Rikolto Indonesia Job Vacancy: Rice Programme Coordinator based in Surakarta, Central Java

Rikolto in Indonesia, located in Denpasar, Bali Province is the regional branch of Rikolto, an international NGO with more than 40 years of experience in partnering with farmer organisations and food chain stakeholders across Africa, Asia, Europe and Latin America committed to developing sustainable agriculture value chains and food systems. 

  

Rikolto runs programmes in 15 countries worldwide through eight regional offices. We’re a close-knit network of accessible and knowledgeable colleagues, willing to share experience and eager to inspire others. We are currently looking for a professional for the position of: 

 

RICE PROGRAMME COORDINATOR
Based in Surakarta, Central Java 

 

I.   PURPOSE OF THE JOB 

The Rice Programme Coordinator is responsible for the day-to-day programme preparation and execution in Indonesia. He/She will deliver clear guidance to the partners, include providing technical assistance on the respective working areas.  

He/She will contribute to the monitoring, evaluation and reporting, following Rikolto’s M&E system and as per required by the donors. He/she will also contribute to the programme development. 

The Rice Programme Coordinator works directly under the supervision of the Rice Programme Manager and a member of the Southeast Asia and Global Rice Programme Team.  

 

II. ACCOUNTABILITIES 


    Programme Planning, Preparation and Execution of activities  

  1. Work with each partner to develop annual programme planning (activities and budget) and Ensure partners implement the programme plan properly, to achieve results in sustainable rice production, FO professionalisation, market inclusion, youth inclusion, gender equality, climate change resilience, and enabling policy environment. 
  2. Ensure budget planning and execution comply with administrative and financial regulations. 
  3. Identify potential market linkages and support FOs in engaging with private actors to market sustainable rice, following inclusive business principles. 
  4. Support partners in implementing program activities to ensure they are carried out effectively as plan, including problem-solving; regularly report to the line manager and discuss solutions to key obstacles/challenges. 
  5. Provide updates of information to the partners on matters related to the project innovations, project tools/methodologies, partnership and way of working. 
  6. Identify and organise capacity building for the partners to improve their organisational, business and technical capacities. 
  7. Take responsibility in the programme operation and its administration (i.e: prepare activities, develop ToR, etc).  
  8. Contribute to the development of rice projects, especially in proposal and concept note development, under the direction of the Rice Program Manager 

Monitoring and Evaluation
  1. Execute the M&E of the programme, including budget absorption and use, following the M&E framework and operations and financial regulations for programme accountability. 
  2. Create a clear transition of the programme towards an Evidence of Impact mindset. This includes ensuring programme implementation to create concrete results, supported by valid data and information to develop strong evidence.  
  3. Proactively seek advice and provide feedback to the Global M&E team in the implementation of M&E system and strategies and propose adjustments according to the Indonesia context. 
  4. Contribute to Rikolto’s knowledge management and learning initiative: sharing and e knowledge, and best practices with other country, regional and global teams to ensure complementarities and synergy. 

Reporting and Communication
  1. Provide periodical program reporting, quantitative and qualitative, according to defined formats and Rikolto. 
  2. Contribute to the regular report requested by donors, the government and within the prescribed deadlines and quality requirements. 
  3. Create programme visibility through collecting and providing materials to enable the Communications staff to develop strong communications messages about the programme. This should be done proactively and upon request from the Communications staff. 


Stakeholders Management 

  1. Support in the work related to multistakeholder partnerships at national and regional levels. This includes identify and propose to the line manager for partnerships with relevant stakeholders/actors to scale up the programme results 
  2. Regularly communicating, coordinating, engaging and seeking synergy with the local governments, and ensuring that the progress report/activities of the program are regularly delivered to related governments.  


    Team / People Management 

  1. Closely work as a team member towards shared objectives and contribute as well outside the own work field.  
  2. Collaborate/seeking advice with other respected units to ensure adequate support for smooth programme operations. 

 

III. KEY WORKING RELATIONSHIPS 

 

Internal 

  • Other Programme teams at country, regional and global levels. 
  • Other relevant programme support such as M&E, FR and Communications 
  • Operations Department: Finance, IT, HR, Administration 

 

External 

  • Rice farmer organisations and other respective institutions, INGOs/NGOs  
  • Government at the local level (i.e. Dinas Pertanian, etc..) 

 

Requirement:  

Education & Experience: 

  • Master’s degree in business development, Agriculture, or relevant; 
  • At least 3 years experience in rural development, rice sector development, agricultural development or equivalent.  
  • Experience in facilitating farmer organisations, business development, and policy dialogue 

 

Technical Knowledge and Skills 

  • Concepts of the sustainable food system, value chain development and inclusive business. 
  • Farmer organization development strategies and tools. 
  • Rice development, technologies, business and market facilitation. 
  • Familiar with monitoring, evaluation & learning tools and methods 
  • Knowledge of the sector and actors in the sector at local and country levels 
  • Knowledge of the principles of developing activity budgets and financial reports.  
  • Excellent proficiency in Bahasa Indonesia and English (in reading, speaking, listening and writing). 
  • Good reporting skills
