Field Support Services Project Indonesia/ASEAN Region

The Indonesia and ASEAN Field Support Services Project (FSSP) is pleased to launch our annual Call for Proposals (CfP) for the Local Development Initiatives (LDI) fund in Indonesia. The LDI fund is a program designed to support small-scale, high-impact projects which align with Global Affairs Canada’s (GAC) evolving country program priorities. The program is directed at projects developed by local partners.

Background

The Indonesia and ASEAN Field Support Services Project (FSSP) is a five-year project funded by GAC and managed by Cowater International. The FSSP provides administrative, financial, procurement, and logistical services to support the Government of Canada implement its international assistance program in Indonesia and the ASEAN region through the provision of technical specialists, such as gender equality, health, environment and climate action, etc. and assist GAC in procuring and managing local development initiatives.

 Thematic Priorities

This year’s CfP will focus on the theme of “Gender Equality and the Empowerment of Women and Girls”. All projects must demonstrate how they will contribute to improving the quality of life and the rights of women and girls in Indonesia and align with at least one of the following thematic priorities:

·       Gender-based violence

·       Health, including sexual and reproductive health and rights

·       Strengthening women’s rights organizations/movement

·       Women’s economic empowerment

·       Gender equality and climate change

 Gender-based Analysis

 In 2017, Canada adopted its Feminist International Assistance Policy to advance gender equality and the empowerment of women and girls as the most effective way to reduce poverty and build a more inclusive, peaceful and prosperous world. In alignment with this policy, the LDI project application must include a gender-based analysis (GBA). The purpose of this change is to enhance the gender equality outcomes of the LDI program. A GBA will require applicants to:

  • consider how women, girls, men, and boys are affected differently by the problem their project is aiming to address, ensuring, at the same time, that the project does not cause harm
  • consult women and/or girls in the development of their project proposal
  • ensure that the views of those women and/or girls inform the project’s design

Note that consultations can include, but are not limited to, speaking to women and girls from the local community, women and other individuals who work for civil society organizations that have worked in the local community and female and male decision and change makers who have knowledge of the local community.

The estimated eligible fund is maximum CAD 40,000 per initiative.

Who Can Apply?

  • Local civil society organizations (CSOs)
  • Local community-based organizations (CBOs)
  • Local research institutions and think tanks
  • Local non-governmental and not-for-profit organizations

 Applicants should be registered and operating in Indonesia. Only local organization are eligible to apply this program.

 Eligible costs

 The following project costs are eligible for FSSP LDI funding:

  • Accounting costs
  • Administrative and overhead costs related to the project (overhead should not exceed 10% of total FSSP contribution)
  • Advocacy and lobbying-related costs
  • Capital and/or operating expenditures related to the lease and/or purchase
  • Civic education costs
  • Conference and event expenditures
  • Costs of services received by recipients
  • Domestic travel expenses, using the lowest fares possible but not exceeding full fare economy class
  • Environmental assessment costs
  • Facilities and equipment rental charges
  • Hospitality costs for project activities, excluding alcoholic beverages
  • Installation, maintenance, shipping, and/or transportation costs, including fuel, computers, and communication devices
  • Lease or rental of vehicles
  • Legal costs
  • Medical costs
  • Outreach, communication, and information dissemination costs
  • Publishing costs
  • Radio and television broadcast fees
  • Research-related costs
  • Salary and benefit costs relating to the project
  • Security costs
  • Training and capacity-building expenditures
  • Translation and interpretation fees
  • Vehicle and equipment operation, installation, and/or maintenance
  • Website development and related costs

The following costs are not eligible for FSSP LDI funding:

  • Assistance to military or paramilitary organizations
  • Core funding
  • Direct fiscal support to a government
  • Expenses incurred prior to the signing of the contribution agreement, or after it expires
  • Gifts and luxury goods
  • Generate a profit for your organization or any organization involved in the project
  • Bribes and similar payments including facilitation payments (payments made to induce officials to perform routine functions they are otherwise obligated to perform) except where refusal to make a payment could result in a physical or security risk.
  • Cost of alcoholic drinks
  • Debt and debt service charges
  • Cost of penalty notices e.g. parking tickets or speeding fines
  • Entertainment expenses
  • Travel insurance (health, cancellation, baggage, etc.), except as previously approved by GAC
  • Membership fees
  • Immunizations or medications
  • Interest expenses
  • Costs related to accompanying family members
  • Nuclear technologies and facilities

 How to apply

This is a two-step Call for Proposals process:

Step 1:

All applications should be sent to admin@fssproject.com including the following documents:

  • Concept Note (template can be downloaded here )
  • Registration Documents for the applicant organization.

 Step 2:

Based on eligibility and assessment criteria for the Concept Notes, shortlisted applicants will be contacted to submit a full proposal. Non-shortlisted applicants will be informed.

Deadline for receiving applications (ie. Concept Note) is extended to July 31, 2023.
