. This work shall include (but may not necessarily be limited to):

 

  • Support the project  coordination and implementation.
  • Support PM, Project Management Unit (PMU) and implementing partners to implement, monitor, and evaluate programme.
  • Lead the planning and implementation of programme activities.
  • Monitor the programme progress and performance based on the deliverables, milestones, and reports.
  • Monitor IREEM consortium partners and consultants’s work progress and performance.
  • Initiate and manage the relationship with implementing partners and stakeholders.
  • Provide technical inputs and recommendations to PM, PMU. 
  • Assist the PM to develop TOR for events and short-term consultants.
  • Assist the PM to consolidate the work plan, budget and progress reports.
  • Review and finalize draft minutes prepared by project analyst;
  • Assist the PM to coordinate and harmonise the project with other development initiatives.
  • Assist the PM and PMU in report writing.
  • Builds and maintains strategic partnerships on building sector climate change mitigation efforts.
  • Facilitate discussions and works to implement the project activities.
  • Carry out other duties assigned by the Programme Manager.

 

Qualification

Master or Bachelor Degree in areas of engineering, environment, development studies, and climate change or equivalent.

 

Experience

  • A minimum of 4 years of professional experience for Master Degree or 6 years for Bachelor Degree in energy efficiency and climate change policy or related area.
  • Experience in working in energy sector, especially energy efficiency in the building sector.
  • Experience working with Government of Indonesia, especially with the Directorate of Energy Conservation.
  • Experience in working with a donor agency is preferred.

 

Language requirements

  • Fluency in written and spoken English is an absolute necessity
  • Fluency in written and spoken Bahasa Indonesia is required. 

Other requirements

  • Strong knowledge and experience in project management are essential.
  • Strong knowledge and experince in energy efficiency in the building sector.
  • Knowledge of Indonesia's energy efficiency programme and experience in implementing related projects and programmes are essential.
  • Demonstrated strong familiarity with development projects in Indonesia
  • Excellent ability to write project reports and deliver a presentation to wide audiences.
  • Excellent interpersonal and team-building skills.
  • Up-to-date computer skills.
