Background:

The Ministry of Marine Affairs and Fisheries, Republic of Indonesia and USAID Indonesia have signed a Grant Implementation Agreement (GIA) dated February 16, 2021. One of the agreed activities is the implementation of the USAID - Bersama Kelola Perikanan (USAID Ber-IKAN) Project which will be held for 5 (five) years, namely 2022-2027. The project is designed with the aim of advancing Indonesia's capacity to protect marine biodiversity through improved sustainable and equitable fisheries management. These objectives are achieved through 4 (four) project objectives as follows:

1.     Increased adoption and compliance of evidence-based fisheries policies for superior fisheries.

2.     Strengthening small-scale fisheries governance.

3.     Increased market-based and government incentives for sustainable fishery products.

4.     Increased protection of ETP marine species affected by fishing practices.

 

Through the achievement of the four objectives above, the expected results are:

1.     At least 5 million hectares of superior fisheries areas are biologically significant, better managed and climate resilient.

2.     5,000 people have increased economic benefits due to improved management of superior fisheries.

3.     At least 5 leading fisheries targets can be managed sustainably through the implementation of a harvest strategy.

To complete the data and information on 7 (seven) identified fisheries, a literature review (desk study) has been held as a preparatory step. Furthermore, on October 6, 2022, a collaborative workshop was held in Bogor with participants from MMAF and BRIN, discussing the results of the desk study and recommending 5 leading fisheries to be managed by the USAID Ber-IKAN project, namely (i) WPPNRI 715: Rajungan, Snapper / Grouper and Octopus, while in WPPNRI 715: Tuna and Snapper and Grouper.

One of the activities agreed in the USAID Ber-IKAN workplan is climate change adaptation and mitigation. The issue of climate change adaptation and mitigation is an aspect that needs attention and is an important content in the capacity building process for USAID Ber-IKAN stakeholders.

Training materials on Climate Change Adaptation and Mitigation for USAID Ber-IKAN stakeholders, including MMAF, Provincial DKP, fishermen groups, women's groups, indigenous peoples, and youth. This training material on climate change adaptation and mitigation is expected to be one of the materials in every training implementation organized by USAID Ber-IKAN. Because the scope of the material is quite wide, it needs to be grouped into 2 groups of material.

1.     Material for ASN (KKP, DKP Province and District) and entrepreneurs engaged in the capture fisheries sector; and

2.     Training materials for fishermen's groups, women's groups, indigenous peoples and youth.

 

Position Summary:

·       Develop training materials on climate change adaptation and mitigation that can be used as standard materials in every training organized by USAID Ber-IKAN

·       Prepare training materials on climate change adaptation and mitigation for MMAF, DKP Province or district/city, as well as entrepreneurs involved in the capture fisheries sector.

·       Prepare training materials on climate change adaptation and mitigation for fishermen and women, indigenous peoples, and youth groups.

·       Develop training materials on climate change adaptation and mitigation that can be a reference for other activities such as preparing regulations and other guidelines related to capture fisheries.

Climate change adaptation and mitigation training materials for USAID Ber-IKAN stakeholders will be prepared by individual consultants who will be financed from DT Global's budget (STTA Consultant). Selected consultants must be able to complete this training material within a period of 6 weeks (approximately July to August 2023).

Primary Responsibilities:

To be able to complete the training material on climate change adaptation and mitigation, the selected consultants need to schedule the following activities:

a.     Prepare a schedule/job description equipped with an implementation time of 6 (six) weeks.

b.     Conduct meetings with the working units of the Ministry of Marine Affairs and Fisheries (MMAF) that deal with climate change issues, USAID, and Ber-IKAN to identify specific materials that need to be developed and write preliminary drafts of training materials on climate change adaptation and mitigation based on the list of feedback that has been obtained.

c.     Conduct surveys and deepening of materials that are already available from national and international sources, as well as other organizations engaged in climate change adaptation and mitigation.

d.     Consolidate, and confirm with USAID Ber-IKAN the materials that have been collected and adapt them to the needs of USAID Ber-IKAN and MMAF.

e.     Draft training materials on climate change adaptation and mitigation for USAID Ber-IKAN stakeholders.

f.      Organizing the discussion of draft training materials on climate change adaptation and mitigation for USAID Ber-IKAN stakeholders (the cost of this discussion is included in the contract value)

g.     Revise and finalize climate change adaptation and mitigation materials in accordance with recommendations from MMAF and USAID Indonesia/USAID Ber-IKAN.

h.     Trialing climate change adaptation and mitigation training materials at one of the USAID Ber-IKAN training.

i.      Final presentation to MMAF, USAID and USAID Ber-IKAN.

Education & Minimum Qualifications:

·       Have experience working in the field of Climate Change Adaptation and mitigation for at least 7 years.

·       Have been involved in activities related to the impact of climate change on the field of capture fisheries, at least 5 years.

·       Have a good understanding of the authority and mandate of climate change adaptation and mitigation at the national and provincial levels.

·       Have at least 4 years’ experience in training and capacity building.

·       Have at least 2 years’ experience in preparing curriculum, modules, or training materials, especially those related to climate change adaptation and mitigation.

·       Have good communication and writing skills.

·       Having been involved in USAID activities is a plus.
