GIZ Indonesia for the Sustainability and Value Added in Agricultural Supply Chains in Indonesia (SASCI+) project: Senior Advisor (Samarinda, East Kalimantan based)

 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.

The global program “Sustainability and Value Added in Agricultural Supply Chains” and the Global “Fund to Promote Innovations in Agriculture and Nutrition” (i4Ag) are part of the special initiative “Transformation of Agricultural and Food Systems”. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the programs promote sustainability of selected agricultural supply chains in partner countries.

The project “Sustainability and Value Added in Agricultural Supply Chains in Indonesia” (SASCI+) addresses these challenges in the natural rubber, palm oil, cocoa, and coffee supply chains in selected provinces and districts of Indonesia. SASCI+ follows a jurisdictional approach to align relevant stakeholders on shared objectives for sustainable production as a means for long-term market access and security of supply.

With additional resources from the Swiss State Secretariat for Economic Affairs (SECO) through the Sustainable Landscape Program Indonesia (SLPI), SASCI+ supports the Sustainable Landscape Initiative in Kutai Timur, East Kalimantan (Sustain Kutim). Building on sustainability progress made in East Kutai District, Sustain Kutim aims to facilitate the sustainability transformation of palm oil and rubber production in the district. GIZ’s contribution to Sustain Kutim is planned for three years and comprises the following outputs:

  • Foundational elements: Kutai Timur District Government manages a functioning multi-stakeholder platform, representing the interests of local communities, smallholders, workers, and businesses, financiers, and civil society organizations active in the supply chains of palm oil and natural rubber.
  • Tenurial and operational legalities:  The strengthened tenurial and operational legalities of local communities and smallholders improve business certainty for primary producers and incentivize sustainable land use in the priority sub-districts.
  • Sustainable production: Smallholders and companies in the priority sub-districts implement sustainable practices.

GIZ is recruiting a Senior Advisor to lead the SASCI+ team in East Kalimantan and manage GIZ’s contribution to Sustain Kutim 

To support implementation of the project, we seek one (1) motivated and qualified Indonesian candidate for: 

Senior Advisor (Samarinda, East Kalimantan based)

  

A.    Responsibilities

·         Lead the strategic and operational planning of activities in East Kalimantan
·         Supervise a team of national and international short and long-term experts
·         Manage the cooperation with partners in Sustain Kutim as well as relevant stakeholders in East Kalimantan and ensure overall coordination of the initiative
·         Supervise and coordinate the implementation of activities in East Kalimantan according to operational and financial plans 

B.    Tasks

  1. Leadership and team management
·         Disciplinary management of project staff in Samarinda and field offices in East Kutai
·         Establish a positive working atmosphere and team spirit
·         Organize the division of task and collaboration in the team to achieve project objectives
·         Oversee performance of team members and achievement of the contributions of the team to the overall project
·         Guide team members on technical issues and project management to fulfilling their tasks effectively and efficiently
·         Conduct annual staff talks and promote staff development in the team
·         Recruit staff where required in close cooperation with management and HR
 
  1. Project Management and Coordination
·         Strategic, operational and financial planning of project activities in East Kalimantan, in close cooperation with the SASCI+ project management, the team and partners
·         Design project activities like service contracts, events and other capacity development measures
·         Commission and supervise the work of national and international service providers, grantees and consultants in line with GIZ rules and regulations
·         Follow up on project targets and milestones with team members and partners to monitor the achievement of project objectives
·         Supervise the monitoring of activities and indicators and the contribution of information for reporting, knowledge sharing and communication
·         Monitor budget plans, report to the management and ensure financial targets are met
·         Coordinate activities under the private sector contributions to Sustain Kutim with GIZ colleagues in Germany
·         Contribute to strategic planning of SASCI+ and to concept development for project acquisition
 
  1. Partnership management and engagement
·         Engage partners on the provincial level in project planning and implementation, clarify the commission and ensure alignment with government partners
·         Engage stakeholders from government, civil society and the private sector in jurisdictional multi-stakeholder initiatives
·         Facilitate successful cooperation and coordination between and support by relevant government agencies at national, provincial, and district levels
·         Cooperate and maintain regular contact with relevant parties from government, civil society, research institutes, private sector and international agencies
·         Participate in and contribute to relevant processes, fora, events and meetings on the national and sub-national level
·         Participate in the planning and implementation of study tours, visiting delegations, exchange visits, missions from GIZ and German government institutions, and other official events
 
  1. Knowledge and advisory services
·         Provide technical and institutional knowledge to support strategic planning of the project in East Kalimantan
·         Observe relevant developments and initiatives on sustainable agricultural supply chains and sustainable forest management in the province
·         Assess the capacities and needs of partners to be considered in project planning and the design of activities
·         Advise local partners on sustainability in agricultural supply chains, sustainable forest management, international markets, and value addition, focusing on the natural rubber and palm oil supply chains including policy development
·         Support the project and partners in the design and implementation of concepts for sustainable supply chains and public private partnerships
·         Regularly collect internal and external information relevant to the project and build knowledge to be shared in the team and the wider SASCI+ project
·         Provide professional inputs to trainings, workshops, seminars, and other events implemented by the project or partners in East Kalimantan
·         Contribute to the development of materials for capacity development - including guidelines, partnership agreements, training manuals, and procedures
 
  1. Other task:
·         Conduct business travel on the local, national or international level as required
·         Perform other duties and tasks at the request of Principal Advisor and/or GIZ management
 

C.    Required qualifications, competences and experience

·         Preferably a master’s degree in agricultural or business economics, natural resource management, forestry or a related field, preferably with a focus on sustainable agricultural commodities, forest management, and / or multi-stakeholder initiatives
·         A minimum of 10 years of professional experience, of which at least 3 years in a comparable position
·         At least 5 years of experience in a leadership role, managing staff, external consultants and grantees
·         At least 5 years of experience in project management related to agricultural supply chains and/or sustainable forest management
·         At least 5 years of experience in providing advisory services on sustainability in agricultural supply chains to government agencies, private sector associations and development agencies
·         Sound knowledge of policies and regulations related to agricultural commodities, sustainable forest management, land use planning and climate change in the land sector in Indonesia and East Kalimantan Province
·         Proven experience working in or in close cooperation with government agencies, ideally related to the Ministry of Development Planning, the Ministry of Agriculture and / or the Ministry of Environment and Forestry, preferably in East Kalimantan
·         Experience in working on a landscape or jurisdictional approach, High Conservation Value and High Carbon Stock Approach, sustainability certification and traceability desirable
 

 

          Other knowledge, additional competences

·         Strong network of related institutions in East Kalimantan and/or East Kutai preferred
·         Experience in engaging and coordinating stakeholders from different institutional backgrounds in multi-stakeholder initiatives
·         Ability to communicate complex topics to be understood by a broad audience
·         A team collaborator with a win-win attitude, self-responsible and comfortable with low-hierarchies
·         Pro-active attitude, flexibility and intercultural competence
·         Fluency in written and spoken English and Indonesian
