Time period: 3 months probation, than 12 months, possibility for extension

Context

The Partners for Resilience (PfR) is an alliance of five humanitarian, development and environmental organizations bringing together knowledge and expertise in the field of disaster risk reduction (DRR), climate change adaptation (CCA) and ecosystem management and restoration (EMR). The PfR consist of the NLRC, CARE Nederland, Cordaid, Red Cross/Red Crescent Climate Centre and Wetlands International. The alliance partners accompany their local partner institutions in the implementation of the programme.

Founded in 2009, the PfR developed the five year programme "Climate-proof Disaster Risk Reduction" that aims to reduce the impact of natural hazards on the livelihoods of 750.000 – 1.000.000 vulnerable people in nine countries: Ethiopia, Guatemala, India, Indonesia, Kenya, Mali, Nicaragua, Philippines, and Uganda. The PfR will implement the programme in the period 1 January 2011 to 31 December 2015. The NLRC is lead applicant and contract-holder for the programme vis-à-vis its key donor, the Netherlands Ministry of Foreign Affairs under its MFS-II grant facility.

The Partners for Resilience in Indonesia are now looking for a:

Linking & Learning officer (100%)

Purpose of the position

An important component of the programme is the PfR overall Learning Agenda and the specific learning objectives as have been formulated by the Programme Guidance Committee. The alliance partners, all with different backgrounds, can mutually reinforce each other's activities. Furthermore they will involve other relevant stakeholders at different levels.
The overall learning goal is to develop an integrated DRR/CCA/EMR approach to be applied at both community and institutional level.

The L & L officer will support the PfR coordinator based in Jakarta in coordinating and facilitating the Linking & Learning component of the PfR programme in Indonesia. The L & L officer will be based in Kupang, Nusa Tenggara Timur.

Position in the organisation

The L & L officer reports in line and functionally to the PfR coordinator based in Jakarta. He/she will facilitate and support the PfR Project Management Team.

Responsibilities/ Key Tasks

Supporting the Linking & Learning component of PfR in Indonesia, more specifically (but not exlusively):

- Work closely together with the PfR coordinator in Jakarta to monitor the programme with a specific focus on identifying good practices.
- Identify of community-to-community learning opportunities;
- Collect and consolidate the identified good practices;
- Identify and facilitate the implementation of appropriate forms and media to disseminate the good practices (including organizing workshops, writing articles and developing of Information, Education and Communication (IEC) materials;
- Identify relevant learning sites outside the PfR programme;
- Facilitate the implementation of the advocacy and lobby strategy, especially at the Provincial and District level;
- Facilitate the agenda for joint activities of the Project Management Team;
- Facilitate joint exposure, learning, documentation, dissemination and follow up with all PfR consortium members, other involved parties and implementing partners involved in district and village activities through:
o Oversee the coordination of NTT based PfR Linking and Learning activities, including overseeing all administrative matters relating to workshops, capacity building activities and partner reflections. Also including agenda planning, sending of invitations, development of relevant materials and logistics (travel, accommodation, facilities) of meetings and events. Budget planning in consultation with the PfR coordinator in Jakarta.
o Coordinate the PfR efforts with government strategies at the provincial and district level.

Requirements

Profile of L & L officer:
- Bachelor degree in Social Science or other relevant field;
- At least 5 years experience in development work;
- Technical knowledge of DRR / CCA / EMR is an advantage;
- Capable of working in complex partnerships;
- Experience in Linking & Learning; consortiums would be an advantage
- Experience in communication;
- Familiarity with NTT is an advantage
- Indonesian national, fluently in spoken and written English
- Practical knowledge of computer Skills (Microsoft Office, graphical programmes).

- Detail oriented yet able to step back and review the bigger picture
- Shows persistence when faced with difficult problems or challenges;
- Ability to work independently, to develop clear goals;
- Ability to monitor and adjust plans and actions as necessary;
- Strong communication and facilitation skills;
- Excellent communication skills (written and verbal);
- Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations.

Conditions
The L & L officer can count on a working environment with room for personal initiative. The employment conditions of the International Federation of Red Cross and Red Crescent (IFRC) apply. The location is the CARE office in Kupang with frequent travel to the programme communities (TTS, Kupang, Ende, Sikka, Lembata and Flores Timur) and Jakarta.
