Papua Programme Office (Enterprise Development Programme)

Enterprise Development Programme

Oxfam GB is an international NGO working in over 70 countries and has worked for over 50 years in Indonesia. Oxfam GB now focuses its efforts on empowering women, building the resilience of those living in poverty to shocks and disasters (including responding to emergencies), and improving the effectiveness and accountability of governance for those living in poverty and especially women.

Oxfam GB is seeking experienced and highly motivated individuals to fill several national positions based in Papua to work on the Enterprise Development Programme.

Programme Manager
One (1) position

To coordinate and support the work of all program officers and advisory inputs. The program manager will be responsible for the overall implementation of the agreed EDP Plan within the agreed timeframes and budget. The Program manager will also be responsible for developing one enterprise project in Jayapura. She or he will be line managed by the Area Programme Manager.

Qualifications:

• Significant program management experience in community or economic including small business development;
• Strong community development skills and previous experience with ethical business development and or management;
• Experience in working in Papua is desirable;
• Experience and skill in building staff capacities to assess, design, plan and manage projects is essential;
• Good people management skills and able to motivate and manage a team of program officers working remotely;
• Analytical skills with ability to honestly assess, evaluate and draw up plans for action to improve the program;
• Ability to take and analyse information from different parts of the program into well written progress reports;
• Strong interpersonal skills and the ability to work sensitively with people from various cultural and social background;
• Effective writing and effective verbal communication skills in Bahasa Indonesia, with skills in English is an advantage.

Programme Officers
Three (3) positions to be based in Nabire, Jayawijaya and Paniai

The job will involve working with and building the capacity of implementing partners to design, implement and manage up to two business enterprises. This Programme Officer position will be a field based position and located in the area of enterprise development. The officer will work from a partner office.

Qualifications:
• Experience in community development and or ethical or social business activities;
• Good Knowledge on rural economic development;
• Experience in working in participatory ways essential; Experience with set up a business entity;
• Disciplined and systematic in planning and attention to detail;
• Good coaching and team building skills;
• Flexible and resourceful;
• Good communication and influencing skills;
• Strong analytical and planning skills;
• Experience of working at community level in relevant areas such as women’s empowerment, advocacy, community development, business development such as eco-tourism.

Finance Officer
One (1) Position

Under the supervision of the Area Finance Manager, the Finance Officer will oversee the finance function related to the implementation of the Enterprise Development Programme in the program area.

Qualifications:
• High level of initiative and shows evidence of high level of management skills; planning, budgeting, monitoring/ evaluation and reporting
• Excellent capacity building skill;
• Good verbal and written communication both in English and Bahasa Indonesia. Proficient in using Microsoft Excel

Logistic/ Administration Assistant
One (1) Position

The purpose of this role is to perform a varied range of tasks to deliver an efficient cost-effective and quality administration service, including procurement and logistic administration.

Qualifications:
• Good attention to detail;
• Good ability to plan and anticipate;
• Good time management and able to work in efficient and effective manner
• Able to demonstrates adaptability and flexibility in all aspects of working;
• Computer literacy and experience with software under Windows system and familiar with e-mail and internet system;
• Ability to communicate well with others (other departments, other field sites, external stakeholders).

Guard
One (1) Position

The Guard ensures the safety and security of Oxfam property and staff at assigned facilities and ensures proper screening of visitors to Oxfam facilities.

Qualifications:
• Physically fit;
• Sufficient written and spoken Bahasa;
• Flexibility and willingness to work long hours.
