Consulting opportunity for Global Recognition of Quality Assurance Systems for ASEAN Fruit and Vegetables (ASEAN GAP)

The ASEAN Secretariat invites applications for a medium-term (4 person months) consultancy for the Global Recognition of Quality Assurance Systems for ASEAN Fruit and Vegetables (ASEAN GAP) project under the ASEAN Australia Development Cooperation Program (AADCP) Phase II supported by Australian Aid.

Needs and Objectives
The over-all goal of the project is to enhance the competitiveness of ASEAN agricultural products through the promotion of quality and safety of on-farm produce and associated production processes towards the ASEAN single market 2015.

Objective 1: To allocate resources and initiate country-specific programs for each ASEAN Member State in order to boost widespread acceptance and utilization of the ASEAN GAP.

Specific objectives:
1.1 To develop ASEAN-GAP-based national GAP programsfor CLM.
1.2 To align national GAP programs of the ASEAN-7 with the ASEAN GAP standard.

Objective 2: To monitor in a systematic manner the adoption and utilization of the ASEAN GAP in each ASEAN Member State.

Specific objectives:
2.1 To strengthen the operationalisation of the Strategic Plan.
2.2 To enhance the human and institutional capacities of the ASEAN Member States in terms of developing and implementing the ASEAN GAP.
2.3 To carry out the agreed upon ASEAN GAP related work programs.

This consulting opportunity will support the achievement of the aforementioned project objectives. The consultant, under the supervision of the Lead Group from the Philippines, will work with the ASEAN Member States and provide guidance in addressing the methodological issues in developing and implementing ASEAN-GAP-based programs.

Qualifications

In the proposal the bidder must demonstrate that it meets the following qualifications:

· Previous experience or involvement on the development of the ASEAN GAP standard and Strategic Plan, or similar endeavors;
· Background in the implementation of an ASEAN GAP program;
· Solid background on the diverse implementation of GAP programs in the ASEAN Member States;
· Knowledgeable on the different GAP programs being implemented worldwide, including and but not limited to commercial GAP standards where most government GAP standards are being benchmarked against (i.e. GLOBALGAP);
· Proven track record of experience in research, activity design and delivering technical assistance, including effective capacity-building, related to agriculture;
· Detailed understanding and wide experience across sectoral and importantly the cross-cutting, including economy-wide, issues affecting ASEAN agriculture development and performance;
· Proven experience in dealing with senior government officials and other identified stakeholders;
· Proven ability for accuracy under pressure and adherence to deadlines;
· Proven skills in data analysis, assessment and in related policy advise; and,
· Proven skills in report writing and conversing in English.
