Consultancy Needed: Baseline Assessment for ‘Rote Malole’ Program in Rote Island, NTT

 

CONSULTANCY OF BASELINE ASSESSMENT 

FOR ‘ROTE MALOLE’ PROGRAM 

ROTE ISLAND, EAST NUSA TENGGARA



SurfAid is an international non-profit organization working to improve the health and nutrition status of women and children living in remote locations in Indonesia connected to surfing locations. We have worked on the islands of Nias, Mentawai, Sumba, and Sumbawa. Our interventions consist of community-based health and nutrition for women and children, food security and nutrition-sensitive agriculture, as well as water and sanitation.


In 2023, we will start a new project called ROTE MALOLE in Rote Ndao Island (Rote Regency), NTT Province. This project will be implemented in 12 villages in four (4) sub-districts located in the western part of Rote. Half of the villages in these areas have a high stunting prevalence of above 30%. ROTE MALOLE will directly target approximately 1,991 families with stunted children with 691 children under five through the training and mobilization of 31 health professionals, 220 Posyandu Cadres and 44 community-based mobilizers. Within three years of implementation, we aim to support women, men, community-based mobilizers, and health professionals practicing key health behaviors which will lead to reduction of stunting. Hopefully, several program implementations can contribute to the achievement of the Indonesian Government’s target to reduce stunted children to 14% in 2024.


A joint assessment with KemenDesa, Rote District Government, independent consultant, and Nusa Cendana University in Kupang has been conducted to assess the main root causes of stunting in Rote Ndao Island. The data is gathered qualitatively through FGD and in-depth interview of key informants in six villages. Some findings found are lack of understanding of dietary practices of pregnant women, and limited skills of health professional/posyandu cadres to promote health messages to the community.  The data is important to design appropriate project implementation, but it is not enough to establish indicator targets that should be in numbers. Therefore, we need a baseline assessment.


A baseline assessment is needed to identify the current situations of key health behaviors of the target population. The data collected serves as a reference point against which progress can be measured and evaluated throughout the project cycle. The data result provides a clear understanding of the current situation, identifies gaps, and provides valuable insights that guide the development of appropriate interventions and the establishment of target indicators to track progress towards achieving desired outcomes.  To conduct this assessment, we need a consultant who has assessment experiences related to maternal and children nutrition.



SCOPE OF SERVICES

The consultant is expected to propose a design that can answer the assessment objectives as in the Terms of Reference (TOR) with the following steps:

  • Review secondary sources

  • Collect primary data (qualitative and quantitative)

  • Analyze the result

  • Report the finding and recommendation (report and slide presentation)


Deliverables:

  • A complete draft of assessment protocol and tools, including a detailed plan on sampling specifics on the design, methodology, calculation, and data analysis plan approved by the organization ethics board.

  • Developing assessment tools related to key health behaviors (nutritious food intake, antenatal pregnancy check-up, fathers’ parenting), existing technology to assist monitoring of women and children’s health, health facilities resources, health professionals capacity including identifying several opportunities and challenges to those behaviors. 

  • The tools must incorporate Safeguarding and Gender Equality, Disability and Social Inclusion (GEDSI) components. 

  • Field implementation plan with the protocol for enumerators and supervisors

  • Data entry and analysis plan

  • Training on the enumerators, supervisors and data entry person

  • Final data collection report

  • Clean and valid database (i.e spss) and other relevant soft copies of documents such as interview transcript, photo, interview record, and reference documents

  • Result/key findings presentation to Surfaid Team

  • Final report both in Bahasa and English based on the given template.

  • PowerPoint summarizing Baseline Study (the final versions of key findings)



DURATION

The consultancy will be conducted for a total of 60 days over a period of three (3) months. This assessment  will take place from August to October 2023.  Please see the TOR for the details of the activities.



CONSULTANT SPECIFICATIONS

We are interested in proposals from qualified evaluators working as individuals or small teams with a particular preference for those in NTT areas. The combines qualities of the team should include the following:

  • At least three years of experience assessment in development and humanitarian projects. Experience in assessment in maternal and children health is desirable. 

  • Have conducted minimum two baseline assessments previously. 

  • Have a proper understanding and knowledge of the methodology proposed

  • Understanding of the civil society and the marginalized and the most deprived situation in Rote Ndao Island and NTT Province in particular

  • Knowledge of programming and project cycle management

  • Experiences in evaluation of project undertaken in partnership with various organization desirables

  • Excellent writing high-quality communication skills both in Bahasa Indonesia and English, ability to speak in the Local  Rote language is desirable

  • Experiences in producing high-quality written report in English 

  • Ability to adhere to deadlines

  • Authorization to work in Rote Ndao Island
