The ASEAN Foundation is an inter-governmental, non-profit organisation, established by the ten ASEAN Member States (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, The Philippines, Singapore, Thailand, and Viet Nam) with the mandates to promote greater awareness of ASEAN among the general public and help address poverty and socio-economic disparity issues in the region.The ASEAN Foundation implements the Communication and Information Systems for the Control of the Avian Influenza (CISCAI) Project, which aims to research, develop, field test, and deploy sustainable communication and information systems that will support the national efforts to control the spread of the Avian Influenza among animals and humans in ASEAN Member Countries.The CISCAI Project started in January 2008 with a Project Coordination Unit based at the ASEAN Foundation, Jakarta, Indonesia. To date, the Project has developed software technologies for the control of Avian Influenza, including:
1). Integrated Web Geographical Information System (GIS) based on Free and Open Source Software (FOSS);
2). Volunteer Management System; and
3). Mobile Information and Reporting System.Currently the CISCAI Project is aiming to expand the coverage of activities not only on the Avian Influenza monitoring and surveillance systems but as well as the other Emerging Infectious Diseases (EID) and Natural Disaster Management Systems (NDMS).
The expansion plan will use the existing technologies that have been developed under the CISCAI Project in Viet Nam, Lao PDR, and Indonesia based on the FOSS.To support the expansion of activities under the CISCAI Project, therefore, the ASEAN Foundation now invites application from Indonesian Citizens and ASEAN Nationals with permanent resident status in Indonesia to apply for the following position:
JUNIOR WEB PROGRAMMER The CISCAI Web GIS, Mobile Reporting System, and SMS Gateway which have been developed by the CISCAI Team and implemented in Lao PDR and Viet Nam and enhanced in Indonesia (Bantul District) are at the stage of enhancing and transforming the systems into other area than Avian Influenza, such as: Disaster Management Systems (DMS), e-Learning, other emerging infectious diseases, and education. A Junior Web Programmer is therefore sought to analyse, conceptualise, design, and explore the systems to other sectors using the free and open source software. The CISCAI Project requires a technical qualified Junior Web Programmer who will assist and collaborate closely with the Project Systems Administrator to enhance the said systems to the emerging infectious diseases (EID) and disaster management systems (DMS).

The CISCAI Project Systems Administrator will oversee and guide the Junior Web Programmer in the implementation and delivery of the required tasks.
Terms of ReferenceReporting to the Head of Programs or his/her designate and under the daily direct supervision of the CISCAI Project Systems Administrator, the Junior Web Programmer will absorb the current developed systems and will further develop, enhance, and maintain it. As the member of the CISCAI Project software team, the Junior Web Programmer shall work closely with the software engineer in Viet Nam, Lao PDR, and Indonesia.

Duties and Responsibilities
The Junior Web Programmer shall conduct the day-to-day maintenance of the CISCAI collaboration GIS websites and mirror GIS website of its stakeholder. He/she shall manage to absorb and explore the new technologies to leverage it to other sectors not only Avian Influenza. He/she shall work with clients and team members to modify, adapt, and localise the CISCAI Communication & Information Systems to meet with the user requirements and needs.This support will include but not be limited to:
Collaborates closely with the CISCAI Project Systems Administrator to conceptualise, design, and explore information systems to leverage the outputs of CISCAI Project to other sectors using the free and open source software.Manages the project mirror web GIS site, including server configuration, database, and maintenance.
Manages the mobile reporting systems based on j2me application as well as SMS-based, including server configuration, database, and maintenance.
Develops and enhances Web GIS and Web Database Applications using latest technologies.
Implements and maintains technical requirements of web systems: server infrastructure, HTML markup, URL structure, coding of web applications and database, and implementation of databases that work as back-end for the web.
Collaborates closely with CISCAI stakeholders to ensure CISCAI mirroring website regularly updated and accessed online in a timely manner.
Liaises with CISCAI stakeholders to secure valuable feedback for use in improving web GIS application and other web services.
Collaborates closely with the CISCAI Project Systems Administrator to document all the software development process and related material as well as the hardware installation and configuration.
Assists the CISCAI Project System Administrator to deliver training of the developed systems to the stakeholders.Any other tasks as directed by the CISCAI Project Systems Administrator.
Qualifications/ExperienceBachelor’s degree or Diploma in Information Technology, Computer Science, or related disciplines.
Two to four years of progressive working experience in software development, website, and web application development.
Must have the professional knowledge of tools and technologies in website development, web database, and web applications.
Knowledge on web applications that integrates with the GIS database is preferable.
Must have practical and theoretical knowledge of Joomla Framework, Open Layers, Map Server, GIS basic, JavaScript and J2ME, PHP, My SQL Server and VB.
Must have a solid knowledge base in Internet Technologies and Object Oriented Programming.
Excellent communications skills (both written and verbal) in English.Experience in project management, product development, or managing client relationships.
Eager to learn new technologies, independent, and quick learner.
Familiar and supporter to open source software technologies.
Good inter-personal skills and able to collaborate with multi-national working environment.
ConditionsSuccessful candidate shall be offered the post with immediate joining date until 31 December 2011.
Remuneration
Successful candidate shall be offered a starting monthly all-inclusive remuneration of IDR 6 million, depending on qualifications. No other benefits will apply.
