POSITION: Full Time Consultant - COVID-19 Dashboard Developer

DESCRIPTION

 

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a USAID funded cooperative agreement led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.

 

As USAID’s flagship HIS and data project, CHISU Indonesia will support the Ministry of Health (MOH) of Indonesia, in their efforts to increase COVID-19 vaccination rates through strengthening governance, systems and interoperability, and data analysis and use for COVID-19 in Indonesia. In support of this, CHISU Indonesia is working hand in hand with the Digital Transformation Office to enhance COVID-19 vaccination data analytics platforms, specifically the COVID-19 analysis and visualizations in this SATUSEHAT dashboard. After various data use assessment and user reviews, final mock ups for COVID-19 analysis and visualizations are ready to be developed in the SATUSEHAT dashboard for use by stakeholders at all levels of the health system to support decision making in COVID-19 vaccination efforts and preparation for the next health emergency. To support this effort, CHISU is seeking a developer expert to build COVID-19 dashboards in the SATUSEHAT dashboard platform based on existing dashboards and feedback received. The COVID-19 Dashboard Consultant will work closely with the COVID-19 Data Use Specialist and be supervised by the Senior Data Management and Use Specialist, with technical oversight from the Senior Technical Advisor for CHISU Indonesia. The COVID-19 Dashboard Consultant will liaise with the Data Team of the MOH’s Digital Transformation Office (DTO) and Center of Data and Information Technology (Pusdatin) to build these dashboards in the SATUSEHAT dashboard.

Estimated Period of Performance (to be finalized prior to signing of consulting agreement): 10 July 2023- 15 September 2023

 

Estimated Level of Effort (to be finalized prior to signing of consulting agreement): 20 working days per month or 47 days total.

 

Activity Manager: Reports to Senior Data Management and Use Specialist

 

Purpose and objectives of the consultancy:

●       Develop interactive dashboards and secure with technologies such as HTML, CSS, and JavaScript and combine with another tools. The Dashboards must comply with privacy and data security policies; only use data from legitimate and trusted sources; No integration with other health information systems, unless otherwise agreed; No additional feature development unrelated to the COVID-19 dashboard.

●       Analyze user needs and design dashboard layout and functionality.

●       Select and integrate reliable and trusted COVID-19 vaccination data sources.

●       Process and clean raw data for visualization and analysis purposes.

●       Develop visualizations that are interesting, informative, and easy to understand.

●       Implement interactivity and functionality such as selecting, filtering, and comparing data.

●       Ensures responsiveness and good performance on multiple devices (laptop, mobile, etc) and platforms.

●       Validate and ensure the accuracy of the data displayed on the dashboard.

●       Provide comprehensive technical documentation and user guide for the dashboard.

●       Testing and fixing bugs or problems found.

 

Expected Deliverables:

●       Develop a plan to update COVID19 SATUSEHAT Dashboard.

●       Updated COVID-19 Vaccination SATUSEHAT Dashboards with

○       Develop mock-up that includes layout, graphics, and main features of COVID19 Vaccination dashboard.

○       A fully functional, interactive and responsive dashboard.

○       Integration with trusted data sources to obtain real-time COVID-19 data.

○       Data processing and visualization with relevant graphs, charts, maps and tables.

○       Filters and selection options to allow users to view data by region, time range, and type of statistic.

○       Search feature and data comparison between different regions or countries.

○       Notifications or automatic notifications about significant data changes or recent developments.

○       Technical documentation and user guide for dashboard use and maintenance.

 

 

 

QUALIFICATIONS

●       Education and Experience:

○       Bachelor's degree in a related field such as Computer Science, Informatics Engineering, Information Systems, or other related disciplines.

○       Minimum 6 years’ experience in developing and designing interactive dashboards.

○       Experience in previous projects involving developing dashboards for data and analysis needs.

○       Experience with development partners, ministries or bodies, or international organizations.

○       Previous work with the Indonesia Ministry of Health and relevant directorates at national, provincial and district levels would be a distinct advantage.

●       Technical Skills:

○       Mastery of programming languages such as JavaScript, Python, R, or other data analysis tools.

○       In-depth knowledge of HTML, CSS, and JavaScript frameworks such as React, Angular, or Vue.js.

○       Expertise in data processing using libraries or tools such as Pandas, SQL, or other data analysis tools.

○       Experience in usage and integration with APIs and external data sources.

○       Experience with source code management tools such as github, bitbucket, or gitlab.

○       Familiarity with data visualization tools such as D3.js, Plotly, Superset or Tableau.

○       Familiarity with communication tools such as slack, jira, or mattermost.

○       Good understanding of attractive and intuitive user interface design concepts. And good experience with Figma and Adobe XD.

○       Ability to optimize dashboard performance, including responsiveness and scalability.

●       Analysis and Troubleshooting:

○       Ability to analyze user needs and design solutions accordingly.

○       Expertise in identifying and solving complex problems related to data processing and visualization.

○       Ability to test and diagnose bugs or issues on existing dashboards.

●       Communication and Collaboration:

○       Good communication skills, including the ability to communicate clearly with clients and stakeholders.

○       Good knowledge to use google workspace.

○       Strong presentation skills to explain concept and dashboard design to project team and stakeholders.

○       Ability to work collaboratively in teams, share knowledge and provide valuable input.

○       Native/Fluent Bahasa and practical knowledge of English required.

●       Other Qualities:

○       Expertise in project management, including an understanding of software development methodologies and development life cycles.

○       Ability to work with tight deadlines and manage projects independently.

○       Creativity in designing attractive and effective data visualization.

○       Ability to stay up to date with the latest developments in technology and trends in interactive dashboards.
