IFRC consultancy to develop a Shelter Cluster Coordination (SCC) Handbook

 Terms of Reference

Development of Handbook for the Shelter Cluster Field Coordination

1. Summary

1.1 Purpose: To develop a Shelter Cluster Coordination (SCC) Handbook which assists in achieving effective coordination among Shelter Cluster actors and contribute to the overall Global Shelter Cluster goal of improving the predictability, timeliness, and effectiveness of a comprehensive shelter response to humanitarian crises.
1.2 Audience: Shelter Cluster Coordinator and other Shelter Cluster team members, partner organizations, institutions, and individuals.
1.3 Commissioners: This evaluation is being commissioned by IFRC as Global Shelter Cluster Lead for natural disasters.
1.4 Reports to: Jyri Rantanen, Global Focal Point for Coordination, Shelter Cluster.
1.5 Duration: (up to) 42 days
1.6 Timeframe: from 16 May 2011 till 1 July 2011
1.7 Location: Primarily home based, possible travel to be agreed separately.

2. Background
The International Federation of the Red Cross Red Crescent Societies (IFRC), with its global leadership role in emergency shelter has as one of its key objectives the enhancement of preparedness and operational capacity in emergency shelter at the global level.

In order to meet its commitment as lead of the Emergency Shelter Cluster for natural disasters, IFRC strives to ensure that the emergency shelter sector has the appropriate in-country coordination and support in the wake of disasters requiring external assistance. The availability and access to relevant tools and guidelines allowing the Shelter Cluster Coordination Teams to provide value-adding shelter coordination services to key stakeholders is an important component in meeting this commitment.

3. Purpose and Scope of the Handbook
The purpose of the consultancy is to create a Shelter Cluster Coordination handbook that disseminates and promotes standard operating procedures and best practices for the International Federation's Shelter Coordination Team (SCT) for cluster coordination in the field and to support the administrative, logistical and organizational activities of the team.

The handbook should provide guidance to SCC in preparation for and during deployment to the field.

The content and structure of the Handbook should be informed by the Terms of Reference for the
Shelter Cluster Coordinator, particularly as pertains to the coordination and collaborative aspects of the role, as well as by the information provided during the Shelter Cluster Coordinator training. References should be made to guiding IASC principles, shelter sector good practice, and lessons learned from previous SCC experience.

The basic SC coordination tools will eventually comprise the following three platforms:

1. Coordination Handbook that captures the core knowledge a SC coordinator must have covering management and coordination issues that do not change rapidly over time.
2. Coordination Toolkit that will capture the latest versions of the SC coordination tools.
3. Wiki which will capture examples of practice, latest policy changes, and practical advice.

Only the development of the handbook will be included in this consultancy, the other platforms are being created in parallel.

4. Methodology
The methodology employed by the consultant in developing the handbook should include, but not be necessarily limited to:

1. Benchmarking with cluster coordination handbooks produced by other clusters, notably WASH and health, as well as with the Relief ERU Field Manual and other (generic/academic) literary material that provide useful ideas for appropriate framework and approach for the SCC Handbook. In addition, the Handbook should to a reasonable extent build on the existing Shelter Cluster Manual Draft and be informed by the Shelter Cluster Coordinator training curriculum.
2. Consulting SC reviews and the http://www.clustercoordination.org/ website for lessons learned and best practices and other material provided under "appendices".
3. Interviews with colleagues with first-hand experience in shelter and other cluster coordination.
4. Regular solicitation of feedback during the preparation process from the Global Focal Point (GFP) for Coordination, GFP for Information Management, the SCT Sr. Officer, and the IFRC Asia-Pacific Shelter delegate for coordination.

5. Deliverables
A soft copy of the Handbook of approximately 150 pages plus annexes in English with the following broad structure :

1. Organization and role of the Shelter Cluster at country level
2. Shelter cluster service
a. Cluster coordination
b. Information Management
c. Technical support
d. Other
3. Shelter Cluster Team & Human Resources
4. Assessing shelter & NFI needs
5. Monitoring
6. Cluster strategy and plans
7. Advocacy and Resource Mobilization
8. Guiding principles and standards
9. Handover of the Shelter Cluster
10. Annexes

6. Proposed Timeline (or Schedule)
The development of the manual will take place over a period of 42 days between 16 May and 1 July 2011. A first draft copy should be made available for IFRC Shelter and Settlement Department by 17 July for comments. A soft copy of the final version manual must have been submitted, reviewed and accepted by the Shelter and Settlements Department and all financial transactions must have taken place before the end of this period.

7. Consultant
The preparation of the Handbook will be carried out by an external independent consultant. Support will be provided to the consultant by the Global Focal Point (GFP) for Coordination, GFP for Information Management, the SCT Sr. Officer, and the IFRC Asia-Pacific Shelter delegate for coordination.

Experience:

• Experience of working for a humanitarian aid organization in disaster management in developing countries.
• Comprehensive knowledge of the Humanitarian Reform and Cluster process with first-hand experience of shelter cluster work, e.g. as team member or evaluator.

Skills:
• Good understanding of RC values, procedures and existing tools and guidelines for post-disaster interventions
• Proven analytical skills.
• Previous experience in documenting experiences and distilling them into processes and tools
• Ability to manage and coordinate processes and large amounts of information
• Excellent writing skills in English
