Yayasan Rumah Energi (YRE) was established in 2012 in the social and
humanitarian fields. The organization is mandated to contribute and
create positive impacts on poverty alleviation, strengthening the
livelihood of grassroots’ communities, adaptation and mitigation to
climate change and assisting in disaster risk reduction through
innovation and shared knowledge. Our flagship program is the Indonesia
Domestic Biogas Program (BIRU). BIRU has facilitated the installation of
28,864 biodigesters in 16 provinces across Indonesia. The program has
impacted over 163,184 people among which 28.182 people are farmers;
trained 1,275 local masons; 156 local partner including Micro Finance
Institutions, SMEs and universities. YRE has also been providing social
business incubation assistance to women entrepreneurs through our Pro
Women, Puan (Desa) Inspiratif programs and “Sustainable Cacao Farmers
and Organic Fertilizer Market” (SCORE) Project. Other projects that are
currently being carried out include: “Seeing, Sharing, and Working for
Kalimalang” Project, the Pro Women for Renewable Energy Project, “Local
Milk Sourcing” Project, “Building the Foundation for Local Cooperatives
as Agents of Change in Sustainable Micro Financing” Project and “Local
Cooperatives as Agents of Change
for Climate Change Adaptation” Project.
The organization is developing into an independent organization by establishing its own identity, define its vision, mission and values. The organization constitution explains the organization purpose which is to contribute in creating Resilience Society in Energy and Food, and leading a in Engaging People Towards Shared Renewable Energy Innovation and Knowledge. Adhering to the organization aim and mission, Yayasan Rumah Energi is now looking for a dynamic person aligned with the organization values , to fill the position of the Program Director who will be based in Jakarta.
I. About the Post
Under the guidance and direct supervision of the Executive Director, the Program Director is responsible for directing development and implementation programs and responsible for the successful resource mobilization related the program. The Program Director will lead the program planning, formulation and development. Lead and inspire the Project Managers, program and technical staff. The Program Director will provide strategic oversight and team leadership to effectively implement program activities and ensure high-impact outputs. S/he will also build relationship and networks with key stakeholders of the organization.
II. Task and Responsibilities
The Program Director will be tasked with the following duties:
1. Ensures effective leadership in program planning, formulation and proposal development for integrated program strategies, focusing on achievement of the following results:
a. Integrated program planning that is in line with YRE's Strategic Plan, vision and mission as well as sectors which are the priority focus of YRE's program.
b. Development of model and strategy in program formulation and development based on assessment of current approaches and methodology and continuously update the model and strategy to respond the emerging needs in programming strategy.
c. Identification of potential program development through research and networking with stakeholders and translate ideas into priority program initiatives contributing to sustainable and mature governance reform.
d. Synchronized and integrated programs which cover cross cutting issues under different projects.
e. Effective utilization of available resources and harmonization of the use of resources within the programs
f. Monitoring and analysis of overall program and identification of strengths and weaknesses, opportunities, critical factors which will be translated into programming portfolio.
g. Business processes mapping and preparation of long-term strategy across the program
2. Ensures availability of comprehensive, clear direction and quality assurance of program implementation, focusing on achievement of the following results:
a. Effective program implementation strategy and control system ensuring effective program implementation as per the approved plan and agreed outputs with high quality standard
b. Development of program performance criteria for oversight and tracking progress of program implementation and guidance for remedial action for underperforming projects/programs
c. Identification of problems and possible potential problems in program execution and provision of problem solving to complex issues and its risk management
d. Maintain good relationship with local, national and international stakeholder to get inputs in sharpening YRE program and goals
e. Consolidated strategic implementation issues and put into programming context through synergy among the projects.
3. Ensures effective provision of strategic partnership and resources mobilization, focusing on achievement of the following results:
a. Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, as a tool for resource mobilization.
b. Update and lobby donors on program achievement and newest issue and agenda to attract their interests channeling their funds through YRE’s program
c. Lead the development of high quality, “ready-to-pitch” proposals as per target set for each year to generate resources for the program implementation
d. Effective leadership on proposal writing responding to a bidding/request for proposal and facilitating proposal development team in developing a concept note or proposal.
e. Lead in-depth review and comprehensive discussion on lesson learn from proposal submission both for the success and failed case in order to improve proposal quality for the next bidding
f. Ensure program financial sustainability by securing program funding.
4. Ensures provision of effective and efficient leadership, coordination and quality assurance on the day-to-day management of the program, focusing on achieving the following results:
a. Strategic advises to the Executive Director on program policies, approaches and modalities to achieve development targets
b. Leadership that creates a conducive working environment and the functioning of the program units under his/her responsibilities.
c. Quality assurance of the program / projects in order to maximize the positive impacts. Ensure program compliance with YRE policies and funding agreements /requirements.
d. Supervision and provision of leadership to managers under his/her portfolio and effective control over all key strategic activities
e. Identification of potential programmatic issues and development of plan for effectively addressing the issues and problem solving on complex programmatic issues
5. Ensures facilitation of knowledge building and management in the office, focusing on achievement of the following results:
a. Champion knowledge sharing and cross collaboration to build capacity and address capacity gaps
b. Analysis and synthesis of best practices among the program / projects for sharing within the YRE’s staff and with external parties, and conceptualization the success into a model for replication by others.
c. Support capacity-building of all program staff;
d. Promote a knowledge sharing and learning culture in the office and encourage contributions to various practice networks.
III. Knowledge, Qualifications and Experience:
The program Director is expected to have the following qualifications:
· Min. 10 years of relevant experience at the national level in providing programmatic management, advisory services and or managing development programs, hands-on experience in design, monitoring and evaluation of development projects and resource mobilization.
· 5 years or more of experience at senior-level management responsibilities of similar complexity and size of the organization
· In-depth practical knowledge of inter-disciplinary development issues and especially on the areas of programming
· Ability to lead strategic planning, results-based management and reporting
· Ability to lead program formulation and monitoring of management projects
· Solid knowledge in program formulation and development.
· Record of success partnering with, and influencing, key stakeholders and successfully raising funds.
· High skill in resource mobilization including proposal writing and ability to provide constructive and concrete inputs in proposal development and writing, as well as convincing donors
· Ability to lead effectively, mentoring as well as conflict resolution skills
· Able to develop and maintain good relationships with government. agencies/institutions at all levels, non-government organization, and civil society organizations.
· Proven networking, team-building, organizational and communication skills
· Excellent writing skill in English is required.
· Ability to motivate and create a healthy and productive team environment
IV. Term of Employment
The appointment is a full-time position of 40 hours per week. YRE offers a one-year contract.
