Consulting opportunity for Strengthening ASEAN Mechanisms for Reducing Emission for Deforestation and Forest Degradation (REDD-plus)

The ASEAN Secretariat and Australia, through the AADCP II, invites applications for a medium-term (8 person months) consultancy for the above-referenced study.
Needs and Objectives The overall goal of the project is to enhance ASEAN’s ability to coordinate efforts for REDD-plus at the regional and international levels to address the issue of climate change and its impact in ASEAN Member States. In particular, it intends to:
· Promote the utilisation of the ASEAN strategy and common positions on REDD-plus in the international arena, and,
· Develop and promote the application of guidelines for measuring and reporting emissions and removals, forest carbon stocks and area changes and establishing RELas key entry requirements for REDD-plus programs in ASEAN Member States.
Taking into consideration the different levels of engagement, policy development and technical capability amongst the ASEAN Member States, it is also expected to strengthen ASEAN cooperation and contribute to the pool of knowledge regarding REDD-plus methodological requirements. These are necessary for the establishment of an accountable and transparent monitoring mechanism at the national and regional levels.
This consulting opportunity will support the achievement of the aforementioned project objectives. The consultant will work with the ASEAN Member States and provide guidance in addressing methodological issues as key entry requirements for REDD-plus and its subsequent implementation. This includes providing technical leadership in designing feasible, scalable and cost-effective MRV and REL guidelines under ASEAN Member States conditions.
Qualifications
In its proposal the bidder should demonstrate that it meets the following qualifications:
§ Postgraduatedegree in Forestry, Environmental Science, Natural Resource Management, Agriculture, Geospatial Analysis, climate change related fields or other relevant international development field;
§ Good knowledge and extensive experience on climate change and forestry related issues with a minimum six (6) years high-level experience especially with regard to deforestation and forest degradation data collection/monitoring, forest carbon assessment, land use and land use change monitoring, UNFCC and other MRV standards and guidelines;
§ Proven experience in integrating MRV and REL methodologies into policy planning and capacity building;
§ Proven track record in research, survey, activity design and delivering technical assistance, including effective capacity-building, related to forestry and climate change;
§ Understanding of international and regional issues, and knowledge of climate change negotiation in particular on REDD-plus;
§ Familiarity with REDD-plus financing concerns and schemes;
§ High-level interpersonal, negotiation and communication skills, including experience in cross-cultural environment and international settings;
§ Proven experience in dealing with senior government officials, parliamentarians and other identified stakeholders;
§ Proven ability for accuracy under pressure and adherence to deadlines;

Chief of Party, ASEAN-US Technical Assistance & Training Facility
Nathan Associates, an economic development consulting firm, based in Arlington, Virginia seeks experienced and qualified Chief of Party candidates for an on-going, USAID-funded project in Jakarta, Indonesia.
Project Overview
Established in 2004, the ASEAN-US Technical Assistance and Training Facility is the centerpiece of the ASEAN Development Vision to Advance National Cooperation and Economic Integration (ADVANCE) program. ADVANCE is the main vehicle of U.S. assistance for ASEAN. The Facility, based in the ASEAN Secretariat in Jakarta, assists ASEAN member states and the ASEAN Secretariat in improving the capacity of the Secretariat while supporting activities in the ASEAN Political-Security Community, the ASEAN Economic Community, and the ASEAN Socio-Cultural Community pillars. The Facility supports ASEAN on issues related to trade facilitation, standards, disaster management, human rights, migrant labor, education, public relations, and the development of the ASEAN Secretariat.
The Facility currently has a staff of seven full-time technical specialists supported by a logistics and administrative staff of nine. The Facility heavily utilizes sub-contractors in implementing its programs. The project is currently scheduled to end in March of 2013.
General Role and Responsibilities
The Chief of Party (COP) will be responsible for the successful implementation of project activities conducted by Nathan Associates and subcontractors to achieve the results outlined in the contract. The COP will oversee the management of full-time expatriate and local staff; oversee short-term technical assistance inputs provided by technical experts; and serve as the regional project’s primary point of contact for the Regional USAID mission in Bangkok (RDMA) to which the project reports. Under RDMA’s direction the COP will also serve as needed as the project’s primary point of contact for the U.S. Ambassador to ASEAN and his team in Jakarta, ASEAN Secretariat officials, and other donor organizations. Further, the COP will oversee and ensure quality control over the annual work plan, performance management plan, project budget, reports to USAID and other stakeholders, and all other deliverables.
Requirements
Postgraduate degree in a field relevant to international development such as economics, law, international affairs, business or project management;
Fifteen or more years of experience with at least five years of progressively responsible project management experience on USG-funded projects or programs;
Technical experience in a topic relevant to international development and, more specifically, the project’s focuses under the three ASEAN Communities: Political Social, Economic, and Socio-Cultural;
Experience in effectively managing and supervising a diverse team of employees;

The ASEAN Economic Community (AEC) vision is to transform ASEAN into a single market and production base that is highly competitive and fully integrated into the global community by 2015. The Government of Australia, through the ASEAN Australia Development Cooperation Program Phase II (AADCPII), is working closely with ASEAN to support the achievement of the AEC goals.
The ASEAN Secretariat is inviting expressions of interest from contractors to provide short term/ intermittent support services to the AADCPII program in the development of project proposals to support the implementation of the Economic Community. The AADCPII program is currently developing future year work programs under a number of specific focus areas. Assistance is required in translating activity concepts into fully developed project proposals.

Trust Fund/Accounts Officer
Duties and Responsibilities:
The Trust Fund/Accounts Officer’s duties will cover, but are not limited to, the following:

CONSULTING OPPORTUNITY FOR
Strengthening the ASEAN Secretariat Project Management Framework (Phase 1)
The ASEAN Secretariat and Australia, through the AADCP II, invites applications for a short-term (3
month) consultancy for the above-referenced project.
I. Background
The Roadmap for an ASEAN Community 2009-2015 was adopted on 1 March 2009 and comprises the
ASEAN Political-Security Community Blueprint, the ASEAN Economic Community Blueprint, the ASEAN
Socio-Cultural Community Blueprint and the Initiative for ASEAN Integration (IAI) Work Plan 2 (2009-
2015). Numerous ASEAN cooperation programmes and projects have been undertaken or are underway
to support the achievement of the goals and objectives in the three blueprints and the IAI Work Plan 2.
ASEAN currently has over 20 multi-sectoral cooperation programmes with its Dialogue Partners and
Germany as well as over 300 projects that have been completed, are on-going or are pending. The
ASEAN Secretariat (ASEC) supports the implementation of these ASEAN cooperation programs, and
ensures that their outcomes contribute towards the achievement of the goals and objectives. In doing so,
ASEC works closely with the Committee of Permanent Representatives (CPR) of the 10 ASEAN Member
States (AMSs) and ASEAN Sectoral Bodies.
To facilitate program and project management in ASEC, tools in the form of guidelines, manuals and a
manually operated database have been developed and implemented. ASEC also have been using a
system that allows ASEC and AMS to collect and analyse basic project information. The systems and
tools are overseen by the Strategic Planning and Coordination Division (SPCD) of ASEC, which is
assigned to administer the multi-sectoral programmes and is responsible for overall project management
in ASEC.
With the increasing demand placed on ASEC for better management of its programs and effective service
delivery, there is a need to strengthen ASEC’s capacity in program and project management. Specifically,
ASEC needs to :
- Increase ownership of programs and projects among key stakeholders;
- Improve quality of programs and project proposals to speed up implementation of ASEAN
blueprints;
- Improve program and project management through regular monitoring and the use of its results
for decision making;
- Optimise resource mobilisation and allocation to maximise use of aid and technical assistance
from Dialogue Partners/ donors;
- Increase accountability and transparency to AMS through the CPR, Dialogue Partners and
donors.
The first step of the capacity strengthening effort is the establishment of an operational project
management framework. This activity will comprise three phases:
• Phase One will focus on building support at all levels for a good project management framework
and practices; analysing the existing framework and practices in ASEC, assessing institutional
roles and responsibilities, and identifying needs. This assessment will result in a recommended
design for a strengthened project management framework.
• Phase Two will establish an integrated project management system for ASEC projects and
programmes as part of the improved project management framework. This will involve:
agreement on institutional roles and responsibilities, agreement on an improved project
management processes, and development of a fully functional electronic project management
system.
• Phase Three will prepare detailed program and project management guidelines to regulate the
use of the electronic project management system. This phase will also design and implement a
training programme on program and project management for ASEC officials to support the use of
the system. Phase Three will be initiated in parallel with Phase Two.
This TOR covers the first phase of the process. The second and third phases will be initiated following
endorsement by ASEC and CPR of the design recommended in the first phase and will be tendered
separately.
II. Needs and Objectives
The goal of the project is to design a project management framework that promotes ownership and
participation of the various ASEC divisions and levels as well as relevant key stakeholders in program
and project planning, implementation, monitoring and evaluation. The project management framework
will:
1. Increase understanding of program and project cycle management among ASEC staff and key
stakeholders;
2. Clarify roles and responsibilities of ASEC officers at all working levels, specific ASEC divisions,
Dialogue Partners, AMS/CPR as well as other relevant key stakeholders in ASEC program and
project cycle management;
3. Improve quality and control of program and projects through standardized processes and tools;
4. Ensure that program and project information are available to stakeholders according to their
respective needs in a timely manner;
5. Ensure regular monitoring and evaluation of programs and projects, and the use of its results for
decision making;
6. Serve as key material for the subsequent development of an electronic project management
system.
III. Outputs / Deliverables
The output of the project will be a final report that describes the existing program and project
management practice, gaps and needs, and recommendations and implementation plan for an improved
project management framework. The main contents of the report will be:
I. NEEDS ASSESSMENT
1. Identification of ASEC’s existing program and project management practices that includes: a)
availability of a formal project management framework and its specific objectives; b) roles and
responsibilities; c) mechanisms, processes, procedures, tools including report, proposal formats
and guidelines in use; d) utilization of the mechanisms, processes, and tools; compliance to
procedures and guidelines, and outputs produced; e) use of the existing electronic project
management system.
2. Identification of stakeholders’ needs in relation to program and project management, specifically
the CPR, AMS, SPCD, sectoral divisions, ASEC officers at all levels, as well as relevant
stakeholders;
3. Analysis of the existing framework’s effectiveness, which should explore: a) the relationship
between the existing framework and overall ASEC objectives; and b) the more detailed
relationship between the framework and actual ASEC project management practice. The analysis
should clearly identify and priorities needs and gaps within the existing project management
framework.
II. RECOMMENDATIONS
1. A recommended design for an improved project management framework that:
a. Clearly states its overall objectives and benefits;
b. Specifies roles and responsibilities of key stakeholders and ASEC staff at all levels on
program and project management;
c. Describes overall program and project management processes and mechanisms, and
illustrates detailed processes and procedures for each group of key stakeholders and ASEC
staff, with clear identification of data inputs and outputs within each process or sub-process.
The processes and procedures should incorporate existing processes and procedures
wherever appropriate. It should therefore provide an appropriate level of consistency of
approach across all ASEC programs and projects, ensure adequate control over ASEC
programs and projects, and provide an appropriate level of reporting;
d. Identifies the necessary tools to operations the processes and procedures. The tools
should support processes within all stages of program and project management, from
planning, implementation, monitoring and evaluation, to the utilization of feedback and
lessons learned by the relevant staff and stakeholders.
e. Is modular and adaptable; structured and communicated in a way that can be directly
translated into requirements for a robust electronic project management system. The
recommendations should give a clear picture of the electronic system’s scope, key
components and design features, information inputs and outputs within each process in the
system, and resource requirements.
2. A detailed implementation plan and cost estimates to put the framework in place and to build
capacities of key stakeholders. The implementation plan should be divided into phases and/or
available as options to adapt to commitments and resource availability.
The final report should roughly follow this outline:
1. Executive Summary
2. Background, describing the background of the project, results expected, approach and
methodology, activities that had taken place, and issues faced in the implementation of activities
3. Needs assessment
4. Proposed design for ASEC program/project management framework
5. Implementation plan and cost estimates
6. Annexes
IV. Tasks/Activities
The following activities will need to be undertaken to achieve the outcomes and outputs presented above.
The bidder should provide details on its approach to each activity in its bid and is free to recommend
additional activities. These will be expanded as part of the contracting and project inception processes.
1. Initial consultations with key stakeholders—CPR, AMS, National Secretariats, SPCD, ASEC
Senior Management, Dialogue Partners, desk officers in sectoral divisions— to build a shared
vision around the overall objectives, requirements, outputs and roles in a Project Management
Framework. Shared vision and commitment from the key stakeholders are crucial to the project’s
success.
2. Initial consultation with an internal working group -coordinated and assembled by SPCD- to
collect information on the existing project management framework, roles and responsibilities,
processes and procedures in use and identification of key issues and problems. The purpose of
these consultations is to gather necessary information to structure the overall approach to the
project.
3. Presentation and submission of an Inception Report that lays out: an overall approach to the
project, activities to be undertaken and their sequencing, outputs and deliverables, staffing and
management plans and a budget. Subsequent consultations can be held as necessary to finalise
the inception report.
4. Upon endorsement of inception report, identification and analysis of the current project
management framework and practices, followed by assessment of issues and problems
associated with the current framework, and needs assessment of the key stakeholders, ASEC
Staff and divisions. Specific activities to be undertaken to achieve the objectives of this stage will
be determined during the inception stage but should include review of existing guidelines,
processes and procedures; critical analysis of current outputs and assessment of their use and
identification of the needs of all stakeholders. Key to this will be consultations with stakeholders.
These may involve: a) large seminars/workshops; b) smaller focus group discussions, c) surveys;
and d) one-on-one consultations with selected stakeholders. The purpose of these consultations
will be to both build overall support for a strengthened project management framework and to
identify particular needs. Consultations will be held with, among others:
• CPR Working Group;
• The ASEAN Secretary-General and Deputy Secretarys-General;
• ISO Working Group or the similar working group assigned to discuss and address the
project;
• SPCD;
• Other functional units such as the Finance and Budget Division, IT and External Relations
Divisions;
• Sectoral divisions;
• Selected Dialogue Partners, in particular their programme facilities.
Consultations will be held at various points during the course of the process. The key points of
consultations will include consultations at the stage of project inception and after the Inception
Report is produced; during the needs assessment process and after the identification of key
issues and problems; during the development of the recommended design of the project
management system and prior to the finalization of the Final Report.
5. Assessment of international best practices on project management systems. This will involve a
literature review on existing systems used by regional/international organizations similar to ASEC.
6. Presentation and submission of a draft needs assessment report. Subsequent consultations can
be held as necessary to finalize the needs assessment report.
7. Upon endorsement of the needs assessment report, development of recommendations on how to
improve program and project management tools, processes, guidelines and mechanisms in
ASEC; and an initial design of a strengthened project management system. This should respond
to the needs determined earlier and a reference to the existing system.
8. Consultations with relevant stakeholders on the draft recommendations.
9. Submission and finalisation of final report. Content of the final report is described in the Outputs
section above.
V. Reporting
As part of project deliverables, the consultant will produce three reports. Details on the reports can be
found in the Outputs and Activities section above.
• Inception;
• Needs Assessment;
• Final report.
All reports will be submitted in draft format to the project manager.
As part of project monitoring, the consultant will also provide bi-weekly summations of activities
undertaken and issues that have arisen. These will be submitted to the project manager via email.
Financial reports will be submitted at invoicing in line with a payment schedule to be specified in the
consulting agreement.
VI. Management
This project will be managed by the Strategic Planning and Coordination Division (SPCD) of ASEC. As
the project manager, the SPCD will :
- Act as ASEC key focal point for the project;
- Establish the ASEC internal working group for the needs assessment and the development of
recommendations;
- Oversee project implementation, monitor progress and address issues for project outputs;
- Arrange for consultation meetings between the consultant and relevant stakeholders. Tasks for
logistical and administrative preparation for meetings will be divided between the consultant and
SPCD, as appropriate;
- Coordinate with stakeholders, including CPR and ASEC Senior Management for the
endorsement of outputs/ deliverables;
- Following the project completion, manage the implementation of the endorsed recommendations
and implementation plan
The AADCPII Program Planning and Monitoring Support Unit (PPMSU) will provide technical support to
SPCD for the implementation of this project, as required.
VII. Scope of Services
The study will be undertaken over a continuous period of three months with approximately six person
months of professional services.
VIII. Qualifications
The bidder must demonstrate the following qualifications:
• At least ten years of professional experience in the area of organizational development,
especially in dealing with a wide spectrum of institutional strengthening issues in the context of
international/regional organizations or governmental agencies;
• Programme and project management skills, including in formulation/design, appraisal,
management and reporting on project and programme activities;
• Demonstrable experience in working with and developing project management systems, which
include monitoring and evaluation systems, for international agencies, development institutions or
the public sector;
• Knowledge of the ASEC institutional framework will be an advantage;
• Demonstrable experience in breaking down and communicating complex concepts to a range of
stakeholders in multi-cultural settings.
IX. Bidding
Interested consulting firms are invited to submit a proposal in response to this Terms of Reference. This
proposal should be in two parts: technical and financial.
The technical component should present the following information:
• A brief discussion indicating the bidder’s understanding of the needs of the study;
• A methodological discussion of how the bidder proposes to address those needs including
assessment of key issues, analytical strategies that will underlie the study and specific techniques to
be utilized;
• A detailed work plan that specifies activities to be undertaken, expected outputs, resources to be
utilized and timing;
• Management plan;
• A discussion on how measures to ensure the future sustainability of the outcomes of the project will
be addressed;
• CVs of all proposed experts;
• Brief discussion of firm’s past experience in undertaking similar work and brief summaries of all
projects undertaken.
The financial component should specify all direct and indirect costs including billing rates for experts,
workshops, etc

manually operated database have been developed and implemented. ASEC also have been using a
system that allows ASEC and AMS to collect and analyse basic project information. The systems and
tools are overseen by the Strategic Planning and Coordination Division (SPCD) of ASEC, which is
assigned to administer the multi-sectoral programmes and is responsible for overall project management
in ASEC.
With the increasing demand placed on ASEC for better management of its programs and effective service
delivery, there is a need to strengthen ASEC’s capacity in program and project management. Specifically,
ASEC needs to :
- Increase ownership of programs and projects among key stakeholders;
- Improve quality of programs and project proposals to speed up implementation of ASEAN
blueprints;
- Improve program and project management through regular monitoring and the use of its results
for decision making;
- Optimise resource mobilisation and allocation to maximise use of aid and technical assistance
from Dialogue Partners/ donors;
- Increase accountability and transparency to AMS through the CPR, Dialogue Partners and
donors.
The first step of the capacity strengthening effort is the establishment of an operational project
management framework. This activity will comprise three phases:
• Phase One will focus on building support at all levels for a good project management framework
and practices; analysing the existing framework and practices in ASEC, assessing institutional
roles and responsibilities, and identifying needs. This assessment will result in a recommended
design for a strengthened project management framework.
• Phase Two will establish an integrated project management system for ASEC projects and
programmes as part of the improved project management framework. This will involve:
agreement on institutional roles and responsibilities, agreement on an improved project
management processes, and development of a fully functional electronic project management
system.
• Phase Three will prepare detailed program and project management guidelines to regulate the
use of the electronic project management system. This phase will also design and implement a
training programme on program and project management for ASEC officials to support the use of
the system. Phase Three will be initiated in parallel with Phase Two.
This TOR covers the first phase of the process. The second and third phases will be initiated following
endorsement by ASEC and CPR of the design recommended in the first phase and will be tendered
separately.
II. Needs and Objectives
The goal of the project is to design a project management framework that promotes ownership and
participation of the various ASEC divisions and levels as well as relevant key stakeholders in program
and project planning, implementation, monitoring and evaluation. The project management framework
will:
1. Increase understanding of program and project cycle management among ASEC staff and key
stakeholders;
2. Clarify roles and responsibilities of ASEC officers at all working levels, specific ASEC divisions,
Dialogue Partners, AMS/CPR as well as other relevant key stakeholders in ASEC program and
project cycle management;
3. Improve quality and control of program and projects through standardized processes and tools;
4. Ensure that program and project information are available to stakeholders according to their
respective needs in a timely manner;
5. Ensure regular monitoring and evaluation of programs and projects, and the use of its results for
decision making;
6. Serve as key material for the subsequent development of an electronic project management
system.
III. Outputs / Deliverables
The output of the project will be a final report that describes the existing program and project
management practice, gaps and needs, and recommendations and implementation plan for an improved
project management framework. The main contents of the report will be:
I. NEEDS ASSESSMENT
1. Identification of ASEC’s existing program and project management practices that includes: a)
availability of a formal project management framework and its specific objectives; b) roles and
responsibilities; c) mechanisms, processes, procedures, tools including report, proposal formats
and guidelines in use; d) utilization of the mechanisms, processes, and tools; compliance to
procedures and guidelines, and outputs produced; e) use of the existing electronic project
management system.
2. Identification of stakeholders’ needs in relation to program and project management, specifically
the CPR, AMS, SPCD, sectoral divisions, ASEC officers at all levels, as well as relevant
stakeholders;
3. Analysis of the existing framework’s effectiveness, which should explore: a) the relationship
between the existing framework and overall ASEC objectives; and b) the more detailed
relationship between the framework and actual ASEC project management practice. The analysis
should clearly identify and priorities needs and gaps within the existing project management
framework.
II. RECOMMENDATIONS
1. A recommended design for an improved project management framework that:
a. Clearly states its overall objectives and benefits;
b. Specifies roles and responsibilities of key stakeholders and ASEC staff at all levels on
program and project management;
c. Describes overall program and project management processes and mechanisms, and
illustrates detailed processes and procedures for each group of key stakeholders and ASEC
staff, with clear identification of data inputs and outputs within each process or sub-process.
The processes and procedures should incorporate existing processes and procedures
wherever appropriate. It should therefore provide an appropriate level of consistency of
approach across all ASEC programs and projects, ensure adequate control over ASEC
programs and projects, and provide an appropriate level of reporting;
d. Identifies the necessary tools to operations the processes and procedures. The tools
should support processes within all stages of program and project management, from
planning, implementation, monitoring and evaluation, to the utilization of feedback and
lessons learned by the relevant staff and stakeholders.
e. Is modular and adaptable; structured and communicated in a way that can be directly
translated into requirements for a robust electronic project management system. The
recommendations should give a clear picture of the electronic system’s scope, key
components and design features, information inputs and outputs within each process in the
system, and resource requirements.
2. A detailed implementation plan and cost estimates to put the framework in place and to build
capacities of key stakeholders. The implementation plan should be divided into phases and/or
available as options to adapt to commitments and resource availability.
The final report should roughly follow this outline:
1. Executive Summary
2. Background, describing the background of the project, results expected, approach and
methodology, activities that had taken place, and issues faced in the implementation of activities
3. Needs assessment
4. Proposed design for ASEC program/project management framework
5. Implementation plan and cost estimates
6. Annexes
IV. Tasks/Activities
The following activities will need to be undertaken to achieve the outcomes and outputs presented above.
The bidder should provide details on its approach to each activity in its bid and is free to recommend
additional activities. These will be expanded as part of the contracting and project inception processes.
1. Initial consultations with key stakeholders—CPR, AMS, National Secretariats, SPCD, ASEC
Senior Management, Dialogue Partners, desk officers in sectoral divisions— to build a shared
vision around the overall objectives, requirements, outputs and roles in a Project Management
Framework. Shared vision and commitment from the key stakeholders are crucial to the project’s
success.
2. Initial consultation with an internal working group -coordinated and assembled by SPCD- to
collect information on the existing project management framework, roles and responsibilities,
processes and procedures in use and identification of key issues and problems. The purpose of
these consultations is to gather necessary information to structure the overall approach to the
project.
3. Presentation and submission of an Inception Report that lays out: an overall approach to the
project, activities to be undertaken and their sequencing, outputs and deliverables, staffing and
management plans and a budget. Subsequent consultations can be held as necessary to finalise
the inception report.
4. Upon endorsement of inception report, identification and analysis of the current project
management framework and practices, followed by assessment of issues and problems
associated with the current framework, and needs assessment of the key stakeholders, ASEC
Staff and divisions. Specific activities to be undertaken to achieve the objectives of this stage will
be determined during the inception stage but should include review of existing guidelines,
processes and procedures; critical analysis of current outputs and assessment of their use and
identification of the needs of all stakeholders. Key to this will be consultations with stakeholders.
These may involve: a) large seminars/workshops; b) smaller focus group discussions, c) surveys;
and d) one-on-one consultations with selected stakeholders. The purpose of these consultations
will be to both build overall support for a strengthened project management framework and to
identify particular needs. Consultations will be held with, among others:
• CPR Working Group;
• The ASEAN Secretary-General and Deputy Secretarys-General;
• ISO Working Group or the similar working group assigned to discuss and address the
project;
• SPCD;
• Other functional units such as the Finance and Budget Division, IT and External Relations
Divisions;
• Sectoral divisions;
• Selected Dialogue Partners, in particular their programme facilities.
Consultations will be held at various points during the course of the process. The key points of
consultations will include consultations at the stage of project inception and after the Inception
Report is produced; during the needs assessment process and after the identification of key
issues and problems; during the development of the recommended design of the project
management system and prior to the finalization of the Final Report.
5. Assessment of international best practices on project management systems. This will involve a
literature review on existing systems used by regional/international organizations similar to ASEC.
6. Presentation and submission of a draft needs assessment report. Subsequent consultations can
be held as necessary to finalize the needs assessment report.
7. Upon endorsement of the needs assessment report, development of recommendations on how to
improve program and project management tools, processes, guidelines and mechanisms in
ASEC; and an initial design of a strengthened project management system. This should respond
to the needs determined earlier and a reference to the existing system.
8. Consultations with relevant stakeholders on the draft recommendations.
9. Submission and finalisation of final report. Content of the final report is described in the Outputs
section above.
V. Reporting
As part of project deliverables, the consultant will produce three reports. Details on the reports can be
found in the Outputs and Activities section above.
• Inception;
• Needs Assessment;
• Final report.
All reports will be submitted in draft format to the project manager.
As part of project monitoring, the consultant will also provide bi-weekly summations of activities
undertaken and issues that have arisen. These will be submitted to the project manager via email.
Financial reports will be submitted at invoicing in line with a payment schedule to be specified in the
consulting agreement.
VI. Management
This project will be managed by the Strategic Planning and Coordination Division (SPCD) of ASEC. As
the project manager, the SPCD will :
- Act as ASEC key focal point for the project;
- Establish the ASEC internal working group for the needs assessment and the development of
recommendations;
- Oversee project implementation, monitor progress and address issues for project outputs;
- Arrange for consultation meetings between the consultant and relevant stakeholders. Tasks for
logistical and administrative preparation for meetings will be divided between the consultant and
SPCD, as appropriate;
- Coordinate with stakeholders, including CPR and ASEC Senior Management for the
endorsement of outputs/ deliverables;
- Following the project completion, manage the implementation of the endorsed recommendations
and implementation plan
The AADCPII Program Planning and Monitoring Support Unit (PPMSU) will provide technical support to
SPCD for the implementation of this project, as required.
VII. Scope of Services
The study will be undertaken over a continuous period of three months with approximately six person
months of professional services.
VIII. Qualifications
The bidder must demonstrate the following qualifications:
• At least ten years of professional experience in the area of organizational development,
especially in dealing with a wide spectrum of institutional strengthening issues in the context of
international/regional organizations or governmental agencies;
• Programme and project management skills, including in formulation/design, appraisal,
management and reporting on project and programme activities;
• Demonstrable experience in working with and developing project management systems, which
include monitoring and evaluation systems, for international agencies, development institutions or
the public sector;
• Knowledge of the ASEC institutional framework will be an advantage;
• Demonstrable experience in breaking down and communicating complex concepts to a range of
stakeholders in multi-cultural settings.

The ASEAN Economic Community (AEC) Blueprint vision is to transform ASEAN into a single market and production base that is highly competitive and fully integrated into the global community by 2015. The economic integration goals will include, among others, the elimination of tariffs, free movement of professionals, a streamlined customs clearance procedure, and enhanced infrastructure development.
In the implementation of the various economic agreements constituting the architecture of the AEC, ASEAN Member States are committed to the AEC Blueprint and are supported by the Government of Australia through the ASEAN-Australia Development Cooperation Program (AADCP) II. This position is supported by AADCP II.
The purpose of the AEC Department is to lead and manage the implementation of the AEC Blueprint. The AEC Department is divided into a) Market Integration Directorate, and b) Finance, Industry & Infrastructure Directorate. This position reports to the Strategic Planning and Coordination Division and will work closely with the Finance, Industry & Infrastructure Directorate and Market Integration Directorate.
In supporting the Strategic Planning and Coordination Division, the broad functions of this position will be to:

Give specific attention to ensuring that AEC implementation support projects suitable for AADCP II funding are identified, designed, appraised, approved and effectively managed.
Develop and maintain a database of AEC implementation support service providers (institutions, companies, consultants).
Assist in identifying the required resources to implement approved AEC implementation support projects, including support to tendering and contracting out of services where required.
Ensure quality assurance of the output/product of AEC implementation support projects.
Ensure results of AEC implementation support projects are appropriately documented, presented and disseminated to relevant ASEAN bodies.

The AEC Department is divided into a) Market Integration Directorate, and b) Finance, Industry & Infrastructure Directorate. This position reports to the Strategic Planning and Coordination Division and will work closely with the Finance, Industry & Infrastructure Directorate and Market Integration Directorate.
In supporting the Strategic Planning and Coordination Division, the broad functions of this position will be to:
1. Prepare strategic and operational work plans for ASEC’s AEC implementation support work, based on priorities of the AEC Blueprint and other sectoral work plans (and similar documents).
2. Ensure the effective and efficient identification, design, appraisal, approval and implementation of AEC implementation support ‘projects’, with a particular focus on those eligible for AADCP II funding.
3. Provide professional support, training and coaching to ASEC staff in identification, design, appraisal, approval and implementation of AEC implementation support ‘projects’.
4. Ensure effective coordination and collaboration with key ASEAN bodies, ASEC Finance, Industry & Infrastructure Directorate and Market Integration Directorate and other stakeholders including dialogue partners
5. Ensure effective information dissemination, communication and reporting.
Duties and Responsibilities:

Develop the strategic vision for AADCPII support to ASEC’s AEC Implementation support work and provide broader support to ASEC as required.
Prepare, review and update strategic and operational work plans relevant to AADCPII and ASEC’s implementation support work for ASEAN.
Monitor and examine global and regional developments in the area of economic integration, including relevant social impact issues.
Assess and report on implications of global and regional developments with respect to prioritising economic policy for the AEC Blueprint.
2. Ensure the effective and efficient identification, design, appraisal and implementation of AEC implementation support ‘projects’, with a particular focus on those eligible for AADCPII funding.
Give specific attention to ensuring that AEC implementation support projects suitable for AADCP II funding are identified, designed, appraised, approved and effectively managed.
Develop and maintain a database of AEC implementation support service providers (institutions, companies, consultants).
Assist in identifying the required resources to implement approved AEC implementation support projects, including support to tendering and contracting out of services where required.
Ensure quality assurance of the output/product of AEC implementation support projects.
Ensure results of AEC implementation support projects are appropriately documented, presented and disseminated to relevant ASEAN bodies.
Assist the Monitoring and Evaluation Officer in the monitoring and evaluation of the effectiveness of AADCPII AEC implementation support projects and the satisfaction of target groups.
3. Provide professional support, training and coaching to ASEC staff in identification, design appraisal and implementation of AEC implementation support ‘projects’.
Support the development and implementation of institutional and personnel capacity development initiatives.
Conduct training and ongoing coaching to ASEC staff particularly in planning and design of ‘projects’.
4. Ensure effective coordination and collaboration with key ASEAN bodies, ASEC Finance, Industry & Infrastructure Directorate and Market Integration Directorate, ASEC Strategic Policy and Coordination Division and other stakeholders including dialogue partners.
Liaise with relevant ASEAN bodies on economic integration, particularly AEC, SEOM and other related committee/working groups, and provide support to those bodies with respect to AEC implementation support projects and/or programmes.
Ensure the effective engagement of private sector representative bodies and individuals.
Serve as resource person in meetings with ASEAN bodies in the area of AEC implementation support.
Establish contacts and build relationship with non-ASEAN bodies involved in AEC implementation.
5. Ensure effective information dissemination, communication and reporting
Prepare and provide summary reports of key findings for ASEAN bodies.
Facilitate substantive elements of workshops/seminars and other appropriate events to support information dissemination.
Provide regular six-monthly reports to the Deputy Secretary-General of ASEAN for AEC or their nominee, on progress in implementing economic policy work plans, issues/constraints arising, and any management action required to support effective implementation of the work programme.
Ensure AADCP II Program Management Team and Joint Planning and Review Committee information requirements are met.

Communication and Information Systems for the Control of Avian Influenza (CISCAI) Project

The ASEAN Foundation is an inter-governmental, non-profit organisation, established by the ten ASEAN Member States (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, The Philippines, Singapore, Thailand, and Viet Nam) with the mandates to promote greater awareness of ASEAN among the general public and help address poverty and socio-economic disparity issues in the region.
The ASEAN Foundation implements the Communication and Information Systems for the Control of the Avian Influenza (CISCAI) Project, which aims to research, develop, field test, and deploy sustainable communication and information systems that will support the national efforts to control the spread of the Avian Influenza among animals and humans in ASEAN Member Countries.
The CISCAI Project started in January 2008 with a Project Coordination Unit based at the ASEAN Foundation, Jakarta, Indonesia. To date, the Project has developed software technologies for the control of Avian Influenza, including: 1). Integrated Web Geographical Information System (GIS) based on Free and Open Source Software (FOSS); 2). Volunteer Management System; and 3). Mobile Information and Reporting System.
Currently the CISCAI Project is aiming to expand the coverage of activities not only on the Avian Influenza monitoring and surveillance systems but as well as the other Emerging Infectious Diseases (EID) and Natural Disaster Management Systems (NDMS). The expansion plan will use the existing technologies that have been developed under the CISCAI Project in Viet Nam, Lao PDR, and Indonesia based on the FOSS.
To support the expansion of activities under the CISCAI Project, therefore, the ASEAN Foundation now invites application from Indonesian Citizens and ASEAN Nationals with permanent resident status in Indonesia to apply for the following position:

SENIOR OFFICER INITIATIVE FOR ASEAN INTEGRATION & NARROWING THE DEVELOPMENT GAP DIVISION (IAI & NDG DIVISION)
Background:
1. The ASEAN Heads of State at their Summit in 2000 launched the Initiative for ASEAN Integration (IAI) with the objectives of Narrowing the Development Gap (NDG) and accelerate economic integration in ASEAN, particularly the newer members of ASEAN which are Cambodia, Lao PDR, Myanmar, and Viet Nam (CLMV) and other sub-regions of ASEAN.
2. The Leaders emphasised that narrowing the development gap shall remain an important task to ensure the benefits of ASEAN integration are fully realised through the effective implementation of the IAI and other sub-regional frameworks. This will assist the CLMV countries to meet ASEAN-wide targets and commitments towards realising the ASEAN Community. The efforts to narrow the development gap have been driven mainly by the IAI Work Plan.
3. The ASEAN Secretariat (ASEC), in particular through the IAI&NDG Division, shall develop and implement actions of the IAI Work Plan and support activities of other sub-regional frameworks such as the Brunei-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA), Greater Mekong Sub-region (GMS), Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy (ACMECS), Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT), and the inter-state areas along the East-West Economic Corridor (EWEC) among Vietnam, Laos, Cambodia and North-eastern Thailand, and Myanmar, the ASEAN-Mekong Basin Development Cooperation Scheme (AMBDC), Cambodia, Lao PDR, and Viet Nam (CLV) Development Triangle, Cambodia, Lao PDR, Myanmar and Viet Nam (CLMV).
4. The Division shall also service the meetings, assist in formulation, implementation, monitoring and reporting of projects, resource mobilization and overall operational coordination among the various ASEAN bodies and the sub-regional frameworks.
5. The call for strengthening the IAI & NDG Division at the ASEAN Secretariat was first raised by the Foreign Ministers at the 4th ASEAN Coordinating Council Meeting held July 2009 in Phuket to improve coordination in project formulation and implementation as well as intensify resources mobilisation. The support was again raised at the recent 6th ASEAN Coordinating Council in April 2010 in HaNoi.

The Contract that the Organization shall enter into with the Contractor shall form part of a programme implemented by the Organization within the framework of a contribution agreement (n°2009/227014) entered into with the European Commission (represented by the Delegation of the European Union to Indonesia and Brunei Darussalam) which is funding this Transaction. The overall programme is divided in components and the Organization is in charge of implementation of one of these components.
